Arrangements where a person occupies accommodation as their only or principal home are not considered short-term lets. Interpretation and application of the licensing scheme to specific circumstances is a matter for licensing authorities. We continue to monitor operation of the scheme as a whole, taking a responsive approach. We have also committed to undertaking a review in 2024.

The content of the Bill has not been finalised but the majority of the measures being considered for inclusion have already been subject to consultation. In late 2021, the New Deal for Tenants consultation was issued seeking views on a wide range of rented sector reform measures, including the introduction of a national system of rent control. A joint Scottish Government/ COSLA consultation was held on proposals for new prevention of homelessness duties early in 2022. The responses to both consultations are informing the development of our proposals.

The UK Government’s own economic modelling shows that the agriculture and semi-processing sectors will lose out because of the UK-Australia trade deal. The approach taken in the negotiation of that deal also does not align with our Vision for Trade, which references the benefits of trade agreements but makes clear that these must include appropriate safeguards for our producers in sensitive sectors, like beef and lamb. The former Secretary of State for DEFRA, George Eustice MP, who was in post while these recent trade deals were negotiated, expressed a similar view when he said in the UK Parliament on 14 November 2022 that “Wedid not need to give Australia or New Zealand full liberalisation in beef and sheep – it was not in our economic interest to do so”. Also, and in sharp contrast, the recent EU trade deal with New Zealand seems to have secured significantly stronger protections for domestic EU producers.

Overall, the gains for Scottish food producers of the UK-Australia trade deal are marginal. While tariffs will be removed on a range of exports, these only benefit certain products such as Scotch Whisky. These gains are offset by the liberal market access the UK has agreed which will allow the import of agri-food products, often produced on a mass scale and to lower standards of production than in Scotland. This will have an adverse impact on our agri-food producers and economy.

Tariff liberalisation may benefit consumers by marginally increasing choice and reducing the price of imported products, for example red meat, wine, dairy and eggs. However, there is a greater risk to the Scottish economy if this displaces domestic products.

Ultimately, these Trade deals go nowhere near replacing the lost trade from the disastrous Brexit deal the UK Government negotiated with the EU.

Clyde Gateway Urban Regeneration Company is leading on carrying out remediation of the wider Shawfield area. To date, 13.5 hectares of land have been successfully remediated. The Scottish Government is in active discussion with Clyde Gateway to explore potential solutions to deal with the remaining contamination across the Shawfield area.

The Scottish Government does not hold this information. This is a matter for Health Boards locally.

Since the inception of work to better understand the Arrochar litter sink in 2017, we have determined that approximately half of the litter has originated from the River Clyde catchment, and half from the open sea. We are using this knowledge to focus efforts on tackling the source of the litter over which we can have most influence, that from the River Clyde.

As such, the recently updated Marine Litter Strategy for Scotland includes actions on riverine litter, to prevent it and to support its removal. Our key delivery partner Keep Scotland Beautiful and their Upstream Battle project enables communities, businesses, and schools on the River Clyde to develop local solutions to reduce littering, and also support its clean-up. This initiative also supports citizen science and the outputs will inform further riverine litter policy, aiming to reduce and intercept litter before it reaches our seas. In addition, we are also engaging with Glasgow City Council to consider more options to increase litter removal from the River Clyde.

The Scottish Government has committed to a process of a judge-led inquiry once all legal proceedings relating to the malicious prosecutions are at an end. The exact form of inquiry will be determined at the point once all legal proceedings are concluded. The Scottish Ministers will announce when an inquiry will be held and the Justice Directorate has been identified as the directorate to lead on providing advice to Ministers.

The former Lord Advocate, James Wolffe KC, advised Parliament on 9 February 2021 that the Crown is committed to supporting an inquiry.

Shelagh McCall KC has been instructed to independently consider reports of criminal conduct from a legal perspective in relation to the prosecutions connected to Rangers Football Club. This process is in place to ensure that any allegations of criminal conduct are considered fairly and objectively.

The civil litigation and the work of Shelagh McCall KC remains ongoing at this time, and it would be inappropriate to comment on specifics in respect of these cases. However, the Crown remain committed to supporting an inquiry once all legal proceedings have concluded.

Through the introduction of the Public Bodies (Joint Working) (Scotland) Act 2014, it has been the responsibility of Integration Joint Boards (IJBs) to plan and resource adult palliative care services for their area, including hospice and hospice at home services, using the integrated budget under their control.

The Scottish Government does not hold information centrally on funding support to help deliver hospice at home since 1999.
