To ask the Scottish Government whether it has taken any action to prevent a bedbug outbreak.
Answer
While bedbug bites can be itchy they do not constitute a public health hazard. Local authority environmental health departments are responsible for their own pest control and advice services. General prevention advice for anyone who suspects an infestation can be found by contacting the relevant local authority.
The NHS UK website contains useful information on bed bugs, including self-care advice, and can be found at Bedbugs - NHS (www.nhs.uk) .

To ask the Scottish Government whether it will provide an update on progress on developing HMP Highland, including in relation to any further costs that are required to be met to complete the prison, and any potential delay in its opening.
Answer
HMP Highland will expand provision of custodial services available within local community and reduce reliance on accommodation in other locations. Its completion will allow the Scottish Prison Service (SPS) to better serve the local community, meet the needs of people in their care and support staff.
Enabling work commenced on site in 2021-2022 and further advance works have been carried out during 2022-23 and are continuing into 2023-24. Work has completed on site with the archaeologists finding significant evidence of roundhouses. Site clearing and substantial ground work is complete for the ground source heating system. An advance work contract was awarded to secure the perimeter concrete panels, which are now being installed, as well as the modular cells.
The March 2023 update to the Infrastructure Investment Plan sets out that HMP Highland is estimated to cost £139.5m and construction completion estimated in spring 2025. These time-scales and costs will be updated when the main construction contract is awarded late 2023/early 2024.

To ask the Scottish Government what steps it is taking to improve people’s confidence in accessing mental health support, in light of recent research from the Royal College of Psychiatrists, which reportedly found that 53% of people surveyed were not confident that they or a family member could access mental health support if needed.
Answer
The survey by the Royal College of Psychiatrists describes some of the issues with current mental health service provision that we are working hard to improve. The recent Audit Scotland report concluded that our new Mental Health and Wellbeing Strategy "recognises the importance of a whole system approach to supporting mental health and wellbeing and provides a foundation for better joint working ". The Mental Health Strategy Delivery Plan and Workforce Action Plan will be published in the coming weeks, and these will set out the actions we intend to take to address many of the issues across the whole system.
We fully agree with the conclusion in Audit Scotland’s report that our focus cannot just be on access to specialist services for mental health. As well as many other key pieces of work, our commitment to this is shown by:
- Our investment of £51m in the adult Communities Mental Health & Wellbeing Fund since 2021. Approximately 3,300 grants were made to local organisations across Scotland in its first two years.
- Our continuing national roll-out of our Distress Brief Intervention programme.
- Our ongoing investment (£4.4m in 2022/23) in NHS 24’s Mental Health Hub, which continues to receive approx. 2,500 calls a week.
To support the range of help available, mental health spending has doubled in cash terms from £651m to £1.3bn since 2007.

To ask the Scottish Government, in light of the UK Government’s proposal to hold a free vote in Parliament on phasing out smoking in England, whether it will replicate such a proposal for Scotland.
Answer
The Scottish Government is committed to doing everything in its power to reduce smoking prevalence in Scotland, lowering smoking rates in our communities to 5% or less by 2034.
We are taking part in a UK-wide consultation on creating a smoke-free generation and tackling youth vaping, which includes the proposal on raising the age of sale for tobacco products by one year each year for those born on or after 1 January 2009.
Any decision to allow members of the Government a free vote would be a decision taken by Cabinet collectively, following analysis of the consultation responses and once a decision on next steps is taken.

To ask the Scottish Government how many drones have been detected at HMP & YPI Grampian in each of the last three years, and what measures the Scottish Prison Service is taking to prevent drones from being used to smuggle drugs and weapons onto the prison estate.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:
There have been no drones detected at HMP & YOI Grampian in each of the last three years.
The Scottish Prison Service recognises the negative impact of drones being used to introduce illicit items (including drugs and weapons) into the prison estate and are currently considering a technological solution to support the identification of drones within SPS airspace.

The Scottish Government did not provide any funding directly to Avenue Confidential in 2022.
Relationships Scotland operate a network of 21 Member Services across Scotland, including Avenue Confidential (known as Avenue).
In 2022, the Scottish Government provided Relationships Scotland with core funding via the Children, Young People and Families Early Intervention and Adult Learning & Empowering Communities third sector fund; and grant funding to provide child contact services.

To ask the Scottish Government what assessment it has made of the effectiveness of the Scottish Dental Access Initiative in recruiting dentists in Dumfries and Galloway.
Answer
The purpose of the Scottish Dental Access Initiative (SDAI) is not for the recruitment of dentists, but to improve access to NHS dental services by encouraging dentists to set up a new practice or extend an existing practice in areas where access to NHS dental services is challenging.
Since 2007, there have been seven dental practices in Dumfries and Galloway that have been provided with SDAI grants.
