In April 2021, Scottish Government commissioned Public Health Scotland to develop and deliver the Scottish Cardiac Audit Programme. This programme will support delivery against the actions in Priority 4 of the Heart Disease Action Plan.

We also commissioned the ALLIANCE to deliver the Heart Disease Lived Experience Network. The Scottish Cardiac Audit Programme has engaged closely with the network to ensure that people with lived experience of heart disease have influenced the development of indicators.

Funding for Local Authorities is provided through the annual block grant settlement from the Scottish Government. Local authorities should use funding resources allocated to them in the manner which they believe will best meet local needs and circumstances within their respective areas.

Therefore, decisions on the installation and maintenance of defibrillators in schools is a matter for Local Authorities to consider at the local level.

Scale Up BP, delivered by the Technology Enabled Care team, has been a successful programme supporting remote monitoring for diagnosis and ongoing management of high blood pressure. Evaluation has shown a positive impact on reductions in blood pressure. The programme continues with the majority of health boards now utilising the tool.

Investment has been made in the national remote monitoring solution, which is available to all Health Boards and Health & Social Care Partnerships. This includes Scale Up BP and a remote monitoring tool for Heart Failure.

Through the Heart Disease Action Plan Funding call in 2021, we provided funding for a second NHS board to implement aspects of the OPERA study within its local service provision.

The learning from this will support ongoing work by the Centre for Sustainable Delivery and the Heart Failure Hub to better understand the opportunities for improvements to the Heart Failure diagnostic pathway.

Delivery of this action is a long term objective of the plan. The National Heart Disease Task Force will consider the prioritisation of work to be undertaken in 2023-24 as part of our ongoing implementation of the commitments within the Heart Disease Action Plan.

Child and Adolescent Mental Health Services (CAMHS) total net expenditure and the percentage of total net NHS Board expenditure spent on CAMHS is published on Public Health Scotland’s website Scottish health service costs under data files mental health expenditure Excel workbook in table 1.

This information is available for financial years 2011-12 to 2021-22 for each NHS Board in Scotland. Please note, figures presented for years 2011-12 to 2018-19 may differ from those included in the original response to question S5W-26493 on 11 February 2021 due to NHS Boards updating their expenditure figures post-publication.

The other part of this request relates to the percentage of total net NHS Board mental health expenditure spent on CAMHS – this information is presented in the following table for financial years 2019-20 to 2021-22 for each NHS Board in Scotland.

I am grateful to WWF Scotland for this contribution to the important discussion on how we cut emissions from our homes and buildings while – critically - ensuring a just transition for all households. The WWF is an important stakeholder, and a strong supporter of the outcomes that the Scottish Government is determined to achieve. The report aligns with our focus on the importance of energy efficiency and on heat pumps and heat networks. Our targets are ambitious, given the seriousness of the climate emergency and the size of the challenge to reduce emissions from our buildings. We will continue to do everything in our power to meet these targets, and to make Scotland’s homes more comfortable and affordable to heat.

Scotland’s homes and buildings currently account for around a fifth of all our greenhouse gas emissions, and we are committed to taking bold, ambitious steps to ensure we reduce these emissions to meet our climate obligations. Our Heat in Buildings Strategy sets a hugely ambitious vision to cut carbon and improve energy efficiency across Scotland’s homes over the coming years and the report notes that the policies and targets set out in the Strategy will meet our overall objective for 2045.

We recognise that this is a decisive decade for action which is why, since the Strategy was published, we have been working to support and speed up the delivery of zero direct emission heating systems: ensuring the sector is ready to accelerate and that households have the appropriate information, financial support and incentives to switch to climate-friendly heating systems. I look forward to consulting on proposals for a Heat in Buildings Bill in the coming months, and seeking views on our plans for regulation to accelerate green heating installation and higher energy efficiency standards in Scotland’s homes and buildings.

As I announced in my statement to the Scottish Parliament in December 2021, the publication of Scotland’s third River Basin Management Plan sets out our ambitious objectives aiming to improve the overall condition of Scotland’s water environment from 66% currently classified at good condition to 81% by 2027. Our position has not changed and the Scottish Government remains committed to meeting this target. In comparison, England’s water environment is currently classified at 16% in good ecological status only.
