It was good to see the UK Government finally recognising the importance of investing in childcare in their recent Budget. However, overall this was another missed opportunity to take meaningful action to lift families out of poverty, invest in our public services and help businesses so that our economy can grow.

Scotland already has the most generous childcare offer anywhere in the UK. We offer 1140 hours of high quality funded Early Learning and Childcare (ELC) to all 3 and 4-year-olds and eligible two-year-olds, regardless of the working status their parents.

New Leadership: A Fresh Start ( Supporting documents - Equality, opportunity, community: New leadership - A fresh start - gov.scot (www.gov.scot) ) sets out our ambition to go further by building a system of school age childcare and developing a funded early learning and childcare offer for 1 and 2 year olds, focusing on those who need it most.

Ministers are considering carefully the financial implications of the UK Budget for Scotland but we need to be clear that the total additional funding made available falls far short of the costs of delivering a significant expansion to our funded childcare offers.

Colleges operate independently of government, it is for them to decide on the shape of their curriculum, taking into account the needs of the region and communities they serve.

In terms of the delivery of national courses (such as national 5s, Highers and Advanced Highers), schools select topics from the relevant SQA units. Within the context of a history course framework, schools may opt to include topics that examine Scotland's role in the British Empire or the Atlantic Slave Trade.

Every public library in Scotland provides access to free WiFi, networked devices and trained staff to offer digital support. The Scottish Government works with the Scottish Library and Information Council (SLIC) to ensure public library staff have access to training to ensure the public receive the support they need. Library Services can apply for funding to develop digital services through the Scottish Government’s Public Library Improvement Fund and latterly (2021-22) through the Scottish Government’s Public Library COVID Relief Fund (£1.25M) both of which are administered by SLIC.

In addition to these routes, The Scottish Government also provided funding for public libraries to support the roll out of NHS Near Me services in public libraries in 2022-23.

The Scottish Government continues to support language learning in schools. We are maintaining grant funding to key delivery partners, such as Scotland’s National Centre for Languages, to support schools and local authorities to deliver high-quality language learning.

Local authority funding in support of implementing the 1+2 approach was originally planned to cease after 2020-21. However, it was extended for a further two years in recognition of the impact of the Covid-19 pandemic. This was provided to help local authorities consolidate their progress and prepare strategies to ensure language learning continues to be a normal part of the curriculum.

The implementation of the 1+2 approach has led to language learning from P1 to S3 becoming a normalised part of the Broad General Education. Our surveys of local authorities show that 98% of primary schools and 100% of secondary schools now report offering language learning within the terms of the policy.

We understand the importance of sport and physical activity for children and young people in Scotland and the positive impact that it has on their physical, mental and social health.

Through sport scotland, our national agency for sport, we are working in partnerships with Scottish Governing Bodies of sport (SGBs), local authorities, leisure trusts, sports clubs and community organisations, schools, colleges and universities to provide opportunities for all to participate in sport, to break down the barriers, financial or otherwise, that keep too many people from leading active lives.

sport scotland has provided the SFA with an investment of £1,347,400 in the current financial year to help support a wide range of grassroots activity, supporting the SFA’s Football for All strategy. This includes developing children and young people’s football, all of which aims to provide a pathway for anyone to enjoy participating in football.

As set out in the Programme for Government we are working with sport scotland to ensure that Active Schools programmes are free for all children and young people by the end of this Parliament, providing them with more opportunities to take part in sport, such as football, before, during and after school.

In the 2021-22 academic year (last full year of data - 2021-22 data reflects the return to activity following the COVID-19 pandemic), 218,000 participants made 3.5 million visits to Active Schools activities with Football being the most popular and visited activity.

Businesses of all sizes will be included in Scotland’s Deposit Return Scheme (DRS), which will now launch on 1 March 2024. Adjusting the launch date by over 6 months provides everyone with additional time to prepare for the launch of the scheme, with around 10 months in total to now prepare, including small businesses.

On 20 April 2023 it was announced to Parliament that any product which sells less than 5,000 articles a year in Scotland will no longer have to place a deposit on the product. This change was asked for by business and will apply to producers of all sizes. However, it will particularly help small producers, removing an estimate 44% of producers from having to place a deposit on any of their products.

The Scottish Government will continue to engage with businesses of all sizes to ensure our DRS is ready for launch on 1st March next year.

The Judiciary and Courts (Scotland) Act 2008, which was passed unanimously by this Parliament, provides that it is the responsibility of the Lord President as Head of the independent judiciary and of Sheriffs Principal, to ensure the efficient disposal of business through Scotland’s courts, including sheriff courts.

Where the Lord President, in consultation with the relevant Sheriff Principal, considers that it is appropriate to establish a specialism in domestic abuse cases in a particular sheriffdom, they are able to do so.

There is no requirement for the involvement or approval of the Scottish Ministers or the Scottish Parliament.

The Scottish Government wants to see empty homes officers working across all local authorities. I can confirm that the following local authorities do not have an empty homes officer post:

• Clackmannanshire
• East Dunbartonshire
• East Lothian
• East Renfrewshire
• Midlothian
• Shetland
• West Lothian

We do not routinely collect information about empty homes officer vacancies.

The Scottish Government is committed to delivering a Net Zero, Wellbeing economy and a highly skilled workforce is critical to this ambition. Our National Strategy for Economic Transformation is clear that we must adapt our education and skills system to become more responsive and agile so that it can deliver on our key priorities.

The Scottish Government are committed to working with COSLA, ADES and our partners to deliver improvements in additional support for learning implementation and to ensure meaningful change for children and young people through our Additional Support for Learning Action Plan. The most recent ASL Action Plan update published in November 2022 confirms the progress made on this commitment, including that any updates will be made as part of the next review of the national performance framework.

Ministers are required by statute to review the National Outcomes within five years of their previous publication. The next statutory review of the National Outcomes is underway. Public consultation began on 14 March 2023 and the review is expected to conclude during term 3 of Parliament (2023-24).

The action plan update confirms that this work will be informed by the development of the national measurement framework. Work continues on the development of this, as was confirmed in the answer to question S6W-15807 on 22 March 2023. The Scottish Government will continue to report on the progress of implementation of the ASL Action Plan through formal progress reports. The next progress report is due to be published in May 2024.
