To ask the Scottish Government what assessment (a) Transport Scotland and (b) CMAL has made of (i) passenger accessibility and (ii) crew training for the Phase 1 contract in the Small Vessel Replacement Programme.

Engagement and consultation have been undertaken on both aspects ahead of the live procurement. Passenger accessibility and crew training and familiarisation has also been included in the scope of the Small Vessel Replacement Programme ahead of successful delivery.

To ask the Scottish Government whether it will provide an update on how much has been spent to date from the cladding remediation fund.
Answer
Latest published data shows the aggregated spend on single building assessments, fire risk measures and remediation is just over £9.0m to the end of quarter one 2024-25; spend is updated quarterly, the next update will be published in October 2024.

To ask the Scottish Government when it expects to issue the invitation to tender for the Phase 1 design and build contract in the Small Vessel Replacement Programme, and what it anticipates the value will be of this public contract.
Answer
Caledonian Maritime Assets Limited (CMAL) as procuring authority foresee the invitation to tender issuing late September/early October 2024. A contract range will be given but it will be for bidders to confirm the cost of the design and build contract and for CMAL to evaluate bids against the set criteria of the procurement process.

resource constraints associated with tradespeople in relation to the private rented
sector.
Answer
The Scottish Government engages regularly with stakeholders across the private rented sector to understand issues that may impact on landlords and their ability to fulfil their legal obligations.
Where necessary, Business and Regulatory Impact Assessments (BRIAs) are used to assess the costs, benefits and risks of any proposed legislation that may have an impact on the public, private sector, third sector or regulators.

To ask the Scottish Government what engagement it had with the hospitality sector before making its announcement of the reintroduction of peak fare train tickets.
Answer
ScotRail Trains Ltd. regularly engages with a range of business groups to understand their views. All weekend, later evening and between-peak tickets remain available at off peak rates and many products are available which offer further discounts to passengers depending on their circumstances at all times of the day.

To ask the Scottish Government on what basis people in receipt of a state pension in Scotland will be able to receive a Winter Heating Payment in 2024-25.
Answer
The UK Government’s decision to introduce means-testing of Winter Fuel Payments in England and Wales in 2024-25 significantly reduces the annual funding available to the Scottish Government, by an estimated £140 million to £160 million. It is with deep regret and only following careful consideration that the Scottish Government has decided it must replicate that decision in Scotland and Pension Age Winter Heating Payment will therefore be payable to people over state pension age in receipt of certain benefits. Those benefits are Pension Credit, Income-based Jobseeker’s Allowance, Income-related Employment and Support Allowance, Income Support, Universal Credit, Working Tax Credits and Child Tax Credits (where the award is not less than £26 in respect of the tax year 2024-2025).
Payments of Pension Age Winter Heating Payment in 2024-25 will be made by the Department of Work and Pensions on behalf of the Scottish Government.

To ask the Scottish Government whether it has considered issuing additional guidance to local authorities in relation to the (a) purchase of (i) owner-occupier and (ii) private tenancy properties and (b) process of making these Scottish secure tenancies.
Answer
There are no current plans to issue additional guidance covering cases where an owner occupier wishes to sell their home to a local authority or a Registered Social Landlord and remain in it as a tenant in the social rented sector. These matters are covered in our operational procedures for local authorities and Registered Social Landlords on (a) the grant-funded element of the Affordable Housing Supply Programme and (b) the Mortgage to Rent scheme which is part of the Home Owners Support Fund.
In due course however, we intend to issue additional guidance to local authorities and Registered Social Landlords on the purchase of properties from landlords leaving the private rented sector with a tenant in situ through the Affordable Housing Supply Programme.
