There have been 447 households with children included in the homelessness application that have spent three years or more in temporary accommodation. This is based on available temporary accommodation placement data, where placements closed on or before 31 March 2022. Source: HL1 and HL3 data collections up to 31 March 2022, data as published on 18 August 2022.

Notes on data

The total duration of stay in temporary accommodation for households with children has been derived by linking records between the homelessness application (HL1) and temporary accommodation placement (HL3) data collections. The HL1 collects information on the composition of households making homelessness applications (available from 2002-03). The HL3 gathers information about temporary accommodation placements associated with homelessness applications (only available for all local authorities from 2017-18, however, it includes placements which commenced prior, and includes data prior to this for some local authorities).

The total duration is based on the sum of the durations of all temporary accommodation placements associated with the same household. It may be underestimated where households have placements that started and ended before the HL3 data collection began.

The figure includes households who may have turned down multiple offers of settled accommodation by the local authority but have chosen to wait for an offer that fully meets their needs.

It is important to note that households may sometimes make alternative arrangements for children when entering temporary accommodation and therefore children included in the HL1 return are not always present in associated placements. It can also be that children are present for only part of the stay in temporary accommodation, e.g. as part of shared custody arrangements.

In the first year of the Communities Mental Health and Wellbeing Fund for adults in 2021-22, the Scottish Government provided funding to the 32 Third Sector Interface (TSIs) who were responsible for distributing the funding to local grassroots community organisations. Local application processes are underway for Year 2, with information on the organisations receiving funding to be published in June 2023.

The Scottish Government continues to work with the Veterans in Custody Support Officer network to encourage breakfast clubs for veterans in Prison.

In 2020-21, the Scottish Veterans Fund provided funding to the Lothian Veterans Centre to run a weekly lunch-time club for older veterans providing a welcoming environment for companionship and peer support. More generally, the Scottish Veterans Fund has provided funding to several projects which provide support to veterans to integrate into the local community, such as an activity co-ordinator for veterans in FirstLight Café in Falkirk, or away days for veterans in the Huntly region through Networks of Wellbeing.

Since its inception in 2014, the annual budget for the Commissioner’s office has been £250,000. This is funded by the Scottish Government and covers the Commissioner’s remuneration, support staff, office and IT requirements and general running costs. The draft budget published on 15 December proposed increasing this to £280,000 in Financial Year 2023-24.

The UK Government has since funded the appointments of the UK Independent Veterans Advisor and the Wales and Northern Ireland Veterans Commissioners for which the Scottish Government do not receive any Barnett Consequentials.

The Primary Care Improvement Fund (PCIF) funds Community Link Workers (CLWs) as part of primary care multi-disciplinary teams (MDTs). At March 2022, 249 WTE CLWs had been recruited to support GP practices.

The Scottish Government published information on the number of CLWs recruited broken down by Integration Authority on 21 June 2022 as shown in the table below. It is the Scottish Government’s ambition to deliver at least 20 GW of additional renewable electricity generation by 2030, the majority of which will be provided by onshore and offshore wind. The around 50% figure relates to the inclusion of this additional 20 GW of renewable generation, and represents the proportion of the current annual total energy demand of Scotland that may met by renewable electricity.

This percentage will fluctuate through the days and months of generation, due to the intermittent nature of these renewable generation technologies. It is anticipated that at times renewable technologies will generate a volume of electricity equivalent to more than 100% of Scotland’s demand, allowing export opportunities for the excess electricity, and at times they will generate a volume of electricity equivalent to less than 50% of Scotland’s demand.

Veterans’ specific welfare support is supported by UK Government policy and delivered by Veterans UK and the Veterans Welfare Service (VWS) , part of Ministry of Defence (MOD). The UK-wide service works with local authorities, voluntary organisations, service charities and the Veterans Advisory and Pensions Committees .

Within devolved areas of responsibility including provision of welfare advice and delivery of the Scottish Government benefits, the Scottish Government is committed to ensuring access to benefits and advice to support veterans and other seldom heard groups. The Scottish Government’s Benefit Take-up Stakeholder Reference Group works with a range of specific seldom-heard groups, including veterans’ groups, to better understand and address non-take-up among particular populations and to maximise incomes. Our Benefit Take-up Strategy outlines our approach to inclusive communications and marketing campaigns. Our Strategy prioritises a person-centred approach and we are committed to inclusive communication standards and supporting seldom-heard groups, whose needs are often complex and require bespoke forms of engagement. Our communications and marketing campaigns are developed in a mindful way which aims to reach as many people as possible and considers those who may not access the most common channels of communication or those who have particular communication requirements.

The Scottish Government has designed the application guidance for Scottish Government benefits to provide comprehensive information on entitlement. Similarly, signposting is included to refer clients to the relevant agencies for reserved benefits where appropriate. Clients may be directed to Veterans UK for further advice. We have also worked with Veterans UK to develop an information sharing process between the organisation and Social Security Scotland. This is intended to ensure that veterans can efficiently access the support to which they are entitled.

The Scottish Government is committed to ensuring that all armed forces personnel serving and veterans living in Scotland are able to access the best possible care and support, including safe, effective and person-centred healthcare. Our policy states that all veterans should not face disadvantage for treatment for health problems as a result of service to their country. We regularly communicate this policy to all NHS Boards via Champions for Armed Forces and Veterans who are responsible for ensuring the implementation of this policy in every NHS Board.

It is the Scottish Government’s continuing aim to ensure that the long-term clinical needs of serving personnel and veterans are better understood and supported within the NHS. We work with key partners including the Ministry of Defence and other UK Governments to assist us with this.

The Armed Forces Personnel & Veterans Health Joint Group (“the Joint Group”), brings together NHS Champions, representatives of the serving community, veterans' organizations, Scottish Government officials and other stakeholders harnessing a range of expertise. The Joint Group works together on priority areas to drive progress in meeting the health needs of Armed Forces personnel and veterans.

Scottish Government works with the Scottish Veterans Commissioner. This work helps us to deliver what is important to individuals and their families, and to foster continuous improvement. 1. Estimates of the number of homeless deaths registered in Scotland during 2021 are published by the National Records of Scotland. These data include breakdowns by sex and age-group, council area and cause of death, but have no information on whether they were receiving NHS treatment. These figures are also based on a wider definition of homelessness than people with no fixed abode. 2. Published figures on numbers of patients with “no fixed abode” that have been admitted to hospital can be found within the within the Annual Acute Activity publication. Published data is available for a ten year period, from financial year 2012/13 to financial year 2021/22. Data on patient activity is presented in Table 2 – inpatient and day case activity, and the measure of interest can be found by selecting the NHS board of residence in the indicator drop down and either stays, episodes or patients within the measure drop down. Figures where ‘no fixed abode’ will then be listed in the table.
