The Scottish Government currently has no plans to offer funding to the University of Dundee to support access to magnetic resonance-guided focused ultrasound (MRgFUS) treatment for patients with essential tremor.

The Scottish Government recognises the benefits magnetic resonance-guided focused ultrasound (MRgFUS) could provide to eligible patients with essential tremor. However, we do not formally assess the impact of clinical interventions.

International trade and import controls are matters reserved to the UK Government. The Scottish Government has limited powers to reduce the amount of food imported. However, our Vision for Trade strategy clearly shows, we are committed to a balanced and nuanced approach to trade, and we know that imports are an important source of food for Scotland, offering products that cannot be produced domestically and protecting us against shocks to production. Our approach to trade preserves food security by protecting our sensitive agricultural sectors but also enabling us to comply with our World Trade Organisation obligations. We continue to press the UK Government to adopt this approach and take in account food security when negotiating trade deals, specifically market access aspects. The Scottish Government are disappointed that the UK Government has repeatedly postponed introducing checks on imports coming from the EU which causes an unacceptable risk to health and welfare. For example, the lack of checks on pork imports is currently of particular concern given the number of cases of highly contagious African Swine Fever. We have continually raised this issue with UK Government and will continue to press for checks on imports.

The Scottish Government recognises the importance of domestic food production and the ongoing challenges faced by our farmers and crofters through the continued impact of Brexit, COVID-19, the ongoing situation in Ukraine, and now the cost crisis.

We recognise the importance of maintaining support for the sector; this is why we have committed to maintaining direct payments. We have also provided additional support to the food producing sector by ensuring payments through the Basic Payment Scheme and Greening payments were made in advance. Annually, the Scottish Government pays out around £420 million through these schemes. We have also established a Food Security Unit within the Scottish Government to develop evidence-based systems to monitor risks or threats to the supply chain to help mitigate future shocks and impacts on food security.

Supporting our local food businesses provides important markets for local food producers: we have provided: £15m funding towards the Scotland Food & Drink Recovery plan over 2020 to 2023; £17.5m to businesses across Scotland over the last two years through the Food Processing Marketing & Co-operation grant scheme; and £500k towards the Scottish Grocers Federation’s “Go Local” programme which has helped many independent convenience operators transform their stores and stock more locally sourced produce.

The HPMA site selection guidelines, which formed part of the consultation that closed on 17 April 2023, states that the site selection process will be “based in all cases around the conservation of marine ecosystems as the priority, and driven by the presence of the following functions and resources of significance to Scotland’s seas” which include “essential fish habitats” and “strengthening the Scottish MPA network”. This may include enhancing ecological connectivity where, for example, the movement of mobile species or the transport of some species’ offspring from place to place adds value.

We have sought views on whether additional functions and resources should also inform HPMA identification as part of the consultation.

The Scottish Government recognises the benefits magnetic resonance-guided focused ultrasound (MRgFUS) could provide to eligible patients with essential tremor. However, we have not assessed clinicians’ awareness of MRgFUS.

The Parking Standards Guidance document relating to the enforcement of the new parking prohibitions contained in the Transport (Scotland) Act 2019 is being developed in consultation with local authorities through the Parking Standards Stakeholder Working Group and will be issued to local authorities at the same time as the Enforcement Regulations come into force. This is expected to be in December 2023.

Despite ongoing significant pressures, we continue to see progress in reducing long waits following the introduction of targets in July 2022. The latest Public Health Scotland data shows:

• The total number of patients waiting than more two years for a new outpatient appointment was reduced by 60 per cent in six months;
• 18 of 30 inpatient / day-case specialities have fewer than ten patients waiting more than two years
• 61 per cent of new outpatient specialties have fewer than 10 patients waiting over 78 weeks.

We have also progressed significant immediate and long term solutions to support Boards to clear their remaining long waits. In addition to the targets introduced last year, the Centre for Sustainable Delivery is supporting Boards to maximise their capacity and increase theatre efficiencies, including through Active Clinical Referral Treatment and Patient Initiated Review.

Four National Treatment Centres will also open this year, providing significant additional capacity for orthopaedics, ophthalmic and diagnostic treatment. This includes NTC-Fife and NTC-Highland, which opened in March and April respectively, and NTC-Forth Valley and the second phase of the NHS Golden Jubilee which will open later in the year.

In September 2022, the Scottish Government published the report from our consultation on proposals to make regulations under sections 17 to 19 of the Health (Tobacco, Nicotine etc. and Care) (Scotland) Act 2016, which could introduce restrictions on the following:

• advertising
• brand-sharing in products and services
• free distribution and nominal pricing
• sponsorship of an activity, event or person

The responses, together with the analysis report will inform our next steps, which we are currently considering. Any action we seek to take will build on the regulations already in place to restrict the marketing, promotion and sale of vaping products to under 18s.

We are greatly concerned by reports of children and under-age young people obtaining nicotine vaping products (NVPs). NVPs are an age restricted product and should not be sold to anyone under the age of 18. Laws are also in place which ban the purchase of vaping products for under-18s (proxy purchase), and stores need to have an age verification policy for the sale of tobacco and NVPs.

In October 2022, we wrote to all registered retailers of these products to remind them of their duty of sale and we regularly meet with Trading Standards on enforcement activity.

There are already regulations in place which restrict the marketing and promotion of vaping products to under 18s. Our recent consultation proposed additional restrictions and we are considering next steps. Any action we seek to take will build on the regulations already in place.

We will also publish our refreshed Tobacco Action Plan this year, which will include actions to reduce vaping among young people. We are reviewing vaping education for young people in schools and have also funded ASH Scotland to work with a range of youth organisations on the risks associated with vaping.

The Scottish Government commissioned The Scottish Health Technologies Group (SHTG) to adapt the National Institute for Clinical Excellence (NICE) diagnostics guidance, to inform a Scotland-specific approach on placental growth factor (PlGF) based testing which was published on Thursday 23 March 2023. The report highlights the potential benefits to pregnant women and their families and demonstrates the cost-effectiveness of testing.

On the day of the SHTG report’s publication, the Scottish Government wrote to NHS Boards asking all NHS Boards in Scotland to take note of the SHTG Recommendations and work to ensure that all pregnant women who need PlGF testing are able to access it as part of their routine maternity care. My officials will continue to work with The Scottish Perinatal Network as it takes forward its work to support NHS Boards in implementing PlGF testing locally.
