Trade and Investment Envoys are a voluntarily network of senior business people who offer their time to share their business insights, connections, and expertise to help guide our collective trade and investment effort. They provide a valuable contribution that complements the knowledge and reach of our, and UKG international networks. The principal function of our Envoy network is to provide Scotland with a network of influential and business-experienced advocates in locations of particular interest to our priority sectors and opportunity areas. Each Envoy agrees an annual work programme that is aligned with our trade & investment plans which sets objectives to guide their efforts. We review progress with our Envoys on a quarterly basis. As our Envoys primarily operate at a more strategic, rather than operational level we do not attribute specific KPIs to them.

I refer the member to the NHS Scotland Climate Emergency and Sustainability Strategy 2022-2026 which sets out the Scottish Government’s plans to help reduce carbon emissions from clinical waste in NHS Scotland. Specifically, the strategy sets out that each Health Board should set appropriate targets for reducing the volume of clinical waste it produces through measures including; greater use of reusable items, improvements to waste segregation and increased recycling of recyclable materials. The Scottish Government will review the need for a national target for clinical waste reduction.

The Scottish Government is working with the other UK administrations on reforms to the producer responsibility system for Waste Electrical and Electronic Equipment (WEEE) to make it easier for consumers to recycle WEEE and incentivise producers to make more sustainable design choices. We will consult on these reforms in due course.

The Scottish Government has committed to providing a full breakdown of the implementation of Medication Assistant Treatment (MAT) standards in June 2023.

The Minister for Drugs and Alcohol Policy will update Parliament on progress in June and this will coincide with the publication of the 2022-2023 implementation update which will be produced by Public Health Scotland. The data published will be broken down by each local authority implementation area, detailing the progress each area has made on all MAT standards since the 2021-22 Benchmarking Report on Implementation which was published in June 2022.

We recognise the importance of financial wellbeing and understand the impact that debt and money worries can have on mental health and wellbeing and are working with stakeholders to tackle this issue. In our Mental Health Transition and Recovery Plan we have committed to further develop a response to those whose mental health has been affected by issues relating to debt. We are working closely with a range of advice organisations, including Citizens Advice Scotland, to better understand and tackle these issues. We will consider the Debt and Mental Health Evidence Form as part of this work and promote to Health and Social Care Partnerships accordingly.

We remain committed to commencing the Domestic Abuse (Protection) (Scotland) Act 2021 which will provide additional protection for people who are at risk of domestic abuse.

Part 1 of the 2021 Act will provide Police Scotland and the Scottish Courts and Tribunal Service with new powers that will enable a person suspected of causing harm to be removed from the home they share some or all of the time with the person at risk of harm, through a scheme of domestic abuse protection notices and orders. This is with the intention of providing breathing space for up to three months so a person at risk can consider their longer term options.

Work to commence Part 1 of the 2021 Act continues to progress with the Act Implementation Board. The Board includes representatives from Police Scotland, the Scottish Courts and Tribunals Service, Crown Office and Procurator Fiscal Service, Scottish Legal Aid Board and Scottish Women's Aid. An Operational Working Group has also been established which includes operational justice partners directly impacted by the legislation. Together the detail is being worked through to consider how a number of aspects of the legislation can best be implemented including how the views of children can be captured in a way that does not cause additional harm or trauma.

Part 2 of the 2021 Act will allow social housing landlords to apply to the court to end a sole tenancy of a perpetrator of domestic abuse or end a perpetrators interest in a joint tenancy, enabling the victim to remain in the family home. The provisions aim to help improve the immediate and longer term housing outcomes of domestic abuse victims living in social housing who wish to continue living in the family home. They also help address the very real concern as to why victims and their families, rather than the perpetrator, should have to leave their homes, belongings and community to seek safety, with the perpetrator remaining undisturbed in the family home.

Work on the wide range of tasks necessary to commence Part 2 of the 2021 Act is progressing as a priority. This includes secondary legislation, changes to court rules and forms, model tenancy agreements and the development of statutory guidance in consultation with stakeholders. The aim is to bring Part 2 of the 2021 Act into force by early 2024, subject to the necessary rules and forms of court also being in place.

Every public library in Scotland provides access to free WiFi, networked devices and trained staff to offer digital support. The Scottish Government works with the Scottish Library and Information Council (SLIC) to ensure public library staff have access to training to ensure the public receive the support they need. Library Services can apply for funding to develop digital services through the Scottish Government’s Public Library Improvement Fund and latterly (2021-22) through the Scottish Government’s Public Library COVID Relief Fund (£1.25M) both of which are administered by SLIC.

In addition to these routes, The Scottish Government also provided funding for public libraries to support the roll out of NHS Near Me services in public libraries in 2022-23.

The Scottish Government is committed to accelerating private capital investment to meet our Net Zero targets and capture the economic opportunity the Just Transition represents.

While the Scottish Government has not undertaken any assessment of the social impact of grassroots boxing we recognise that boxing as a sport is continuing to break down barriers. The wide reach of boxing related projects continues to grow with a lasting and positive impact on people and communities.

Boxing has the ability to reach into disadvantaged communities and engage young people who otherwise might not participate in sport, providing a significant opportunity to address a number of issues including improving health outcomes, reducing inequalities, and benefiting social regeneration.

We will continue to work with sport scotland and Boxing Scotland to ensure that grassroots boxing maintains its positive impact on communities throughout Scotland.
