Evusheld ® was developed and tested before the emergence of the Omicron variant. The RAPID C-19 group and the COVID-19 UK expert panel have considered a full range of evidence, including clinical trial data, in vitro (in the lab) analysis and observational studies, and have advised that there is insufficient evidence available to support procurement and deployment of Evusheld ®. As a result, there is currently no established NHS supply arrangement for Evusheld ® in the UK.

The National Institute for Health and Care Excellence (NICE) and the Scottish Medicines Consortium (SMC, as part of Healthcare Improvement Scotland (HIS)) have agreed to maintain the collaboration that started through RAPID C-19 by collaborating on a single health technology appraisal (STA) of Evusheld ® for the prevention of COVID-19. NICE and the SMC will produce separate guidance and advice documents, but the recommendations will be aligned. Draft guidance was published on 16 February 2023, and does not recommend its use. Final guidance on the STA is expected to be published in June 2023.

The Scottish Government monitors a range of data sources on job vacancies in Scotland, as part of wider analysis of labour market trends. These include official and experimental statistics from the Office for National Statistics (ONS), and data from external partners.

In November to January 2023, Scotland’s employment rate was 76.5 per cent and it was the second highest since the series began in 1992. The unemployment rate was 3.1 per cent, down 0.6 percentage points since December 2019 to February 2020 (pre-pandemic) and the inactivity rate was 21.0 per cent, down 0.6 percentage points since pre-pandemic.

ONS produce experimental job advert indices at Scotland level, using online job postings from Adzuna. This source indicates that online job postings in Scotland in the week to 3rd March 2023 47.1% higher than February 2020. This data source is available at:

ONS also produce experimental estimates of labour demand volumes in Scotland by profession and local authority, based on analysis of Textkernel data on online job adverts. The most recent data suggested that there were 78,925 online job vacancies in Scotland in December 2022. Of these, 13 per cent were classified as Healthcare job postings, while 9.4 per cent were classified as Information & Communication Technology postings. This data source is available at:

The Scottish Government also monitors labour demand through the RBS Report on Jobs, which provides an overview of changes in recruitment demand by sector in Scotland as reported by recruitment consultancies. In February 2022, permanent staff demand growth was strongest in the monitored sectors of Nursing/Medical/Care and IT & Computing. Programme for Government 2021/22 committed an additional £20 million investment, over the life of this Parliament, for the Detect Cancer Earlier (DCE) Programme to improve early detection rates. So far investment has been made into the development of a new behaviour change campaign to reduce fear of cancer, launched 6 March 2023.

Through the Programme, there’s a firm focus on lung cancer which remains a national priority. This funding has included supporting implementation of Scotland’s optimal lung cancer diagnostic pathway (published December 2022); exploring the role of artificial intelligence in expediting those identified as higher risk; continuation of the University of Edinburgh’s LUNGSCOT study; and establishing a National Bronchoscopy & EBUS Training Programme for NHS Scotland.

A new earlier diagnosis vision is expected to launch in Spring 2023, as part of Scotland’s new cancer strategy – this will be supported by a 3 year action plan, the delivery of which will be supported by this Detect Cancer Earlier (DCE) Programme investment.

There has been a significant, long term move towards procedures carried out as day-cases and reducing lengths of stay, to the benefit of patients meaning less time spent in hospital.

This includes significant progress in the delivery of same-day discharge arthroplasty, allowing patients to be safely discharged home on the same day as their procedure, increasing capacity within Orthopaedics.

The Centre for Sustainable Delivery will enable us to see 140,000 new outpatients each year, an increase of 55,500 procedures per year by the end of this plan - a 20% increase over pre-Covid levels – and Specialty Delivery Groups have been set up to drive opportunities across regions on same day surgery, for example in gynaecology pathways.

The review undertaken by Professor Sir Lewis Ritchie was conducted in his capacity as an independent reviewer. The programme of engagement resulted in around 70 meetings with the Board and other key stakeholders. Due to the number of meetings, confidentiality and level of engagement no formal agendas or minutes were taken however progress was captured and fed back to NHS Highland and the relevant community groups. It would not be the place of the Scottish Government to publish these documents due to the nature of the review. However, Professor Ritchie and officials visited Portree again in May and November 2022. Minutes of these meetings are available via the Implementation Group and NHS Highland.

The Scottish Government is aware that Sir Lewis Ritchie intends to undertake further visits to Skye, Lochlash and South West Ross, within the coming 6 months, to engage with clinical colleagues, members of the local community and NHS Highland officials This will likely include virtual meetings as well as in person visits.

At present, there are some endometriosis medicines that are unavailable. Alternatives remain available and clinicians are advised to prescribe these alternatives until supplies stabilise.

a) For 2022-23, core funding for university research was increased to £299 million to maintain and strengthen Scotland’s excellent research base, with levels maintained for 2023-24. This funding is used for a range of purposes, including the provision of state of the art research facilities and lab equipment, and development opportunities for student and early career researchers who are the future of Scottish life sciences.

b) To ensure there are facilities available to support university spinouts the Scottish Government has invested in Research Pools, Innovation Centres and in the Alliance for Research Challenges. The aim is to create a critical mass of excellence, pulling together academic and industry expertise in areas of global importance, including Life Sciences.

In addition, investment through the City Region Deals is supporting a number of bespoke life sciences infrastructure projects including £10 million investment towards BioHub, an Aberdeen City Region Deal project. Located at the University of Aberdeen's Foresthill Health Campus, it will provide the support and physical infrastructure to help attract and retain life sciences spin outs in Scotland. As part of the Tay Cities Region Deal, Scottish Government agreed to provide £25 million towards facilities at the University, including £20.2 million towards an Innovation Hub to host and support spin-out and developing companies, including laboratory infrastructure.

As well as expert advice and help from our enterprise agencies to support business growth, through the Tech Scaler initiative we will provide intensive, structured commercial education to ‘start-up’ businesses in Scotland, to support them in growing and scaling-up to the full extent of their ambitions.

SEPA has informed Scottish Government officials they have no plans to conduct any monitoring or investigations at Arecleoch and Glen App wind farms.

As noted in my answer to question S6W-14975 on 2 March, Scottish Power Renewables have advised the Scottish Government that all spills on the sites have been of a minor nature and therefore have not required a notification to be sent to SEPA.

Local planning authorities are responsible for monitoring compliance with any conditions and other environmental commitments, or mitigations as identified as part of the Environment Impact Assessment. All cases are considered under their own granted consent.
