The Learning Estate Investment Programme’s (LEIP) outcomes Governance Board, which is co-chaired by Scottish Government and COSLA, scrutinises all aspects of the LEIP on an ongoing basis.

The LEIP has undergone a Gateway Review Strategic Assessment, the recommendations of which have been implemented across the LEIP. A further Gateway Review will commence this month.

Scottish Futures Trust (SFT) provides expertise, for example, in programme and data management, schools design, as well as commercial and financial modelling, and the Scottish Government engages regularly with SFT on ongoing management of the LEIP. SFT also managed the previous Scotland’s Schools for the Future Programme which saw the construction of 117 new or refurbished schools and benefited over 60,000 pupils across the country.

The Climate Emergency Skills Action Plan is central to creating a future workforce that can support our transition to a net zero economy and ensure workers are equipped with the skills that employers will need in a green economy.

The Implementation Steering Group (ISG) for the Action Plan has an independent chair and is comprised of senior representatives from local government, public agencies, skills providers, and industry. The ISG currently has three sub-groups, including a transport sub-group which is exploring the skills required across the transport sector for the transition to net zero.

The ISG is not currently conducting a full assessment of seafarers and operators of ferry services in Scotland however could consider this as part of ongoing work.

We do not have plans to introduce legislation to establish an Older People’s Commissioner. There are existing commissions that protect the rights of older people. The Scottish Human Rights Commission (SHRC) and the UK Equality and Human Rights Commission (EHRC) already play a role in relation to the rights of older people in respect of age as a protected equality characteristic. In addition, we continue to work closely with the Older People’s Strategic Action Forum on a range of priorities for advancing age equality.

We are committed to promoting the rights of older people and ensuring that they benefit from all that we are doing to improve people’s lives. That is why we provide over £2.2million to support older people's organisations to tackle inequality and discrimination and support our aim to promote the rights of older people.

The Scottish Government does not hold this information. All return point operators – including public bodies – should register with the scheme administrator, Circularity Scotland Ltd , in order for their logistics partner, Biffa, to organise an appropriate collection schedule. Return point operator registration opened on 1 March.

I met the Secretary of State for Levelling Up, Housing and Communities to discuss building safety on 24 May 2022 at the first meeting of the Inter-Ministerial Group for Housing, Communities and Local Government. I anticipate that building safety will also be discussed at the next meeting of the Inter-Ministerial Group. Details of that meeting are currently being scheduled in Ministerial diaries.

The delivery of Scotland Genomics strategy is being overseen by the Scottish Strategic Network for Genomic Medicine (SSNGM). The Network is supported by a Scottish Government funded transformation team which is led by a Consultant Clinical Scientist and supported by Clinical Leads for rare disease and cancer.

The Network draws on a wide pool of stakeholders including clinicians and scientists. Many of which are supporting us directly to shape The Strategy through various working groups.

Whilst organisations are encouraged to apply in advance, registered charities and community amateur sports clubs (CASCs) have until 31 March 2023 to apply for the water and sewerage charges exemption scheme for the 2022-23 financial year. If exemption is granted, it will be backdated to 1 April 2022 - provided the criteria of the scheme were met at that time - and any charges will be refunded. The organisation’s income must be below £300,000 to qualify. Exemption will not be granted if:

• The organisation holds a permanent alcohol licence to sell alcohol at the premises
• the premises is a charity shop or other premises used for the purposes of retailing new or second hand merchandise
• the premises operates as a café which is open to the public and operated on a regular basis to generate income
• the organisation is a local council or an Arms-Length External Organisation (ALEO) which can be used by councils to deliver services

Work is currently underway to scope the development of the Biodiversity Investment Plan. The Plan is anticipated to be completed in the second half of this year.

Scottish Government officials are currently in discussion with the UK Government and the Green Freeport consortia about arrangements for publishing maps of the Green Freeport locations.

The Scottish Government is clear that that bullying and harassment of any worker, under any circumstances, is unacceptable. All employers have a duty of care to protect the health, safety and welfare of their workers. We endorse the Fair Work Convention's Fair Work Framework and agree that every worker, regardless of status or position, should be treated fairly and with respect.

Employment law, Equality law and Health and Safety legislation remains reserved to the UK Government. Only with the devolution of further powers will the Scottish Government have the full set of levers to take real action on workplace injustices.

On 09 December 2022 we published our refreshed Fair Work Action Plan, and are committed to promoting effective voice channels, such as trade unions, allowing workers views to be heard and help tackle issues such as workplace bullying. In addition, we are also introducing a requirement for recipients of public sector grants to provide effective voice channels as a condition of the grant, effective from 1 July 2023, as per the Bute House Agreement. This further recognises the role of effective voice in allowing the other dimensions of Fair Work to be realised, and in fostering a culture where bullying and harassment is prevented.

Where workers feel they have been unfairly treated, they should have the option of raising concerns through their workplace grievance and/or bullying and harassment procedures, seeking support from their recognised trade union representative if present. All workers should have access to justice via an employment tribunal, and should seek free and impartial advice from the Advisory, Conciliation and Arbitration Service wherever required.
