To ask the Scottish Government whether it will commit to ensuring that there will be a place for a second safety-critical member of staff, which trade unions and passengers reportedly recognise as a playing a key role in providing a safe, secure and accessible railway, on all services operated by the new Intercity fleet of trains that will be procured to replace ScotRail’s existing High Speed Train fleet.

The Scottish Government continues to specify a requirement that all ScotRail services should have a second staff member on board to assist passengers.

To ask the Scottish Government which flood defence projects may be reduced or stopped, in light of its fiscal statement on 3 September 2024.
Answer
Within an extremely challenging financial context, the Scottish Government has made difficult funding decisions. Local authorities have received all the funding they have requested for flood protection in 2024-25 and, as such, £26 million from the Flood Risk Management Programme is being repurposed this financial year to support local government pay and avoid impactful industrial action. Decisions on the status of future projects will therefore be made by individual local authorities. We have sought assurances from local authorities through COSLA that redirection of this portion of the funding will not impact on councils progressing with their flood protection schemes as planned.

To ask the Scottish Government what impact it anticipates that reallocating a further £460 million from ScotWind revenue will have on investment in renewable energy.

Successive Scottish budgets have demonstrated Scotland’s commitment to addressing the climate change crisis, using all resources at our disposal to accelerate the just transition to a net zero, climate-resilient and biodiverse Scotland. The 2024-25 Budget committed £4.7 billion for activities with a positive impact on our climate change goals.
Use of ScotWind revenue is an action we would rather not take but must carefully consider given the fiscal challenges faced, given the limited options available under existing fiscal framework arrangements. We will seek to minimise usage of ScotWind in 2024-25 – just as we did in 2023-24.

To ask the Scottish Government whether the forthcoming commercial tender to procure a new fleet of Intercity trains will include a requirement for level boarding, so that ScotRail can play a leading role in ensuring that Scotland has a safe and universally accessible rail network.
Answer
ScotRail is to undertake the procurement. The timescales for replacement and the exact type of train to replace the HST Fleet are dependent on the outcomes of the procurement.

To ask the Scottish Government whether it will provide an update on how much has been spent to date from the cladding remediation fund.

Latest published data shows the aggregated spend on single building assessments, fire risk measures and remediation is just over £9.0m to the end of quarter one 2024-25; spend is updated quarterly, the next update will be published in October 2024.

To ask the Scottish Government to what extent it has engaged with key stakeholders, such as rail workers and passengers, in relation to the development of the forthcoming commercial tender to procure a new fleet of Intercity trains to ensure that (a) the specification for this new fleet is reflective of the needs and wants of staff and service users and (b) they provide a comfortable environment with, for example, an increase in the number of table seats rather than airline-style seats and ensuring that seats align with windows, which is reportedly a proven driver in making rail travel an attractive alternative to car travel.

To ask the Scottish Government how NHS boards match demand for funded stroke beds with the flow of patients, and how many patients have been impacted by not having a fully funded stroke bed during their stay in each month in the last five years.
