The following table shows how many devices have been distributed by councils to school aged children using the £25m digital inclusion funding made available by Scottish Government in 2020-21.

Local authorities across Scotland have a range of approaches to provision of technology in schools, including some councils who have undertaken to provide cohorts of their school population with devices using their own budgets. We do not hold information centrally on those approaches, therefore, the table only shows devices distributed through the funding made available by Scottish Government in 2020-21.

The Scottish Government are committed to providing a device for every school aged child by the end of this Parliament.

Under Schedule 1, Part B, Rule 8(1) of the 2009 Act it is for the Parliament to appoint all trustees by resolution on nomination by the SPCB.  The SPCB recently agreed to nominate Gordon MacDonald MSP, Murdo Fraser MSP and Mark Ballard (pensioner trustee) as Fund Trustees of the Scottish Parliamentary Pension Scheme.  The motions for the Parliament to approve the appointment of the above named were moved on Wednesday 9 March 2022.

Funding for devices was provided to local authorities by the Scottish Government. As such, local authorities undertook their own procurement exercises and devices purchased became assets of, and are managed by individual local authorities. Decisions on their use, are taken locally. We do not hold information on how devices are used and monitored.

The Scottish Government is committed to ensuring that police and local authorities, who lead on tackling antisocial behaviour, continue to have the powers and resources they require. We understand there have been problems in the Tron area and that Police Scotland is working with partners to minimise antisocial behaviour and crime.

The Scottish Parliament passed the Protection of Workers (Retail and Age-Restricted Products) (Scotland) Act 2021. This came into force on 24 August 2021 and created a new specific statutory offence of threatening, abusing or assaulting a retail worker, adding to the offences that can already be used to prosecute those who abuse retail workers. Everyone should be able to work without fear of abuse and the criminal law should be used to deal with attacks.

Local authorities have the financial freedom to operate independently, with the vast majority of their funding provided by means of a block grant. It is the responsibility of local authorities to manage their budgets and to allocate resources on the basis of local needs and priorities, including responding to antisocial behaviour.

Support has been provided to businesses through a £6 million City Centre Recovery Fund, to boost footfall and visitors to our city centres, the Scotland Loves Local fund and support for Business Improvement Districts. Since the start of the pandemic, businesses have benefitted from £4.5bn in support from the Scottish Government.

The Scottish Government does not hold information on kinship care payments as local authorities are responsible for deciding levels of care allowance based on local decision making practices and specific needs of individual children or young people.

No assessment has been made of whether and how the conveyancing system may affect house prices.

Conveyancing is the legal process that transfers ownership of a property from one person to another including the completion of the missives.

Some of these homes will have been supported by Scottish Government funding and some will have been financed through other routes.

The Scottish Government is committed to keeping The Promise. As outlined in the 2021-22 Programme for Government, we are working with The Promise and other partners to redesign the Children’s Hearings System. Sheriff David Mackie has been appointed as Chair of the Hearings System Working Group which has been established to develop more detailed recommendations in the coming year. There will also be reforms to the Children’s Hearings System through children’s care and justice legislation to be introduced in this Parliament.

We set up a short life working group and worked at pace with industry to examine where the immediate shortages were most acute and to identify opportunities to remove barriers and build capacity within Scotland. A letter summarising the key findings from the Materials Shortage Working Group’s work was sent to the Economy and Fair Work committee on 25 January 2022 and has been published on the Scottish Parliament website. Our Construction Recovery Plan , published in October 2020, recognises the importance of local supply chains and the use of sustainable materials to build necessary resilience in supply. Actions in the Plan are focussed on the development of our supply chains to maximise local economic and community benefits and are being driven forward by the Supply Chain Subgroup of the Construction Leadership Forum (CLF). The Plan also identifies short, medium and long term actions in relations to skills and workforce.

An online Construction Directory is due to be launched this year. This will help businesses make connections to Scottish suppliers.

More widely, our Supply Chains Development Programme is identifying opportunities to strengthen domestic supply chains, improve resilience, support net zero ambitions and help grow the Scottish economy.

We continue to work closely with our social and affordable housing delivery partners and to monitor progress on a project by project basis across the country through our network of area teams. This is a constantly changing position and we are working together to deliver warm affordable homes for the people who need them as quickly as it is possible to do so and to make full use of the £3.6 billion five-year funding already secured to support the delivery of social and affordable housing across Scotland.
