To ask the Scottish Government whether it will review the sensitivity of the bowel cancer testing programme to enable an increase in sensitivity from a level of 80 to 20.
Answer
The Scottish Government, along with the other UK nations, takes advice on whether or not to introduce any new screening programmes from the UK National Screening Committee (UK NSC), an independent expert advisory group.
Any changes to the sensitivity threshold the Scottish Bowel Screening Programme (SBSP) currently uses would come from a review of the evidence-base and subsequent recommendations from the UK NSC. These recommendations would also be considered by the Scottish Screening Committee.

To ask the Scottish Government whether it will continue to distribute funding to (a) national parks and (b) local authorities, as part of its Edinburgh Process Fund, in 2023-24.
Answer
The Scottish Government and COSLA have recently agreed that Local Authorities will receive an allocation from the Nature Restoration Fund to continue the Edinburgh Process strand in 2023-24. We will be writing to Local Authorities and our two National Parks shortly to advise of their allocation. We are not taking forward a competitive element of the Edinburgh Process in 2023-24.

To ask the Scottish Government what steps it is taking to increase the rate of care experienced students completing college or university courses, and when it last discussed this issue with representatives from the academic/education sector.
Answer
Attracting more people from a care-experienced background to further and higher education continues to be a priority for Scottish Government and the Scottish Funding Council (SFC). SFC have a National Ambition for Care-Experienced Students for the college and university sectors.
Our vision is to see no difference in the outcomes between care-experienced students and non care-experienced students by 2030. The work we are currently doing is taking us toward that vision. The SFC’s Report on Widening Access reported that in 2020/21 care-experienced students at Scotland’s colleges and universities accounted for 1.9% of Scottish-domiciled entrants to undergraduate courses. That’s up from 1.7% in 2019-20 and represents an increase of 215 students. SFC has an established a Care Experience National Policy Group. The last meeting of that group was 26 January 2023 and included Student Ambassadors.

To ask the Scottish Government when a Scottish Minister will next meet with the UK Minister for Nuclear and Networks, and what will be discussed.
Answer
There are currently no meetings scheduled between Scottish Ministers and the UK Minister for Nuclear and Networks. However, Ms Martin MSP, Minister for Energy, did meet with the UK Minister for Nuclear and Networks on 27 April 2023 to discuss the UK Government's Energy Bill and the track process for carbon capture, utilisation and storage (CCUS) projects. We anticipate there will be further engagement on the Energy Bill, for which the UK Minister for Nuclear and Networks is lead. The Bill will enable regulation across a raft of energy policy areas critical for net zero, and we are seeking amendments to ensure the Bill fully meets the needs and interests of Scottish consumers and industry.

To ask the Scottish Government whether ScotRail is still on track to replace 65% of its train fleet between 2027 and 2035.
Answer
Phase 1 of fleet renewal was authorised to prepare the necessary details for procurement in 2022 and work continues accordingly. Work is under way to define future phases, reflecting the budget position set out in December 2022, the condition of ScotRail’s fleet and the necessary related investment in the infrastructure.
