To ask the Scottish Government whether it plans on working collectively with the UK Government and local authorities to develop a system of automation to consider the complexities of eligibility for benefits, in order to shift the burden of responsibility from the individual.

As part of our rights-based approach to social security, we are committed to minimising as far as possible any burden on clients. Where we have been able, we are already working with the UK Government to automate some of our payments for that very purpose.

Most eligible people already receive Child Winter Heating Assistance and Carer’s Allowance Supplement automatically based on qualifying benefits. Also, throughout February and March almost 400,000 low-income households will have automatically received the £50 Winter Heating Payment, providing support towards their energy bills for this winter.

Alongside DWP, we have developed a successful case transfer process which ensures people continue to receive the right payments at the right time – automatically transferring their awards from UK Government benefits onto the appropriate Scottish payment without them having to re-submit the information they provided in their original application.

In line with our commitment to maximise the take-up of Scottish benefits, we will continue to explore further opportunities for automation – including further appropriate and proportionate data-sharing across the range of systems that support Scotland’s population.

To ask the Scottish Government what impact the COVID-19 pandemic has had on pupils in relation to their (a) ability to learn, (b) attention span, (c) discipline, (d) resilience and (e) communication skills.

As noted in the answer to question S6W-16405 on 18 April 2023, the Scottish Government carried out a number of Impact Assessments during the pandemic to help inform key decisions and to understand their impact on those at risk and on vulnerable groups, including learners. These impact assessments went wider than the specific concerns raised in this question and considered issues including children’s rights and wellbeing, equalities, as well as, the impact on island communities. These Impact Assessments have been published on the Scottish Government website and links have been provided in the answer to question S6W-16405. To ask the Scottish Government what impact assessments have been conducted on any lost learning by pupils during the COVID-19 pandemic.

The Scottish Government undertook a suite of Impact Assessments during the pandemic to help inform key decisions and assess their potential impact on those at greatest risk from COVID- 19 and on vulnerable groups, including learners.

The Scottish Government and Education Scotland also published an Equity Audit on 13 January 2021 to share our understanding of the impact that COVID-19 and school building closures had on children from disadvantaged backgrounds. This also set clear areas of focus for accelerating recovery from the pandemic.

To ask the Scottish Government whether it has developed a framework for distributing emergency funding in a fair and timely manner as set out in the Social Justice and Social Security Committee’s 8th Report, 2022 (Session 6), Robbing Peter to pay Paul: Low income and the debt trap (SP Paper 211).

The Scottish Government recognises the importance of working with partners to ensure that emergency funding meets need effectively.

To ensure local authorities have the capacity and resources required to deliver any new policy commitments, all new policy or changes to existing policy that have a financial cost for local government, including those put in place in an emergency, are approved through the formal financial governance process. This requires agreed recommendations from the joint Scottish Government and COSLA Officers’ Settlement and Distribution Group and political sign-off from Scottish Ministers and COSLA political Leaders.

To ask the Scottish Government what meetings it has had with An Lanntair since May 2021, and what the agreed outcomes were of any such meetings.

An Lanntair are a key stakeholder of our public bodies. The Scottish Government has not met An Lanntair directly during this period, however Highlands and Islands Enterprise hold regular meetings with An Lanntair, normally on a monthly basis, to discuss operational matters.

In addition, as they are a regularly funded organisation (RFO), An Lanntair has met with Creative Scotland during this period through virtual and in-person meetings, and phone calls.

The key outcomes from those discussions include (i) funding levels, (ii) additional financial support from the various Scottish Government COVID-19 Emergency Funds and (iii) updates of An Lanntair’s ongoing RFO activity including artistic planning, annual review and annual reporting.

The Scottish Government will continue to have regular dialogue with the culture sector and, given the recent changes in the Scottish Government Ministerial team, introductory meetings between relevant Ministers and Creative Scotland and partners across the sector are currently being considered.

To ask the Scottish Government how long it anticipates it will take for pupils to recover from any loss of education as a result of the COVID-19 pandemic.

The Scottish Government recognises the impact which the Covid-19 pandemic had on children and young people in Scotland, particularly the closing of schools and learning lost as a result. This is in common with children and young people across the world.

School staff and pupils should be commended for the way in which they adapted to online learning during the pandemic. We are determined to do everything we can to support children, young people and that every child and young person in Scotland will have the opportunity to fulfil their potential as they progress through the education system and on to positive destinations.

We have worked with partners to support learners recovery, including a National e-Learning Offer, the procurement of more than 70,000 digital devices and 14,000 connectivity packages as well as significant investment in education recovery including Pupil Equity Funding and funding for education authorities to recruit additional staff.
