To ask the Scottish Government what the Scottish Index of Multiple Deprivation breakdown is of those who are eligible for, but do not currently have (a) a young persons and (b) an older persons bus pass.

From data provided in the 2019 Scottish Household Survey, the percentage of people aged 60+ without a concessionary bus pass (National Entitlement Card (NEC)), broken down by the Scottish Index of Multiple Deprivation (SIMD) quintiles, was as follows:

There is no breakdown for the Young Persons’ Free Bus Travel Scheme per SIMD quintile, as the scheme launched in January 2022.

To ask the Scottish Government whether it can provide an update regarding the selection process for the chairs of the short-life working groups tasked with implementation of the delivery of the framework for pain management service delivery.

As set out in the Governance arrangements published in the Framework for Pain Management Service Delivery – Implementation Plan, the chairs for each Short-Life Working Group (SLWG) are drawn from the chronic pain community and appointed based on their expertise, experience and diversity of skills required to deliver the Actions for each Aim set out in the Plan. To ask the Scottish Government what information it holds on how many people have defaulted on payment of social care charges in each year since 1999, broken down by local authority area.

This information is not held centrally. Local authorities and integrated health & social care partnerships are responsible for commissioning services for people in their area.

It is the responsibility of individual local authorities to manage their own budgets and to allocate the total financial resources available to them, including any public funding for care homes, on the basis of local needs and priorities, having first fulfilled their statutory obligations and the jointly agreed set of national and local priorities.

To ask the Scottish Government what action it is taking to encourage businesses to invest in the (a) installation of Changing Places toilets and (b) upgrading of existing facilities to meet Changing Places toilet standards.

As part of the Scottish Government’s work to increase provision of Changing Places Toilets, we are aiming to transform attitudes across Scotland so that more organisations, including businesses, are aware of, and understand the importance of, Changing Places Toilet facilities.

The Scottish Government has already introduced Scottish Building Regulations in 2019 requiring the provision of Changing Places Toilets in larger new buildings to which the public have access.

We also published our Changing Places Toilets: Planning Guide and an accompanying easy read in November 2022. This guide, written in collaboration with PAMIS (Promoting A More Inclusive Society), details practical considerations when considering installing a Changing Places Toilet in both existing and new buildings. This helpful toolkit has been designed to improve and encourage Changing Places Toilet provision in the immediate term and ensure that new toilets built following our changes to legislation are appropriate and well considered.

To ask the Scottish Government what treatment options are available to people living with postural tachycardia syndrome.

The Scottish Government expects NHS Boards to provide high quality, person-centred care for all people, including those with postural tachycardia syndrome.

There are a range of treatment options available on the NHS in Scotland, including self-management and a range of medications based on individual circumstances. The recommendation of any particular treatment is a matter for discussion between a patient and their clinician.
