The regulatory framework for the Water Industry requires the Scottish Ministers to issue to Scottish Water and the Water Industry Commission for Scotland (WICS) a statement of policy regarding Scottish Water’s charges under a charges scheme in respect of each regulatory period, and a parallel statement setting out Ministers’ Objectives. Following that, the WICS deliver a Final Determination setting out the level of finance required to allow Scottish Water to meet those Objectives. In line with Ministerial Directions, Scottish Water’s board are bound to consider matters of affordability and will take those into account in setting charge levels. WICS has no power to require Scottish Water to raise a minimum amount of revenue or to set minimum levels of charges

The Scottish Government has not held discussions about a single UK-wide missing persons database.

Since 2016, Police Scotland has recorded detailed statistical information on their National Missing Persons Database (NMPD) of every missing person investigation it has undertaken. In 2019, Police Scotland rolled out the National Missing Persons Application (NMPA) across the entire force, replacing NMPD, to provide available details that help officers make informed investigative decisions to trace a missing person as quickly and safely as possible.

All UK forces inform the National Crime Agency if a person has been missing for more than 72 hours. If Police Scotland have reason to believe that a person has travelled to another part of the UK they will contact and work with that force directly.

We plan to introduce legislation next week to provide for a rent freeze and moratorium on evictions. We intend to provide a freeze on rents across the social and private sectors until 31 March 2023, provided it remains necessary and proportionate to do so.

Rents will initially be capped at 0% until 31 March.

While the primary purpose of our emergency proposals is to protect tenants during this cost crisis, safeguards will be built in to ensure that the circumstances of landlords are appropriately reflected.

In the 2022-23 Programme for Government, the Scottish Government renewed its commitment to explore how to ensure the interests of future generations are considered in decisions made today.

Ministers and officials have been engaging with a wide range of organisations interested in embedding wellbeing and sustainable development principles in decision-making. I have met with several key stakeholders to support this work and will continue to do so in the coming months.

The Scottish Government is considering the case for a Scottish future generations commissioner as part of a package of measures to embed the interests of future generations in the creation and delivery of policy. This may include placing duties on public bodies to account for the impact of their decisions on wellbeing and sustainable development.

This work is being taken forward as part of the development of the Scottish Government’s proposed Wellbeing and Sustainable Development (Scotland) Bill.

We intend to set out more detailed proposals later this year.

I met with Orkney Islands Council Harbour Authority on 11 April 2022, during my visit to Orkney. The purpose of that meeting was to provide an update, following previous meetings, on the progress of the Orkney Harbours Masterplan. During the discussion, we specifically focussed on the work underway to develop and enhance the Scapa Deep Water Quay and Halston Pier, both of which will provide new opportunities for use by the Offshore Wind sector.
