The New Scots refugee integration strategy is built on partnership and collaboration, led by the Scottish Government, COSLA and the Scottish Refugee Council, and involves a wide range of partners across different sectors.

The strategy provides a clear framework for all those working towards refugee integration in Scotland. It has also assisted in coordinating the work of the Scottish Government and its partner organisations to maximise impact and make the most of limited resources, placing Scotland in a strong position to respond to recent humanitarian crises.

The New Scots Core Group brings together key stakeholders and is responsible for monitoring and reviewing progress against the overarching outcomes of New Scots during the strategy implementation period. The Core Group is chaired by Professor Alison Phipps, UNESCO Chair in Refugee Integration through Languages and the Arts at the University of Glasgow.

The COVID-19 pandemic and work to support people arriving from Afghanistan and Ukraine have impacted delivery of the strategy and meant that it is has not been possible to produce the year two and three reports as originally planned. However, the New Scots Core Group continues to meet four times a year to monitor and review progress of the strategy, as well as identifying areas for collaboration.

Work is already underway to produce the final report of the current strategy, with the aim of publishing this in early 2023.

There are no prescribed timescales within regulations in Scotland for the adoption process to be completed.

Where adoption is the right route for a child or young person, the Scottish Government want this to happen as swiftly as possible. However, we recognise that the process is complex and involves multi agency working to ensure the welfare and safeguarding of the child. No two cases will be the same and the circumstances of each child need to inform the approach taken, within the context of the Getting it Right for Every Child (GIRFEC) approach.

Under current constitutional arrangements in the United Kingdom immigration, including the Afghan resettlement schemes, are reserved to the UK Government and handled by the Home Office.

The UK Government has published statistics on the number of people who have arrived in the UK under the Afghan resettlement schemes since 2021. This does not currently include a breakdown of Afghan refugees in temporary and permanent accommodation by local authority, however, the Home Office have committed to providing more detailed data in their quarterly immigration statistics going forward. The latest published data (25 August) shows that across the UK 9,667 people are in temporary accommodation and 7,385 people are in settled accommodation. This does not include people who have made their own accommodation arrangements.

The Scottish Government is committed to ensuring that all children who grow up in Scotland feel safe and protected. We recognise that where children and young people demonstrate harmful behaviour, the victims of their actions are often children themselves.

In June 2021 we published our Vision for youth justice in Scotland. The Vision sets out our priorities for young people who come into conflict with the law, including continuing to ensure that children, young people and their families are supported at an early stage through early intervention and preventative approaches in order to address the child’s needs and the circumstances which have led to their harmful conduct. This also includes priorities around how best to support child victims, such as improving support and information for child victims and their families, whilst respecting data protection and confidentiality, and ensuring support is trauma-informed and meets the needs of victims. We continue to work with partners to deliver the priorities within the Vision and to deliver a preventative approach which improves life chances for young people and which has seen dramatic changes in the youth justice sector.

We are also committed to preventing all types of harmful sexual behaviour and sexual offending involving children and young people. Collaborative work with statutory and third sector organisations across Scotland is underway to drive forward action in this area including initiatives to prevent children from becoming involved in harmful sexual behaviour through the publication of resources along with continued funding of services offering support.

We continue to implement the proposals from the Expert Group on Preventing Sexual Offending Involving Children and Young People and develop harmful sexual behaviour policy.

We have had no discussions with the Sheriffs Principal regarding the Management of Summary Cause Proceedings Housing (Scotland) Act 2001 guidance note prior to its publication on 1 July 2022. The courts and judiciary are independent of Government. As such the Government has no role in the development of guidance issued by Sheriffs Principal. It is up to the Scottish Courts and Tribunal Service itself to assess the business case for any changes it makes.

The expansion of funded early learning and childcare (ELC) for deferrals is a legislative commitment. From 1 August 2023, if a parent or carer of a child that is still 4 years old on the date they are eligible to start school defers their entry to school for a year, they can automatically access an additional year of funded early learning and childcare. In the Historical Search Room situated in General Register House, the current occupancy is set at 8 desks for consulting original records, 3 desks for use of NRS on site PCs and 1 reception desk for use by 3 staff members. Appointments are offered on a daily basis up to maximum current occupancy levels of 11 desks.

Ventilation levels are monitored on an hourly basis and remain under the required level.

The cost crisis is placing huge pressures on households, particularly on those who rent their home. The moratorium on evictions will prevent negative impacts on the health and wellbeing of tenants caused by being evicted and/or being made homeless at a time when they are already struggling as a result of financial stress. It will also relieve pressures on housing and homelessness services in the short term.

We fully recognise however the significant impact that criminal behaviour can also have on other tenants, household members and the wider community.

Details of the moratorium and the exclusions which will apply are still being finalised. However I can confirm that it is our intention that where a tenant has been convicted of:

a) using the house or allowing it to be used for immoral or illegal purposes, or

b) an offence punishable by imprisonment committed in, or in the locality of, the house; and

c) the court has also granted an eviction decree on grounds a) and/or b) above, the moratorium on evictions will not apply.

Domestic Abuse Protection Orders set out in the Domestic Abuse (Protection) (Scotland) Act 2021 are not yet in force.

Local authorities provide information to parents and carers about how they can register their child for early learning and childcare (ELC) and primary school. Parents and carers are encouraged to talk to their local authority to discuss their individual childcare and education needs. As set out in the Programme for Government 2022-23, a Local Visitor Levy Bill will be introduced to the Scottish Parliament this parliamentary year.
