The Scottish Government freeze on public sector marketing expenditure for the remainder of the year is a necessary decision to ensure we have a balanced budget. There will be some limited Scottish Government activity where costs have already been committed, or an essential need is identified, and the process to identify exceptions is still underway.

Creating Hope Together: suicide prevention action plan 2022 to 2025 - gov.scot (www.gov.scot) our joint suicide prevention strategy with CoSLA, has a concerted focus on understanding and meeting the needs of those who face a higher risk of suicide. This includes the care experienced community. Our Creating Hope Together – Year 2 Delivery plan (2024-26) - gov.scot (www.gov.scot) includes specific commitments to support the care experienced community ensuring, where appropriate, connection is made at local level with the relevant Promise leads. As part of our work with high risk settings, we are also working with secure care providers to develop a suicide prevention action plan framework for use in the care experience sector.

Any death of a young person due to drugs is a real concern to this government and we are currently developing a set of Standards for local areas, co-designed with young people, to ensure there is sufficient support in place for young people who take drugs. As part of our cross-government response to the final Drug Deaths Taskforce Report, Changing-Lives-updated-1.pdf (knowthescore.info) we are investing £1.5 million in Planet Youth Home | Planet Youth Scotland, sometimes referred to as the Icelandic Model, which is an evidence based model for substance use prevention.

Since October 2021 we have commissioned and funded a National Hub to review and learn from the deaths of all children and young people in Scotland and ultimately help reduce future preventable child deaths. The first Data Overview report: National hub for reviewing and learning from the deaths of children and young people – Data overview report: March 2024 – Healthcare Improvement Scotland from the National Hub was published by Healthcare Improvement Scotland in March 2024.

The Scottish Government have engaged with LGBT Youth Scotland to determine the facts around the recent media reports. We have determined no further action is needed at this stage.

The Scottish Government are continuing to fund all organisations who have received funding through the Equality and Human Rights Fund for the 2024-2025 financial year.

Following the UK Chancellor's July statement, the Scottish Government continues to face the most challenging financial situation since devolution.

We have sought to protect mental health funding, despite difficult decisions about reductions which affect all of Government.

Despite this reduction to the 2024-25 budget, we remain committed to taking forward our work across mental health, working closely with our key delivery bodies, partners and stakeholders. Our collective focus has to be on making as much difference as possible with our funding.

No elements of the Distress Brief Intervention (DBI) programme will be discontinued in 2024-25. Savings were realised through pre-agreed changes in funding to the original pilots, which from 2024-25 will be funded by local areas rather than centrally by the Scottish Government. The DBI programme continues to grow – it is now live locally in 29 of the 31 Health and Social Care Partnership areas, with the remaining 2 actively preparing to go live in October 2024. In addition, 3 national pathways to DBI are live – via NHS24 and via call handling centres operated by Police Scotland and the Scottish Ambulance Service.

The number of thrombectomy patients treated at each thrombectomy hub is shown in the following table.

Over the past four years, the Scottish Government provided a total of £12.13 million of additional funding to address Mental Health Officer (MHO) shortfall across Scotland. Under the Training Grant Scheme alone, we provided £1.93 million for local authorities to train 83 additional MHOs. This funding exceeded our original commitment to invest £1.5 million over three years to train MHOs. Under the Capacity Increase scheme, the Scottish Government provided another £10.2 million for local authorities to increase MHO capacity. These schemes were intended to run for a limited number of years to alleviate system pressures raised specifically from the pandemic and to allow local government to undertake statutory duties.

Since 2022-23, the Scottish Government has been providing local authorities with an additional £22 million per annum to increase social work capacity in adult services. Given the close links between social workers’ and MHOs’ duties, this additional £44 million in funding is thought to have also benefited MHO capacity.

We monitor the state of the MHO workforce through the annual MHO Report published by the Scottish Social Services Council. The most recent report, published in August 2024, showed an increase of 27 individuals (headcount) working as MHOs, compared to the previous year. This figure represents the net headcount after considering the MHOs who have left the sector. The actual number of MHOs who have joined the workforce over the previous year, therefore, is higher.

In addition to providing funding, the Scottish Government is working closely with partners to improve MHO capacity, for instance, we have set up a Joint Social Services Taskforce with the aim of exploring opportunities to deliver improvements for the adult and children’s social care and social work workforce. This group is exploring options for a pilot exercise to increase capacity for the MHO workforce by reducing administrative burdens.

Details of impact assessments in relation to the measures set out in the Fiscal Statement will be published in the coming weeks on the Scottish Government’s website.

Scottish Ministers prioritise consequential funding in the financial year in which it is received to support public services in Scotland and a balanced budget.

Scottish Ministers have said they will spend the equivalent value of the £97.1 m received in consequentials on cladding remediation at the time it is appropriate to spend it.

£756 million of ScotWind option fees were received, of which £96 million was used in 2022-23 to support the overall financial position. No ScotWind Revenues were utilised in 2023-24.

£200 million of ScotWind Revenues were profiled as required to support the funding position in the original Scottish Budget for 2024-25. As was set out in the Fiscal Statement to parliament on 3 September current planning is on the basis of utilising up to £460 million of additional ScotWind revenue funding in the current financial year, the entirety of the remaining Scotwind option fee funding.

The statement made clear the intention to reduce this down as far as possible depending on the final financial position, with an update on the in-year consequential position expected at the UK Budget on October 30th. Decisions on the future utilisation of ScotWind Revenues will be taken in due course.

The Scottish Government is continuing with its due diligence process, which includes a value for money assessment.
