To ask the Scottish Government whether it has, in the last two years, been made aware of any changes to SafeDeposits Scotland’s scheme rules, and, if so, what these changes were, and (a) when and (b) for what reason any such changes were made.
Answer
A review of the tenancy deposit schemes was undertaken at the end of 2018. It was clear from the findings that the current regulations continued to provide a robust regulatory and operational framework.
Following the review a number of revisions to the operating procedures were made under The Tenancy Deposit Schemes (Scotland) Amendment Regulations 2019 . The schemes submitted revised procedures in October 2019 and were reapproved in November 2019.
There have been no further significant changes to the revised scheme or original proposal referred to the Scottish Government for approval. Any considered changes would be discussed as part of routine monitoring discussions.

To ask the Scottish Government how many fast-track cancer diagnosis centres it (a) has built to date and (b) plans to build in the future, and whether it will provide as much detail as possible on any proposals it has to build more centres.
Answer
Rapid Cancer Diagnostic Services (formerly known as Early Cancer Diagnostic Centre) are established within existing NHS infrastructure.
RCDSs provide primary care with access to a new fast-track diagnostic pathway for patients with non-specific symptoms suspicious of cancer, such as weight loss and fatigue. So far, NHS Ayrshire & Arran, NHS Fife, NHS Dumfries & Galloway and NHS Borders have established a RCDS with NHS Lanarkshire expected to be operational by June 2023.

To ask the Scottish Government what its response is to the housing statistics quarterly update for March 2023, which found that there were 19,227 starts in the year to end September 2022, a decrease of 12% (2,580 homes) from the 21,807 starts in the previous year, and 24% (6,047 homes) below the 25,283 homes started in the pre-COVID-19 pandemic year to end September 2019.
Answer
The Scottish Government recognises the impact on housing delivery of the ongoing challenges with price inflation, materials and labour in the construction sector and is working closely with the construction industry and housing partners to mitigate this where possible.
We are pleased that housebuilding completions in the latest year to end September 2022 are at their highest annual rate since 2008, up 10% on the previous year, to 22,905 homes. We are also pleased that the number of affordable homes delivered in Scotland in the latest year to end December 2022 is above the pre-pandemic year 2019, and that Scotland continues to lead the way in the delivery of affordable housing across the UK with 118,124 affordable homes delivered from April 2007 to December 2022, and 83,291 of these for social rent.

To ask the Scottish Government what its response is to the Temporary Accommodation Task and Finish Group: final report and its recommendations.
Answer
The Scottish Government welcomes the work undertaken by the Temporary Accommodation Task and Finish Group, which will inform the Scottish Government's next steps. We are currently considering the report and will work with COSLA and Homelessness Prevention and Strategy Group members to respond to the recommendations, prioritising actions that will have the greatest impact on reducing the numbers in temporary accommodation.

To ask the Scottish Government how much it estimates the recommendations in the Temporary Accommodation Task and Finish Group: final report will cost to implement.
Answer
An estimation of the costs to implement the Temporary Accommodation Task and Finish Group's recommendations has not been carried out. As the task and finish groups are sub-groups of the Homelessness Prevention and Strategy Group (HPSG), the implementation of the recommendations will be discussed with HPSG members and other bodies given the need for partnership working on action to reduce the use of temporary accommodation.

This update has already been made. One sentence on the ARE Directorate home page was found to be out of date. After discovering that was the case, it was removed immediately. We have added the page to our regular review schedule.

To ask the Scottish Government how many incidents of food crime have been reported to Food Standards Scotland through the (a) Scottish Food Crime Hotline and (b) online form, in each year since 2018, and how many of those reports have been investigated.
Answer
All reports of food crime received by Food Standards Scotland are investigated and appropriate action is taken. For matters out with Food Standards Scotland's remit they will be disseminated to partner agencies for their consideration.

To ask the Scottish Government whether it is considering including alcohol-free drinks in its proposals to restrict alcohol advertising.
Answer
Our recent consultation on restricting alcohol advertising and promotion set out a range of potential options to restrict alcohol advertising and promotion. This included a question on whether low or no alcohol products should fall within the scope of any restrictions, where these products feature similar branding as stronger alcoholic drinks.
The consultation closed on 9 March. An independent contractor will comprehensively analyse the responses and a report will be published later this year. We will then further consider possible restrictions.

To ask the Scottish Government when property valuation will next be reviewed for the setting of (a) domestic and (b) non-domestic rates.
Answer
The Scottish Government is committed to a fair, inclusive and fiscally sustainable form of local taxation. Scottish Ministers have convened the ‘Joint Working Group on Sources of Local Government Funding and Council Tax Reform’, which is chaired by the Scottish Government and COSLA. The group is initially discussing and reviewing targeted changes to Council Tax to reflect the current circumstances created by the cost crisis. The group will also consider approaches to longer term reform, utilising the development of effective deliberative engagement, on sources of Local Government funding and Council Tax.
The 2023 non-domestic rates revaluation took effect on 1 April 2023. The next revaluation will take effect from 1 April 2026, implementing the independent Barclay Review of Non-Domestic Rates recommendation for three yearly revaluations which was legislated for in the Non-Domestic Rates (Scotland) Act 2020.
The tax rates which are used to calculate non-domestic rates bills are reviewed and set annually in the context of the Scottish Budget.
