The 1 September cut-off date for the shingles programme has been in place since the introduction of the programme in 2013. At that point it aligned the offer of shingles vaccine with seasonal flu vaccinations.

The cut-off date ensures that only those eligible for vaccination within the current year’s programme as recommended by the Joint Committee on Vaccination and Immunisation (JCVI) are included, and assists NHS Boards with planning and delivery locally, drawing up cohort lists (determined by date of birth) and the management of vaccine supply. It also supports the catch up programme for those who are aged 71-79 years who have not previously been vaccinated but remain eligible.

Maintenance of junction road markings is typically the responsibility of the authority whose road connects with the trunk road. In most cases on the A9 this is the local authority. The exception is acceleration and decelerations lanes, which Transport Scotland maintains. Notwithstanding this, since January 2023, Transport Scotland has collaborated with local authorities to improve junction markings on the A9.

Recent road marking improvements have included:

• A9 Killiecrankie to Faskally Duals,
• A9/B9006 Culloden Road – Inverness,
• A9 Killiecrankie to Drumochter,
• A9 Drumochter to Crubenmore,
• A9 Luncarty Junction Slips.

Bollards are included in an annual cyclic maintenance programme. Our records show maintenance was undertaken between May and September 2023. More recently maintenance commenced in April 2024 with more planned in the coming months.

There is a known and growing gap when it comes to active travel modes to travel to school between primary and secondary school pupils in Scotland. Sustrans’ Hands Up Scotland Survey, that looks at how pupils travel to school and nursery, shows that in the past 15 years walking and cycling to school are declining when it comes to secondary school pupils, with cycling to school only accounting for around 1% of the total trips and skating/scooting stagnating at around 0.1%.

Whilst walking levels are also declining for primary school children, it is still at a higher level than for secondary school pupils, and cycling and skating/scooting has been increasing with much higher levels than for secondary school pupils (cycling stands at 5-6% of all trips for primary school age pupils).

Since 2021, Cycling Scotland have conducted a cross sectional evaluation of Bikeability Scotland. This evaluation shows that Bikeability Level 2 training has a positive impact on cycling behaviours, knowledge and skills, and that pupils who receive Bikeability training in primary school have higher rates of bike ownership and cycling frequency in Secondary school compared with those who did not receive training.

The Scotland-wide free bus travel schemes aim to make sustainable travel more available, affordable and accessible to those aged 60 and above, aged under 22 and eligible disabled people.

As set out in our report on proposals and policies to reduce greenhouse gas emissions following annual target for 2019 not being met ( www.gov.scot ) , published in 2021, the Scottish Government committed to building upon our commitment in the updated Climate Change Plan to extend National Concessionary Travel Schemes to include under 22s as part of our additional policies and proposals to deliver the amount of emissions reduction required. However, it does not apportion emissions reduction to any single additional policy.

The Scottish Government and COSLA’s Planning with People guidance sets out how NHS boards, Integration Joint Boards and Local Authorities should involve people and communities throughout the development, planning and decision-making process for service change. The closure of a hospital is an example of service change which requires significant levels of engagement by NHS Boards with stakeholders including patients, the affected community and elected representatives.

In normal circumstances, a hospital would only be closed following engagement and consultation and as a result there is no formal definition for how long a hospital must be closed before being officially recognised as such.

Scottish Government funding for active travel projects is not allocated based on STPR2 recommendation delivered. We fund a range of projects throughout Scotland that deliver on recommendation 4 of the second Strategic Transport Projects Review (STPR2) to connect towns by active travel. This includes funding for the National Cycle Network programme, investment in active travel infrastructure on the trunk road network, and funding provided to local authorities via the Sustrans Places for Everyone programme and the new Active Travel Infrastructure fund, and directly through the Cycling Walking Safer Routes (CWSR) grant.

We do not currently record data across our behaviour change programme in a way that would allow us to establish how many different schools or what proportion of schools have participated in projects.

This is possible, however, on an individual project basis. For example, in the academic year 2022-23, Bikeability Scotland training was delivered in 66.7% of schools covering over 60,000 pupils across 30/32 local authorities. Living Streets’ Walk to School / WOW programme has run for over 25 years and was introduced in Scotland in 2014. A total of 463 primary schools, 23% of the total number of primary schools in Scotland, have had active participation in WOW at some point between 2012 and 2022. 160 schools participated in WOW in 2022-23.

A new model for delivery of active travel behaviour change interventions has been introduced for 2024-25. The People and Place programme will be delivered by Scotland’s seven Regional Transport Partnerships (RTPs). To support this new model we are developing a monitoring and evaluation framework which will improve our understanding of the performance of the projects that we fund and enable us to make better informed funding decisions across the active travel behaviour change programme.

The increased scale and pace of Transport Scotland’s ambition in active travel is bringing wholesale reform of the delivery model for both active travel infrastructure - through the Active Travel Infrastructure Fund (ATIF) - and for behaviour change - through the creation of the Regional Transport Partnership (RTP) led Active Travel People and Place Programme (ATPP). With public funds facing unprecedented levels of pressure, it is vitally important that active travel investment is targeted where it can make most impact.

Support for grass-roots community groups and charity-led projects is also being decentralised, with acknowledgement from everyone involved in active travel that decisions about how to support grass roots behaviour change work needed to be taken closer to communities, and in a way that’s more joined up with local and regional transport strategies. As part of this process, it was decided we would not be continuing with direct support for a number of programmes, including the ebike loan fund.

The Scottish Government still intends to publish its Aviation Statement shortly and we will confirm details as soon as possible.
