The 2021-22 Programme for Government, alongside the Bute House Agreement, set out our plans to develop and implement breakfast policy for the whole parliamentary term. Subsequent Programme for Government publications have reiterated that food provision is an important part of the mission to tackle child poverty. Work to map existing breakfast provision is expected to be completed by Spring 2024 which will inform policy on school breakfasts, and a plan for breakfast provision, designed around the needs of children and families.

The Scottish Government remains fully committed to supporting Mark Ruskell MSP in progressing his Members’ Bill to reconsideration stage as soon as possible. The Verity House Agreement includes an explicit commitment for Ministers to do this.

Now that the amended United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Bill has been passed by Parliament, we are preparing suggested amendments to the Members’ Bill to assist.

The British Transport Police works closely with multi-agency partners to help prevent and reduce any incidents arising on the transport network and making the transport network a safer place for passengers and staff.

A positive example of BTP’s partnership working with partners such as ScotRail includes its collaboration with ScotRail’s Travel Safe Team which sees a reduction of the number of incidents on the Scottish rail network.

The 2021-22 Programme for Government included a commitment to invest £4 million until March 2024 to support public services to consistently uphold children's rights. The financial memorandum that accompanied the original UNCRC Bill set out how that would be spent and included commitments to invest in: accessible guidance and training; awareness-raising to support children and young people to be human rights defenders; a sustainable approach to the strategic participation of children and young people in decision-making; a social marketing campaign to raise the profile and support for children’s rights across Scottish society; and support for public services and senior leaders to progressively realise the rights of children.

While the social media campaign could not be progressed due to the delay to the UNCRC Bill, all of the other support is either in place or in development.

Our investment in supporting the implementation of a children’s human rights approach has been £4,117,974 in 2021-22, £5,022,545 in 2022-23 and is currently forecast to be £5,121,064 in 2023-24. This includes the cost of:

• work to progress the UNCRC (Incorporation) (Scotland) Bill and develop supporting guidance;
• grant funding of organisations that are supporting public authorities to take a children’s human rights approach (Scottish Youth Parliament, Children’s Parliament, Together, Young Scot and the Improvement Service)
• grant funding of organisation that help children and young people to seek redress for rights issues (Clan Childlaw and Scottish Child Law Centre);
• grant funding of organisations delivering on children’s rights through the Children, Young People and Families Early Intervention Fund
• national funding of Unicef’s Rights Respecting School Award;
• the development of a child-friendly complaints process in partnership with the Scottish Public Services Ombudsman;
• the UNCRC innovation fund that is funding 8 local authorities and their partners to embed children’s rights; and
• the development of a national children’s rights skills and knowledge framework.

We are working to implement the commitments of our Neurological Care and Support – National Framework for Action 2020-25 , to improve the provision of co-ordinated health and social care and support, develop sustainable workforce models and ensure high standards of person-centred care.

Whilst the Framework is not condition specific, it covers issues affecting people with all types of neurological conditions, including dystonia.

Despite the disruption to health and social care services during the pandemic, we have sustained our efforts to deliver the commitments of the Framework, awarding £2.6 million since October 2020 to fund innovative projects working to improve outcomes for people living with neurological conditions. A midpoint progress report was published in July 2022.

The Scottish Government has been further working in partnership with NHS24 to update accessible public-facing information about dystonia , and other neurological conditions, for the NHS Inform website.

As outlined in the answer to question S6W-23689 on 19 December 2023, we have surveyed NHS Boards to understand their local policies regarding reimbursement of electricity costs for home dialysis. In addition, input has been given by those responsible for service delivery and stakeholders. We are currently working with health boards to understand how best to achieve national consistency so that patients undergoing home dialysis are protected from the impact of high electricity prices, wherever they live. At present, there is no legal minimum frequency for servicing of gas appliances in owner-occupied homes in the UK. Therefore, there is no requirement for sellers to provide proof of servicing before a property sale. However, visual inspection of gas appliances forms part of the Scottish Home Report, and Gas Safe Register advice is to test gas appliances annually and prior to change in occupancy.

In addition, the Scottish Government introduced new requirements in 2022 for all homes containing carbon-fuelled appliances to fit a Carbon Monoxide alarm, to protect occupants from the dangers of faulty equipment.

The National Digital Platform continues to undergo development, with core components that will enable individual access, such as standards-based data storage and integration, access controls and user authentication for the workforce now largely in place.

However, the Platform itself will not provide patients digital access to their medical records or the ability to book appointments, rather it will power the underlying data requirements and systems integration for digital services that are public facing. Examples of such services include the Scotland-wide national vaccine service, where patients could access their vaccine information and book appointments through systems that relied on the capabilities of the National Digital Platform. Additionally the Recommended Summary Plan for Emergency Care and Treatment (ReSPECT) digital application, which is designed, delivered and deployed on the National Digital Platform is currently live in two Boards, and being implemented in several others. The Platform is also being used to power the developing OpenEyes Ophthalmology electronic patient record and the development of a Stroke Assessment tool.

A more detailed update on the National Digital Platform, along with detail on how patient access to their medical information and how appointments will be able to be booked online, will be provided to the Health, Social Care and Sport Committee in February 2024 in response to their correspondence on 05 December related to electronic patient records.

Table 1 shows total referrals, accepted referrals, total started treatment, total started treatment within 18 weeks of referral, and percentage started treatment within 18 weeks of referral at NHS Grampian for 2021, 2022 and 2023 (January to September, which is the latest published data).

The Scottish Government national standard is that 90% of children and young people should start treatment within 18 weeks of referral.

(i),(ii),(iii) The Scottish Government does not hold data that allows us to distinguish between rural and urban crime, or theft of specific items. These offences are likely to be charged under broader crimes of Attempted theft and theft and/or Theft of a motor vehicle.

(iv) Information on the number of police recorded offences of Protection of livestock from dogs, by LA, is provided in the below tables. Data for the full year of 2023-24 will be published in June 2024.
