Food Standards Scotland (FSS) is responsible for advising the Scottish Parliament, Scottish Ministers and other stakeholders in relation to food safety and compositional standards matters in Scotland – this includes the provision of food safety advice in areas that were previously regulated at an EU level when the UK was an EU Member State. FSS consults extensively with the Food Standards Agency before advising Ministers of the need to amend or introduce any food safety legislation in Scotland. This is undertaken in line with the provisionally agreed Common Framework for Food Safety and Hygiene.

Food Standards Scotland has a statutory duty to improve the extent to which the Scottish population have diets conducive to good health. Their unique position, independent from government, allows them to report and publish evidence to inform policy across a wide range of actions in diet and nutrition.

In 2024 FSS published the Public Health Nutrition strategy which was developed to complement delivery of Scottish Government policy on diet as described in the Healthier Futures Delivery Plan and Out of Home Action Plan. This strategy outlines how improvements to diet in Scotland will be supported, including efforts to reduce levels of overweight and obesity.

There are no plans to increase staff specifically at our Aberdeen office.

Under the Food Information to Consumers Regulation, food information must be accurate and not mislead the consumer. This applies to both mandatory information such as ingredients lists and nutrition declarations as well as any voluntary information for example a general claim about a food being a healthy option. Local Authority Environmental Health Departments have powers under the Food Information (Scotland) Regulations 2014 to enforce these requirements and Food Standards Scotland (FSS) encourages businesses to work with enforcement officers to ensure compliance with the law.

The Scottish and UK Government jointly developed an evidence-led and objective place selection methodology for Investment Zones, adapting the approach taken by the UK Government in England when selecting Investment Zone regions.

As part of the place selection process, financial modelling was undertaken to assess the potential economic benefits of the proposed Investment Zones. This analysis considered a range of factors, including wellbeing economy need, employment growth, and the attraction of inward investment. The modelling also examined the anticipated fiscal impact, including potential revenue generation and cost implications for both governments. The place selection methodology was published on 18 August 2023.

In addition, the Scottish Government regularly engages with regional stakeholders including the North East Regional Economic Partnership to ensure that the Investment Zone continues to align with local economic priorities and maximises benefits for businesses and communities within the region. Further assessment and refinement of the financial modelling will continue as the Investment Zone proposals are developed through the Gateway process, to ensure its long-term success.

Investment Zones in Scotland are being jointly delivered by the Scottish and UK Governments. The Scottish Government engages regularly with the UK Government regarding the proposed Investment Zone for the North East region. Weekly progress meetings are held between officials from both Governments to discuss the development of proposals and implementation of the Investment Zone. Additionally, the Scottish and UK Government jointly participate in scheduled fortnightly meetings with the North East Regional Economic Partnership, and more often where required, to ensure continued collaboration.

Since 2020 the Barrhead Line has been electrified (23 single track kilometres) and electrification and enhancement of the line to East Kilbride is underway with a planned completion of December 2025.

The Scottish Government draws on the best available international evidence when developing policy, including considering the effects of public health legislation in other countries such as Ireland.

The Scottish Government is a member of the British-Irish Council Drug and Alcohol Work Sector. The Scottish Government engages with officials from Ireland and the UK nations as part of that Work Sector to discuss policy developments including in relation alcohol harm.

The Scottish Government recognises that improving children’s dietary health and increasing levels of healthy weight are complex issues that require a range of collaborative actions by governments and stakeholders.

The Scottish Government is committed to improving adolescents’ diets including through range of actions, for instance strengthening the provision of balanced and nutritious school meals food to children and young people. Eligible pupils in Primary 6 through to Secondary 6 can benefit from free school meals in Scotland.

In addition, the Scottish Government initiated a partnership between Young Scot and the Scottish Grocers Federation to explore and pilot use of the Young Scot National Entitlement Card to buy healthier options.

The Scottish Government continues to focus on improving the food environment to support young people to make healthier choices including future regulation of promotions of foods high in salt, sugar and fat. We also welcome the UK Government's move to introduce legislation to restrict advertising of less healthy food and drink and will be supporting its implementation in Scotland.

I had a productive meeting with members of the A77 Campaign Group on the 21 November 2024. Following that my officials from Transport Scotland last met with the A77 Campaign Group on 5 December 2024 as part of a regular series of meetings that they have with the group. The next meeting date has yet to finalised, however, it is likely to be in April 2025.

With respect to hosting a roundtable meeting, I intend to convene this in the near future with a focussed group of transport stakeholders from the south west, including members of the campaign group. My officials are currently making arrangements.
