The Scottish Government works closely with partners to ensure the ScotEID multispecies database system is fit for purpose and meets the requirements of Industry stakeholders. The system is driven by innovation and continuous improvement, to ensure future challenges can be met. ScotEID will continue to support legacy IT systems used in other parts of the United Kingdom.

We recognised the importance of working with the sector on testing technologies and researching different systems, including the benefits that it could accrue to both the industry and government and welcomed proposals set out in a voluntary industry led pilot on the early adoption of electronic identification of cattle (Bovine EID). As a result, the Scottish Government issued funding for this voluntary industry led initiative for Bovine EID through the Programme for Government.

The total cost of the independent taskforce charged with conducting a review of Scottish SPCA powers was £2834.20.

The Scottish Government is not providing specific ring-fenced funding for breakfasts in schools in this financial year. However, a number of local authorities have used Scottish Government funding flexibly to support breakfast provision in their local area in partnership with public, private and third sector providers.

The current Northern Isles Ferry Service contract is scheduled to expire 30 June 2028.

Development of options for the future ferry services contract on the Northern Isles routes is scheduled to start in 2024.

Scottish SPCA inspectors currently undertake training to enable them to carry out their duties as part of their current responsibilities provided through the Animal Health and Welfare (Scotland) Act 2006. This includes internal training courses, on the job training, and externally audited training during and after their probation period.

We expect that any additional training would be incorporated into current training. The details of the training and the associated costs will be developed after the public consultation on the proposals this summer.

No formal assessment has been carried out on the impact of increased mortgage rates on First Time Buyers (FTB’s), however we are aware that an increase in mortgage rates will make it more difficult for many FTB’s to obtain mortgage lending or in fact access it due to a decreased number of products available.

The latest data suggests a slowdown in housing market activity for first-time buyers, with mortgage advances falling to 5,520 in Q1 2023, this is 8% lower than the pre-pandemic baseline. This is potentially due to successive increases in the Bank Rate since December 2021.

We continue to support home ownership and have interventions in place to help first time buyers through our Low Cost Initiative for First-Time Buyers (LIFT) scheme which helps people on low to moderate incomes to buy their first home.

Our first-time buyer relief for Land and Buildings Transaction Tax has the effect of raising the nil-rate threshold from £145,000 to £175,000, saving first-time buyers up to £600.

While application numbers to our schemes have yet to show a decline we anticipate that the current mortgage market conditions will make delivery of our schemes more challenging.

The Scottish Government’s Care Experienced Children and Young People’s Fund (CECYPF) has provided over £50 million to local authorities since 2018 to support children and young people’s attainment and wellbeing. The Fund is for care experienced children and young people, including those who have been adopted.

CECYPF has been used for a range of work, for example inclusion support teams who provide direct trauma-informed help to young people to be fully included in educational settings. The Fund has also supported extensive staff training, including for primary and secondary school teachers, to develop more trauma informed educators, to enable care experienced children to learn efficiently and effectively.

Education Scotland has also developed a Keeping Trauma in Mind professional learning programme for education practitioners, including primary and secondary school teachers, across Scotland. The programme develops the skills, knowledge and understanding required to support children and young people (including adoptees) who may be impacted by trauma.

Our thoughts remain with the family of the person who died in a collision with a heavy goods vehicle on the A85 between Crianlarich and Lix Toll on 23 August 2021.

Each year Transport Scotland, through its Operating Companies, undertakes a review of collisions on the trunk road network to identify cluster sites, or routes with recorded collisions that may be worthwhile of further investigation. This evidence led approach ensures that resources can be targeted at locations where the greatest potential for casualty reduction is available.

The most recent screening process did not identify the A85 between Glen Ogle and Crianlarich as a priority site for further investigation for safer active travel provision. The fatal accident referred to above was the only accident involving a pedal cyclist on this part of the A85 since 2014, which does not indicate a trend of injury accidents. Transport Scotland will continue to monitor road safety at this location.
