In response to the priorities set out by the parliamentary inquiries in 2018 and the Salmon Interactions Working Group report, an adaptive spatially-based risk assessment framework to manage sea lice interactions between wild and farmed fish was developed.

SEPA published its response to a consultation on the proposed framework on 25 August and will begin implementation later in 2023. The framework will assess the siting of salmon farms and the risk posed to wild fish.

The recent Programme for Government starts the process of developing a new National Marine Plan (NMP) and commits to supporting local authorities to guide development to the right places. We will consider options to undertake further spatial planning for aquaculture.

In Scotland, we invest £300 million annually to provide free bus travel for over 2 million people, including all children and young people under 22, disabled people and everyone over 60. We haven’t raised the age at which older people qualify for free bus travel, and we are the only part of the UK now operating a national scheme giving children and young people under 22 free bus travel.

Additionally, in many areas, single fares are already below £2.00. For example in Edinburgh you can travel anywhere in the city for a flat fare of £1.80.

We will look carefully at how this new £2 flat fare scheme will work in England to see what more we can do here in Scotland to support and sustain affordable bus travel for more people during the cost of living crisis. One of the key issues is the cost of operating for many bus companies which face huge cost increases in energy and fuel – the UK Government must do more to support businesses, especially small operators, to cope. Additionally, Brexit impacts have compounded staffing shortages in the bus sector – one way the new Prime Minister can help alleviate this situation would be to include bus drivers on the shortage occupation list.

Three Rapid Cancer Diagnostic Services (RCDS) – formerly known as Early Cancer Diagnostic Centres (ECDC) – have been opened in NHS Ayrshire and Arran, NHS Dumfries and Galloway and NHS Fife. An interim report on the rollout of RCDC's is expected shortly and are actively considering further rollout of Rapid Cancer Diagnostic Services.

All Boards have recruited both medical and non-medical staff to manage the new referral pathway for patients with non-specific symptoms, including navigators who support patients from the point of referral.

Recruitment for clinical services is the responsibility of individual Boards and it is therefore for them to provide specific details.

The University of Strathclyde has been commissioned to undertake critical evaluation of early adopter sites to inform wider roll-out, ensuring learnings from the first three Services are embedded, working towards equitable access across NHS Scotland, as set out in the NHS Recovery Plan.

In the meantime, officials are working with Boards to open additional early adopter sites.

Recruitment will be undertaken by the host Board, and will be dependent on their locally agreed pathway and resourcing requirements.

No local authority has submitted a request seeking an extension to the deadline of 1 October for establishing short-term let licensing schemes in their area. Officials remain in regular dialogue with local authorities in the lead up to schemes opening.

I have recently written to local authority Housing Conveners and Chief Executives to remind them of their duty to establish short-term let licensing schemes by 1 October 2022, and we continue to work with local authorities on implementation matters as they prepare to open licence schemes in their areas by this date.

Scotland’s Redress Scheme is being delivered in accordance with the Digital Scotland Service Standard . Criteria 8 relates to the creation of a service which protects users’ privacy. All of our systems are designed in line with the National Cyber Security Centre (NCSC) guidance and have been penetration tested by NCSC-approved CHECK suppliers.

Given the sensitivity of the information which is being sent, it is important that survivors have a choice on how they apply. Although email has so far been the most common application channel, survivors can also apply via post. There is also a Document Upload portal which can be used by applicants to submit supporting documents.

The Privacy Notice for Survivor Applicants and the Privacy Notice for Next of Kin Applicants provide details on how the information collected by Scottish Government, as administrators of Scotland’s Redress Scheme, is managed and how it is used. In addition, Redress Scotland, who are the independent body responsible for decisions on applications and the amount of financial redress to award, also have a privacy notice in place.

As required under Rule 9.3.2 of the Parliament’s Standing Orders, the Financial Memorandum was published to accompany the Redress for Survivors (Historical Child Abuse in Care) (Scotland) Bill, introduced in the Scottish Parliament on 13 August 2020. This outlines the projected and anticipated costs of the scheme.

Although there is an appropriate level of scrutiny on administration costs of the scheme, managed through the Redress, Relations and Response Division of Scottish Government, it is important to note that, as outlined in the Statement of Principles , there is no fixed budget or limit to the number or amount of redress payments which will be paid by the Scottish Government. We are committed to giving financial redress to survivors, regardless of the financial contributions received, because it is the right thing to do.

Redress Scotland is an independent body, which is not part of Scottish Government and is monitored by the Redress Scotland Sponsorship Team, within the Children’s Rights, Protection and Justice Division.

There are numerous initiatives currently in operation across the country that enable children to walk, wheel and cycle to and from school, through our Active Travel Delivery Partners (ATDPs).

Sustrans Big Walk and Wheel event in April of this year had 360 schools across Scotland take part. The Sustrans' Ibike project sees dedicated officers provide a programme of classroom-based and outdoor learning, aligned to the Curriculumn for Excellence, tailored to the schools needs and reflecting the local area.

Cycling Scotland's Bikeability Scotland Cycling Training Scheme is available to all schools in all 32 Scottish local authorities. This training provides lifelong learning skills from how to balance on a bike to tackling roundabouts and junctions, where awareness of other road users and road position is crucial.

Living Streets coordinates the "WOW" project which encourages school children to walk once a week to school and provides schools, with both online and physical resources to encourage more walking, through an inter school competition. Over 130 schools took part in the WOW event at the end of the 2021-22 academic year.

However, it is the responsibility of the local roads authority to ensure that all road users are able to travel safely to their destination. To help deliver this, the Scottish Government is investing record levels of funding for active travel, and as part of our £150 million investment this year, £35 million goes directly to local authorities for Cycling, Walking and Safer Routes projects. Local authorities are also able to bid for further funding through our ATDPs, mainly Sustrans, for infrastructure projects, such as segregated walking, wheeling and cycling paths, including routes to schools .
