Information on the allocation of CashBack for Communities (CashBack) funding and project spend is only formally collected at a local authority level, based on the geographical location of CashBack participants.

Total CashBack spend recorded for South Lanarkshire local authority area for the financial year 2022-23 was £269,129. The CashBack Fund Manager, Inspiring Scotland, has identified that £40,118 of that figure was spent in the East Kilbride constituency.

22 CashBack funded organisations have been recorded as being active in South Lanarkshire at various times since 2008. Total CashBack spend recorded for South Lanarkshire local authority area between 2008 and March 2022 was £3,289,001. Inspiring Scotland estimate that £84,549 of that figure has been spent in the East Kilbride constituency.

Responsibility for the recruitment of CAMHS staff lies with NHS Boards. In the NHS Recovery Plan 2021-2026 , the Scottish Government committed to provide sufficient funding for around 320 additional staff in CAMHS by 2026, with the potential to increase capacity for CAMHS cases by over 10,000. This commitment refers to Whole Time Equivalent (WTE) staff.

The Scottish Government is committed to ensuring that everyone in Scotland whose first language is not English can contribute to Scotland’s future and the society they live in. Having support to learn English is key for many refugees and people seeking asylum, enabling them to participate in learning in schools, colleges and universities; engage within communities; and pursue their employment goals.

Through consultation on the future of adult learning between September 2019 and February 2020, the Scottish Government engaged with over 700 ESOL learners and committed to undertake a review of the impact of ‘Welcoming Our Learners: Scotland’s ESOL Strategy 2015-2020’ to produce recommendations on next steps for these specialisms within the context of the adult learning strategy.

On 5 December 2023, I announced an independent review of Community Learning and Development (CLD) which includes ESOL learning. The Independent Review of CLD offers a timely opportunity to better understand how we can ensure that proposed changes to the education and skills system has a focus on the most marginalised learners. Given the ongoing work to reform the education sector, and the intention of the review to provide recommendations on how CLD can best fit within it, it makes sense to pause implementation of the strategies until such time as the future shape and strategic orientation of CLD is considered.

The Scottish Government is clear that access to learning modern languages is vital at all stages of education, to equip children and young people with the skills they need in an increasingly globalised world. The Scottish Government is also committed to the support of Gaelic and Scots languages as part of our rich cultural heritage and for this reason a number of initiatives and projects have been put in place to support these languages.

Universities, as autonomous institutions, are responsible for their own course provision, and it is for them to decide how to distribute the allocation of funded places between faculties and courses. In any reform of provision, Scottish Government expects the University of Aberdeen to adhere to Fair Work principles. This includes meaningful consultation and constructive dialogue with any staff affected by the proposals to reduce modern languages provision.

In line with our Purpose and Principles for the post-school education and skills system, the Scottish Government will continue to work with the university sector to deliver the best outcomes and impact for learners, the economy and society.

The Scottish Government remains absolutely committed to the founding principles of the NHS. As is the case across the UK, hospitals in the independent sector were contracted to provide additional capacity for NHS priority patients throughout the pandemic. NHS Scotland makes limited use of the independent sector, in contrast to the position in NHS England.

Our National Treatment Centres (NTCs) Programme is the single biggest increase in planned care capacity ever created in NHS Scotland; these centres are planning to deliver over 20,000 additional planned care procedures by 2024-25.

NHS Scotland’s Centre for Sustainable Delivery (CfSD) is also playing a central role in working with Health Boards to ensure that they are able to continually identify new ways to increase capacity, and to respond to demand through service innovation and redesign.

CfSD’s clinically-led Specialty Delivery Groups (SDG) have supported several new and innovative pathway developments, many of which are now being successfully scaled up across Scotland, including Active Clinical Referral Triage (ACRT), Patient Initiated Review (PIR) and Enhanced Recovery after Surgery (ERAS). These improvement programmes will support delivery of the targets and provide sustainable solutions for the future.

I was invited to attend the November meeting of the Anti-Racism in Education Programme Board. I did attend, and met with Programme Board members, commending the work they have undertaken to date and reiterating that there is no place for discrimination or prejudice in our schools.

On 24 November 2023, the First Minister represented the Scottish Government at the Summit meeting of the British-Irish Council hosted by the Government of Ireland and chaired by the Taoiseach – Leo Varadkar. The meeting was attended by Ministers from six of the eight BIC Member Administrations with Northern Ireland represented by senior officials.

The theme of the Summit focussed on Transforming Children’s Lives: Tackling Child Poverty and Improving Wellbeing. This discussion offered the opportunity to understand the challenges being faced by all of the Governments across these islands and to share and learn from the range of initiatives being taken to tackle the issue.

On the Latest Political Developments item, Ministers took the opportunity to recognise the 25th anniversary of the Belfast/Good Friday agreement and to reflect on the importance of BIC as one of the institutions established under that agreement.

The Council discussed political developments in Northern Ireland and highlighted the importance of the restoration of enduring devolved power-sharing institutions as soon as possible. It also reflected on the situation in Israel and Gaza, the conflict in Ukraine, the Cost of Living Crisis and the forthcoming COP 28.

In the margins of the summit, the First Minister took the opportunity to hold bilateral meetings with the Taoiseach, the First Minister of Wales and the Secretary of State for Levelling Up, Housing and Communities.
