Funding provided to NHS Boards for the delivery of Childsmile covers the full programme, and we do not separate the cost of certain aspects of the programme, such as the fluoride varnish element.

My answer to the Member’s separate question (reference S6W-26265 on 15 April 2024) sets out how much the Scottish Government has spent on the Childsmile programme in the last five years.

Modelling undertaken by Sheffield University looked at how alcohol consumption in Scotland changed during the COVID-19 pandemic and the longer-term implications over 20 years of these changes for public health. This found that on average, people in Scotland who were drinking within the UK low-risk drinking guidelines of 14 units/week reduced their alcohol intake in 2020, while those drinking above the guidelines increased their drinking by an average of 2 units/week.

The modelling then explored 4 illustrative scenarios for how these changes in drinking persisted, or not, from 2022 onwards and compared these to drinking having remained at pre-pandemic levels throughout. In the best-case scenario where it was assumed that alcohol consumption reverts to pre-pandemic levels in 2022, it was estimated there would be an additional 663 deaths, 8,653 hospital admissions, 22,122 years of life lost and £10.9million in NHS hospital costs over 20 years. Where it was assumed that consumption changes during the pandemic would persist in the long-term, it was estimated there would be an additional 7,924 deaths, 91,332 admissions, 239,002 years of life lost and £111.2million in hospital costs over 20 years.

This harmful health impact of the pandemic on alcohol-related outcomes was estimated to fall disproportionately on the most deprived groups, further increasing existing inequalities in health.

The Public Health Scotland (PHS) evaluation into the impacts of Minimum Unit Pricing found the largest estimated reductions in deaths and hospital admissions, during the study period that were wholly attributable to alcohol consumption were seen in men and those living in the 40% most deprived areas.

Following the 2024-25 budget settlement, the Scottish Government reviewed a number of budget lines in Education and Skills. In relation to Gaelic the outcome of this review is that there will now be no reduction to the MG ALBA funding for 2024-25. There will also be no reduction of the Gaelic, Education and Culture budget line which would have had an impact on the funding of Sabhal Mòr Ostaig, Storlann and other organisations and the Scottish Government has now provided additional funding to enable Bòrd na Gidhlig to continue its support for the Gaelic Officers’ Scheme in 2024-25.

SEPA’s 2018 National Flood Risk Assessment set out the numbers of properties at risk of flooding now and in the future. The numbers have not changed since that assessment, which are that 284,000 properties are at risk of flooding now and by the 2080s this number is expected to increase by 110,000 through climate change.

Improving resilience to flooding is a priority for the Scottish Government and we continue to work with, and support, local authorities to fulfil their obligations to deliver flood risk management. To support flood protection measures, the Scottish Government provides £42 million each year to local authorities. In August 2020, the Programme for Government also committed an additional £150 million over 5 years to support flood risk management actions.

It is clear that climate change must become a core consideration in decision making for our places and communities if they are to achieve a level of flood resilience. We will consult on a Flood Resilience Strategy for Scotland this spring. The Strategy will initiate a transformational change to flood management to adapt our places and set Scotland on a long-term course towards a sustainable level of flood resilience.

Childsmile funding is provided annually to Boards through i) the Outcomes Framework and ii) direct allocation from the General Dental Services (GDS) budget.

The Outcomes Framework is a single source of funding to NHS Boards which provides for local flexibility on resource allocation to deliver clearly defined outcomes. The Framework has a strong focus on delivering strategic priorities such as prevention and reducing health inequalities.

Following years of non-recurring funding, £72 million was provided to NHS Boards in 2023-24 on a recurring basis to deliver all Outcomes, including deliverables on Childsmile. Funding for individual components of the Outcomes Framework, including Childsmile, is not separately identifiable within the total allocation and therefore no meaningful disaggregation can be provided.

In addition to Outcomes Framework funding which is provided to every Board, some Boards also receive direct programme allocations from the GDS budget to support Childsmile activities on a national and/or regional basis. Allocations provided to these Boards are therefore not indicative of activity undertaken within the geographic location given the co-ordinating role they undertake, and have not been provided in breakdown although they are included in total programme allocation.

The Scottish Government published the implementation evaluation of No One Left Behind and Young Person’s Guarantee in August 2023.

This evaluation considered progress in implementation and delivery, the experiences of service providers and service users, barriers and enablers to implementation and identified lessons from early delivery.

The Scottish Government’s Diabetes Improvement Plan contains a key commitment to further increase access to existing and emerging diabetes technologies.

Between 2016 and 2022, we invested £29.6 million of additional funding specifically to support the increased provision of insulin pumps and continuous glucose monitors (CGMs) and emerging technologies such as closed loop systems.

We have also invested a further £350,000 through the Accelerated National Innovation Adoption pathway to help roll out the technology faster and more efficiently across Scotland. A key focus of this project is reducing regional variation and making access to technology more equitable across Scotland.

We continue to work closely the Diabetes Managed Clinical Networks (MCNs) within each Board, including NHS Lothian, to identify and resolve any issues raised by NHS Boards regarding accessing diabetes technologies, to ensure that all available resource is targeted to support the needs of local populations.

The Scottish Government has had no engagement to date with the Keeper of the Registers of Scotland (RoS) or the King’s and Lord Treasurer’s Remembrancer (KLTR) in relation to any application to register a title to the MacLeod Estate.

If any ownerless land were to be identified then it would be at that point that any consideration of applying to take ownership would be made.
