From 2014 data on Audiology service waits was included as part of the 18 weeks referral to treatment waiting time data Public Health Scotland (PHS) publication. In March this year, PHS communicated that as part of their ongoing work to ensure their suite of statistical publications meets user needs, they decided to pause the 18 weeks RTT national data collection, analysis and publication. The 18th March 2025 publication was the last planned publication.

It is important to note that PHS will continue to publish comprehensive statistics on waiting times which will help demonstrate the impact of the additional funding to reduce waiting times. By pausing the 18 week RTT statistics, PHS will be able to shift resources towards developing statistics on the number of 8 key diagnostic tests carried out per quarter. This change in focus is needed for the public to understand how we are progressing with our commitment for 150,000 extra appointments, diagnostics and treatment in 2025-26.

Given the importance of audiology, as part of the Scottish Government’s implementation of the Service Renewal Framework consideration is being given as to how to strengthen visibility and accountability on audiology waiting times to ensure planning of services reflects actual need and supports equitable access. This has been prioritised as part of the first year work programme of SRF implementation.

We recognise Dr Hermann Hauser’s long-standing role in shaping UK innovation policy and his warning about the risks of over-dependence on global technology giants. His comments underline the importance of ensuring that Scotland retains secure and reliable access to the technologies our economy and public services rely on, particularly in circumstances where those technologies were created as a result of Scottish innovation.

While decisions on mergers and acquisitions are reserved to the UK Government, our National Strategy for Economic Transformation sets out how Scotland is strengthening its own capacity — by investing in skills, high growth entrepreneurship, commercialisation of research, emerging industrial clusters and access to finance — so that innovative companies can grow and anchor here, reducing strategic dependency while remaining globally connected.

The Scottish Government has commissioned NHS Education for Scotland (NES) to undertake work which maps the skills and competencies required at each level of practice for all disciplines within the healthcare science profession, including audiology as a clinical priority area, which will better enable planning of clear education pathways for audiology, and other disciplines, and support progression of staff between levels of practice. NES are continuing to work towards completing this, with a focus on audiology, over the course of 2025.

Alongside this, a Redefining our Workforce document is under development which sets out work on redefining of the scientific workforce in Scotland (including audiologists) and will support development of educational courses in the future. This is in its final stage of publication and will be published this Autumn.

Unlike in the rest of the UK, there is no statutory requirement to conduct a Post Implementation Review of The Conservation (Natural Habitats) Regulations 1994 in Scotland and the Scottish Government has no current plans to undertake such a Review.

The Scottish Government recognises the value of a thriving circular fashion and sustainable textiles sector in Scotland and is committed to pursuing opportunities to strengthen support across the sector.

We have been working with stakeholders across the supply chain to develop further actions to accelerate sustainable economic growth. Recognising ACS’s commitment to innovation and circular fashion, Scottish Government officials met with ACS on Friday 5th September to discuss their ideas for further circularity innovations and collaboration between organisations across the sector.

We have confirmed that textile products will be a key focus of our product stewardship plan and we will consider the textiles sector in our forthcoming Circular Economy Strategy. We have also been working with Defra as they draw up their Circular Economy Strategy for England to understand where we can collaborate on measures, and where action must be taken by the UK Government.

As set out in the answer to question S6W-37772, payments made under Extended Producer Responsibility (EPR) for packaging are not part of the Scottish Government’s budget and are made directly by PackUK (the scheme administrator) with the purpose - to pay for the cost of managing an efficient and effective household packaging waste service – set out in UK-wide packaging EPR legislation.

Packaging EPR funding is subject to local authorities’ own budget setting process and local decision-making on its use. The Scottish Government therefore has no plans to directly track how local authorities spend packaging EPR funds. However, there are mechanisms established within packaging EPR regulations requiring PackUK to assess the effectiveness of each local authority’s waste management service in relation to household packaging waste.

The Scottish Government will also continue to track and monitor local authority recycling outcomes. Local authorities are guided by both local and national waste management performance policies, recycling obligations, and reporting frameworks, which support the effective oversight and improvement of waste services. In order to monitor waste service performance, SEPA publish annual statistics on household waste data generated and managed by or on behalf of local authorities in Scotland.

Within the Scottish Government, the Chief Scientist Office (CSO) is responsible for supporting Health and Care Research.

CSO runs a number of research project and capacity building fellowship schemes and this role is well known across the Health and Care Research community in Scotland

In addition, through UK-wide funding arrangements, the majority of funding programmes administered by the National Institute for Health & Care Research (NIHR) are open to applications led by researchers based in Scotland

The MFS funds a range of projects to help deliver Scotland’s Blue Economy Vision, transform the way the marine environment is used and how Scotland’s ‘blue’ resources are managed. Funding of £14 million has also been made available in 2025-26 and the MFS team are currently assessing applications that can contribute to an innovative and sustainable marine economy, support coastal communities, and help Scotland reach net zero emissions.

In addition, the MFS has provided various support to the fishing sector across Scotland, through £1.8m funding the Independent Fisheries Science Support Scheme which provides data to support stock assessments; £650k Support to Seafish to provide safety training and £50k to Fishing into the Future supporting the Clyde Fisheries Resource Education Programme, aiming to improve fisheries management & sustainability.

In 2024-25, Blueshell Mussels were awarded £640k towards the £1.28m cost of installing innovative rope that improves mussel growth & yield, this will increase production by around £800k & create 4 new jobs. In 2024-25, Tiny Fish a new company was awarded £118k towards the £237k cost of processing equipment for small salmon, taking what was viewed as a waste product from aquaculture & turning it into an added value product.

Since the launch of the RMT People’s CalMac Campaign in 2022 we have been engaging with Trade unions on their aspiration for a CHFS3 of Direct Award to CalMac Ferries. The Scottish Government agrees that a Direct Award is the best and most appropriate way forward. The detailed Contract specification will be published on the Transport Scotland website and reflects the very nature of the contract which is to enable continuous improvements and adjustment in the changed focus of public service delivery, rather than simply meeting contractual requirements, and we would expect ongoing trades unions engagement on this. Trades unions have been active in the formal consultation and in the Roundtable hosted by me as the Cabinet Secretary for that purpose and I have regular meetings with Ferry Trades unions. We will continue to engage productively with Trade unions throughout the term of the new contract to support the hard-working staff providing these services across the CHFS network.
