To ask the Scottish Government what action it is taking to ensure that computerised cognitive behavioural therapy (CBT) meets the needs of people with heart disease, and how it is ensuring the delivery of access to computerised CBT across all cardiac rehabilitation and specialist cardiac nursing services nationally.
Answer
We have significantly increased access to digital mental health treatments, products and services since the first cCBT treatment was rolled out in 2017. We now have 27 different computerised cognitive behavioural therapy (cCBT) treatments available across all NHS Boards. This includes the tool ‘Space in Coronary Heart Disease’.
Through delivery of the Heart Disease Action Plan, we have worked with five health boards to encourage their utilisation of this tool within cardiac rehab services. We are in the process of evaluating this to support further adoption within cardiac services.

To ask the Scottish Government what action it has taken to (a) develop and (b) improve data collection for (i) high cholesterol, (ii) high blood pressure and (iii) atrial fibrillation at a (A) national and (B) regional level.
Answer
In April 2021, Scottish Government commissioned Public Health Scotland to develop and deliver the Scottish Cardiac Audit Programme. To date, hypertension and atrial fibrillation have been included as part of draft indicators shared in autumn 2022.
We continue to work with PHS to develop this programme.

To ask the Scottish Government how many non-native gamebirds are released in Scotland each year.
Answer
The Scottish Government does not hold this information.
The release of non-native common pheasant and red-legged partridge for shooting purposes is permitted under Section 14 (2A) of the Wildlife and Countryside Act 1981. There is no statutory requirement under this legislation (or any other) requiring those releasing non-native gamebirds to submit records of numbers of birds released.

To ask the Scottish Government, further to Recommendation 7 in the first report of the independent review of the role of incineration in the waste hierarchy, what consideration is being given in discussions with local authorities regarding the development of solutions to manage residual waste ahead of the landfill ban in 2025.
Answer
The independent review of the role of incineration in the waste hierarchy recommended that in view of the upcoming ban on landfilling biodegradable municipal waste, Scottish Government should work with local authorities to ensure they have a solution to manage their residual waste in 2025. The ban is in line with Committee on Climate Change recommendations and will come into force on 31 December 2025.
Through work overseen by a dedicated Programme Board (which includes representation from Cosla, SOLACE, SEPA and Zero Waste Scotland), we are continuing to support local authorities to collaboratively secure landfill ban compliant residual waste treatment options. We are doing this by facilitating collaborative procurement and funding provision of additional technical, procurement and legal support.
We will continue to work closely with local authorities and commercial operators to support those that do not currently have solutions to treat their residual waste ahead of the forthcoming ban.

To ask the Scottish Government, further to the answer to question S6W-15004 by Richard Lochhead on 23 February 2023, whether it will work with Glasgow City Council, the Glasgow City Region Cabinet and COSLA, to determine the feasibility of raising capital for the proposed Levelling Up Fund projects through the issuing of sub-sovereign bonds.
Answer
I appreciate the disappointment the Glasgow City Region will be experiencing following the UK Government’s decision not to support their bids for Levelling Up funding.
Any borrowing by local authorities, whether it’s through the public works loans board or through the issuance of bonds, is for local authorities to determine affordability themselves, subject to the conditions of their prudential borrowing regime.
However, any decisions to permit local authorities to issue bonds would require Ministerial consent. Ambitious investment strategies have led to financial insolvency in certain English local authorities and therefore this would require very careful consideration. My officials would be happy to discuss proposals with Glasgow City Council.

To ask the Scottish Government how much funding it will allocate to the HIV transmission elimination implementation group.
Answer
The Scottish Government is committed to reaching its target of eliminating HIV Transmissions in Scotland by 2030.
On 1 December 2022 the Public Health Minister announced the establishment of the HIV Transmission Elimination Implementation Group for Scotland. The groups primary focus will be on prioritising the recommendations within the HIV transmission elimination proposal, having particular regard to their impact, deliverability and resource implications.
In her statement on the 1 st of December the Minister announced significant funding of £400,000 to support two pilots, the development of an E-PrEP clinic and a national media campaign. Both pilots support the findings within the HIV Elimination Proposal.
Officials will continue to liaise closely with the chairs of the implementation group as this process unfolds to understand any implications for central funding.

To ask the Scottish Government whether it will commit to piloting opt-out HIV testing in NHS emergency departments in areas of highest prevalence, as has been done in other parts of the UK.
Answer
We know that opt-out testing in emergency departments in areas of high prevalence in other parts of the UK has worked well. However, it is important to evaluate the learning from this to understand both how it might apply in a Scottish context. Specifically how it compares to other interventions recommended by the HIV Transmission Elimination Oversight Group in their HIV Elimination Proposal which was published in December 2022.

To ask the Scottish Government when it will publish its independent report on the future prospects for the North Sea, as referenced in the Draft Energy Strategy and Just Transition Plan, including (a) the pathway for oil and gas production projected for the basin, (b) Scotland’s energy requirements, (c) alignment of Scotland's energy activity with its climate change commitments, and (d) the just transition impacts of a declining North Sea basin and rising employment in low carbon and renewable energy industries.

This publication is an independent report, reviewed by an independent panel, which provides a significant volume of evidence and analysis and will contribute to our understanding of the opportunities and challenges in energy transition. To allow stakeholders to fully consider this material before responding, the consultation period for the draft ESJTP has been extended by 5 weeks, and will now close on 9 May.
