A delayed discharge occurs when a hospital patient who is clinically ready for discharge from inpatient hospital care continues to occupy a hospital bed beyond the date they are ready for discharge. This publication includes the number of people delayed at each monthly census point by length of delay at census point. A person’s length of delay at census is calculated as the time from their latest ready for discharge date to the monthly census point.

As the latest Programme for Government makes clear, the commercialisation of Scottish research and intellectual property (IP) is a significant economic opportunity. The Scottish Government and its agencies are working in partnership with universities and investors to unlock this potential through a range of initiatives. Examples include:

• £3 million Proof of Concept Fund – supporting researchers to transform new discoveries into investable commercial propositions.
• Techscaler network – working with universities to equip talented researchers and innovators with the entrepreneurial skills needed to translate ideas into marketable products.
• High Growth Spinout Programme (Scottish Enterprise) – provides tailored support and training for IP-rich spinouts with strong scaling potential.
• Investment collaboration – the Scottish Government and the Scottish National Investment Bank are exploring the creation of a dedicated fund for companies focused on commercialising new IP.
• Direct investment – both Scottish Enterprise and the Bank continue to invest directly in Scotland’s IP-rich companies.
• Infrastructure – the Scottish Government and Scottish Enterprise have invested in several key institutions focussed on the creation and commercialisation of new IP e.g. the Robotarium, the national network of innovation centres and the Dundee Life Sciences Innovation Hub.

The Scottish Government do not currently provide means-tested benefits, although certain benefits, notably 5-family payments, are targeted to those in receipt of relevant qualifying reserved benefits, and Carer Support Payment is available to eligible unpaid carers with an income below a threshold of £196 per week. Over 80% of devolved benefits expenditure is currently provided to disabled people to help them meet the costs for their disabilities.

I will give careful consideration to NHS Highland’s response.

The decision taken in 2016 by NHS Highland to move to a midwife-led unit at Caithness General Hospital was made on the basis of safety. This decision was taken in line with NHS Boards’ responsibility to design and deliver services which deliver safe, high-quality care to meet the needs of their local populations and geographies. Safe maternity care delivered as close to home as practicable is vital and the safety of pregnant women and babies must be central to this.

The model of care in Caithness is the same as that which operates across all rural areas in the NHS Highland region. NHS Highland understands the need to continually review its service models to ensure they are safe, effective and fit for the future.

Scottish Enterprise recently provided a £7.4 million Research and Development grant and a £1.8 million Training Aid grant to BAE Systems to help them maximise skills development and support the establishment of a collegiate training facility which will provide access to the broader industry through the Applied Shipbuilding Academy, which is overseen by BAE Systems as custodians of the Glasgow shipyards.

The Scottish Government has engaged extensively with the tourism sector throughout the development of the Visitor Levy (Scotland) Act 2024, including through a national consultation and the establishment of an Expert Group chaired by VisitScotland.

Ministers are aware that some areas of Scotland are seeking greater flexibility in how the levy is applied and administered. Consequently, we are now considering how to extend further powers to local authorities, in the future, including the option to introduce a single flat rate or tiered flat rate model alongside the existing percentage-based approach. This follows stakeholder feedback and would preserve local discretion. Any future changes will be shaped by consultation and evidence and I will update Parliament as officials progress this work.

The Scottish Government recognises the importance of clear public communication and is working with VisitScotland and other partners to develop guidance and support materials. It is primarily for local authorities to make visitors aware of any levy in operation in its area, given these can vary by local authority. Businesses must also make clear that any visitor levy is included in the total price paid by the guest or that it is liable to be paid directly to the accommodation.

To 19/7/2025, £24.5m has been spent on schemes to reduce journey times between Aberdeen on the central Belt.

This includes £6.8m on the project to improve rail line speeds in the Barnhill area between Perth and Dundee. This was a nine-month programme of alignment work to replace a curved section of track by installing a new single line and also remodelling the junction at Barnhill by replacing switches and crossings.

The remainder of the spend has been on design development of a package of enhancements to improve capacity and journey time including: Signalling works, enhancements at Aberdeen, Montrose, Arbroath and Dundee stations, and freight loops.

The estimated cost of constructing all of the interventions necessary to deliver the project outputs sought by the project reference group is estimated at £242 million.

Delivery timescales for the project remain under review. It is planned that project delivery and thus benefit delivery will be staged to align with planned Network Rail renewals and other enhancement schemes such as Fife Electrification and replacement of ScotRail’s suburban fleet.

All cancers, including Sarcoma, remain a priority for the Scottish Government and wider NHS Scotland.

The Scottish Government published our Cancer strategy 2023 to 2033 - gov.scot along with an initial three year Cancer action plan 2023 to 2026 - gov.scot in June 2023.

Our strategic aim is to improve cancer survival and provide excellent, equitably accessible care. The strategy and plan take a comprehensive approach to improving patient pathways from prevention and diagnosis through to treatment and post-treatment care and will focus on reducing inequities in access to cancer care and cancer outcomes. This means treatment and care will be equally good for everyone, including for those with Sarcoma and we are taking action to achieve this.

For example, on 6 August we published the clinically reviewed Scottish Referral Guidelines for Sarcoma to help ensure the right person is on the right pathway at the right time. These guidelines support primary care clinicians to identify those with symptoms suspicious of Sarcoma and identify those who require urgent assessment by a specialist.

We do not expect to conduct a specific review for sarcoma care and treatment at this time.

Following announcement of the additional £40m in targeted voids and acquisitions in my statement to Parliament on 2 September, the 2025-26 budget for AHSP is £807.745m and represents an increase of £251.883m when compared to the original published 2024-25 budget of £555.862m. The 2025–26 budget not only restores but exceeds the 2023–24 budget.
