The Scottish Government published the Framework for Pain Management Service Delivery - Implementation Plan in July 2022.

Extensive engagement of people with lived experience was carried out at all stages to develop the Framework including members of the Cross Party Group on Chronic Pain. This includes through representation on the National Advisory Committee for Chronic Pain (NACCP) and a national survey of people with chronic pain and their carers. We also sought input from other stakeholder groups during the development of the Framework including NHS staff, service planners and third-sector partners. This included work to bring together the diverse clinical disciplines involved in pain management in order to inform and support activities to improve chronic pain services.

All members of the NACCP had the opportunity to freely share their views on the priorities for improving pain management support which were used to inform the development of the draft Framework. Committee members were provided with an advanced copy of the Framework and were encouraged to share their feedback on its content via a public consultation which had a high level of responses from people with chronic pain and other stakeholders. We are grateful for the views and ideas shared through the consultation which have been used to inform the Aims and Actions we have set out in the Plan. This includes actions to address issues raised by the Cross Party Group on Chronic Pain to drive delivery of sustainable services and support for people with chronic pain across Scotland.

The Scottish Government’s ambition, shared with COSLA, is for a trauma-informed and trauma-responsive workforce and services across Scotland. We want anyone who has been affected by trauma in Scotland to be supported by trauma-informed services that are built on safe and trusted relationships, which support recovery and do not cause any further harm or re-traumatisation.

We continue to support the development of a trauma-informed health and social care workforce in Scotland. Since 2018, we have invested over £6 million in a National Trauma Training Programme, including £3.2 million which has been distributed to all local areas to further develop and embed trauma informed approaches. Support for training and implementation, across all sectors of the workforce, is provided by a team of Transforming Psychological Trauma Implementation Co-Ordinators (TPTICs). In 2021, a network of ‘Trauma Champions’ was also established, this includes senior leaders from across local authorities, health boards and key community planning partners who work collaboratively to influence change across local areas. The Trauma Champions network is supported by the Improvement Service.

A Quality-Improvement Framework for Trauma Informed Organisations, Systems and Workforces in Scotland is currently under development and due for publication in Spring 2023. This will support organisations to implement trauma-informed change and to identify their own progress, successes and areas for improvement.

The Scottish Government regularly publishes data relating to the number of completed matches, where a displaced person from Ukraine has arrived at their hosted and longer term accommodation in Scotland, under the Homes for Ukraine scheme. Additionally, the UK Government regularly publishes data relating to visas and arrivals under the Homes for Ukraine scheme: https://www.gov.uk/government/publications/ukraine-family-scheme-application-data/ukraine-family-scheme-and-ukraine-sponsorship-scheme-homes-for-ukraine-visa-data--2 .

Displaced people with visas are free to enter the country and live and work where they want. Not everyone entering the UK through the Ukraine Sponsorship Scheme (including those sponsored by the Scottish Government) will need accommodation provided to them. They may make their own arrangements, including renting their own accommodation or staying with friends and family. Some arrivals may have also self-matched with a volunteer host, assisted by a charity or support network. Those arrivals may never be in contact with a welcome hub or local authority seeking accommodation.

Officials are planning to undertake stakeholder engagement events early in 2023 in order to inform the delivery mechanism and selection criteria for this funding. Recommendations will then be put to Ministers in advance of any formal agreement being made with the aim of the selection process starting in Q1 of FY 23/24. Through this process, officials will deliver a participatory, co-designed programme that fully meets the needs of the communities that it seeks to serve. The minister is happy to update parliament once a ministerial decision is taken.

We plan to publish this data early this year.

Final budget allocations have not yet been made for FY 23-24.

The Scottish Government does not believe it is necessary to make a specific assessment of the implications of its policies of the reported greater success rate of hen harrier nests on non-RSPB nature reserves compared to RSPB nature reserves.

Hen harrier success rates are dependent on a number of different factors, as set out in the response to PQs S5W-20621 and S5W-26208. A significant reason for the lower productivity on RSPB reserves is because several are on Orkney where there is a high level of polygyny (males having 2-3 females). As males cannot provision up to 3 nests, failure of the 2nd & 3rd females is regular with fewer young raised (than a monogamous pair) even if they are successful.

We continue to implement our Heart Disease Action Plan which seeks to ensure that everyone with suspected heart disease has timely and equitable access to diagnosis, treatment and care.

The Network for Inherited Cardiac Conditions Scotland (NICCS) is a National Managed Clinical Network which supports improvements in the diagnosis, treatment and outcomes of people with inherited cardiac conditions (ICC).

Scottish Government are key partners in the Save a Life for Scotland Partnership who are working to deliver the Out of Hospital Cardiac Arrest: Strategy 2021 to 2026 . A key aim of this strategy is to increase survival from OHCA to 15% in Scotland by 2026.

In advance of this, the Cabinet Secretary for Health and Social Care met with the convenors of the Cross Party Group on Chronic Pain (CPGCP) on 7 November 2022 to inform them that the debate was imminent and wrote to them on the 11 November 2022 once the date had been confirmed. We will continue to seek to work in a collaborative and constructive manner with the CPGCP and other stakeholders as we implement the Framework for Pain Management Service Delivery.
