Nine additional Urology Practitioners have been recruited to NHS Scotland since the publication of the Endoscopy and Urology Diagnostic Recovery and Renewal Plan.

Seventeen Nurse Endoscopists have been signed off for independent practice since 2021 and we anticipate that a further three new Practitioners will sign off in Spring 2023. This would represent an achievement of 80% against the commitment of 36 Nurse Endoscopists by 2025.

The Scottish Government is committed to funding the expansion of free school meals to all pupils in primary and special schools, as well as introducing free year round breakfast and lunch provision to support eligible children and young people outside of the school term.

Currently, all primary school pupils in primaries one to five, all children in special schools, and eligible pupils in Primary 6 through to S6 can benefit from free school lunches in Scotland – the most generous provision anywhere in the UK, saving parents £400 per eligible child per year.

We have also provided £21.75m of funding for free school meal alternatives to eligible families during the school holidays. This is administered by local authorities as a cash payment directly to families.

There is a currently a mixed delivery of breakfast provision across Scotland with a range of service providers including public, private and third sector. We have begun work with local authorities and key stakeholders to better understand and map that provision. That process is ongoing and will feed into future plans as they develop.

In addition, we have committed to building a system of school age childcare, providing care before and after school and in the holidays, which will be funded for those on lowest incomes. As we design a system of school age childcare, we will integrate food and childcare provision wherever possible recognising the benefit to children and families of coordinating food, childcare and activities.

As a result of the difficult decisions which had to be taken through the Emergency Budget review, recruitment of the 1,000 additional roles to support community mental health resilience, ensuring every GP Practice has access to a mental health and wellbeing service has not yet commenced. We have already prioritised significant investment to build mental health capacity in primary care through Action 15 of the Mental Health Strategy 2017-2027 and the Primary Care Improvement Fund.

We remain committed to improving mental health service provision in primary care settings. We are therefore working closely with stakeholders, including the Mental Health in Primary Care National Oversight Group, to develop plans to best use the resource available across the system in 2023-24, and in future years to improve support, assessment and treatment in primary care settings.

The Drug Deaths Taskforce concluded that, due to the prevalence of drug use in prisons and the principle of keeping people closer to their families for support, a specific recovery prison would not be adequate for the whole prison population. Issues were also raised around the punitive approach that may be taken for those who relapse in a recovery wing. It therefore recommended a more nuanced approach, expanding recovery cafes and hubs across the prison estate, and supporting these to develop into recovery communities. As these communities grow, there may be a case for providing dedicated wings, however any provision would be an operational decision for the Scottish Prison Service.

The Scottish Prison Service are already working in partnership with local third sector and national organisations to enhance and develop approaches to deliver consistent recovery pathways to support integration back into our communities. The Scottish Prison Service will also publish its new Drug and Alcohol Strategy this year that will include a focus on developing recovery communities across the prison estate.

As part of our National Mission, the Scottish Government is now providing a record level of funding to the community and grass roots groups which set up and run recovery communities, hubs and cafes in prisons.

We are supporting people who want to self-build through the extension of the Self-Build Loan Fund for up to five years from November 2022, with a further £6m recyclable loan funding available to borrowers.

National Planning Framework 4 (NPF4), adopted and published by Scottish Ministers on 13 February 2023, also supports new homes that improve affordability and choice, and address gaps in provision, including self-provided homes.

The Planning (Scotland) Act 2019 introduced a requirement for planning authorities to prepare and maintain a list of persons who have registered interest with the authority with the intention of acquiring land in the authority's area for self-build housing. A planning authority is required to publish the list and have regard to this list in preparing their local development plan. Subject to Parliamentary approval, these requirements will come into force from 19 May 2023. We are preparing further guidance on these requirements, informed by stakeholders, as part of the Local Development Plan guidance to be published shortly.

We recognise the challenges facing remote and rural NHS Boards in balancing paramount safety considerations with the delivery of care as close to home as practicable. Work is ongoing to ensure that services are developed in a flexible way, recognising local population needs and geographic challenges. We expect NHS Boards to engage constructively with local communities in this and understand that there is significant community engagement work already underway across remote and rural NHS Board areas.

Figures for median travel distance for obstetric and/ or gynaecology services are not collected centrally. The requested Information on how many obstetrics and gynaecology consultants have been recruited across all NHS Boards in each of the past 5 years can be found on the TURAS NHS Education for Scotland workforce statistics site at: NHS Scotland workforce | Turas Data Intelligence . NHS Boards are responsible for planning and delivering local services, including maternity services. This includes planning where those services should be located, based on local population need and any geographic challenges, and staff recruitment.

The Women's Health Plan : A Plan for 2021-2024, published in August 2021, outlines our ambition to improve access for women to appropriate support, speedy diagnosis and best treatment for endometriosis.

The Plan sets out actions which aim to ensure that the average diagnosis time for endometriosis is reduced, that women are able to access the right support and effective treatment for endometriosis, and that women can access a specialist endometriosis centre if required.

There has been substantial progress since the publication of the Women’s Health Plan. The Women's Health Plan Report on Progress , published in January 2023, sets this out in more detail.

The Building (Scotland) Act 2003 gives powers to local authorities to take enforcement action where the building is defective or dangerous. When a local authority considers a building to be dangerous it has a duty to act and it is expected that it will respond immediately. This might include taking urgent action to carry out work, including demolition, as it considers necessary to reduce or remove the danger.

Where buildings are defective local authorities will consider what action is appropriate. The range of actions include serving a notice calling for work to be carried out to improve the quality of properties that are in disrepair, or doing the work in default of the owner complying with the notice.

There is no accreditation for contractors carrying out masonry repairs in Scotland. Each local authority will have its own methodology for selecting appropriate contractors to undertake the work required on a case by case basis.

This update has already been made. One sentence on the ARE Directorate home page was found to be out of date. After discovering that was the case, it was removed immediately. We have added the page to our regular review schedule.

The Scottish Government supports Mens Sheds in a number of ways, and has made the Scottish Mens Sheds Association (SMSA) an offer of £75,000 funding for 2023/24 which has been accepted by their Board. This funding will help them build a sustainable business model and develop a future fundraising strategy for 2024/25 onwards, that can attract a wider range of funders independent of Scottish Government support.

The Scottish Government has provided £570,000 to the SMSA since 2016/17, and a further £150,000 to Age Scotland. This £720,000 investment has helped the movement grow in Scotland to over 200 sheds today. Funding has also been provided to individual Mens Sheds including £111,709 in 2021/22 from the Communities Mental Health and Wellbeing Fund for Adults.
