Through the Block Grant, the Scottish Government's policy towards local authorities’ spending is to allow them the financial freedom to operate independently. It is their responsibility to manage their own budgets and to allocate the total financial resources available to them, including on youth work, on the basis of local needs and priorities, having first fulfilled their statutory obligations and the jointly agreed set of national and local priorities.

As the legal duty to accommodate homeless households lies with local authorities, the responsibility for ensuring that the temporary accommodation provided meets the temporary accommodation standards framework rests with local authorities. These standards relate to all types of temporary accommodation to ensure that the quality of all temporary accommodation is of good standard and meets all of the needs of the household. The standards framework covers four main areas: physical, location, service and management.

Social housing landlords must ensure that they meet all of their legal duties and responsibilities and that they adhere to the relevant guidance and requirements of other regulators. Social landlords, including local authorities, must submit a mandatory Annual Assurance Statement to the Scottish Housing Regulator (SHR) to provide assurance that their organisation complies with the relevant requirements of chapter 3 of the Regulatory Framework .

The SHR monitors, assesses and reports on all landlords’ compliance with regulatory requirements and performance of housing activities. All 32 local authorities are included in their annual risk assessment. An indicator used by the SHR to assess risk in relation to performance in delivering services is the percentage of tenants satisfied with the quality of their home.

Where the SHR requires further information and assurance from a local authority, an engagement plan will be published setting out what the social landlord needs to do and what the SHR will do.

Agreement has been reached through the Police Negotiating Board for a 7% increase to officer pay across all ranks for 2023-24. It means that police officers in Scotland remain the best paid in the UK.

The agreement recognises the valuable contribution police officers make to keeping people and communities across Scotland safe. It is also cognisant of the current economic climate and seeks to recognise the fact that officers are unable to take industrial action.

This agreement ensures a cumulative 12.35% increase in police officer pay since 1 April 2022 which broadly mirrors wage growth for firefighters in the Scottish Fire Rescue Service. In 2023-24 Nurses and Paramedics received a 6.5% pay award.

Both COSLA and the Scottish Government recognise the need for a review of councillor pay to ensure that terms and conditions truly reflect the responsibilities of a modern-day councillor and, to ensure remuneration does not act as a barrier to encouraging a diverse range of people from standing for elected office.

Councillor pay is currently being reviewed by the Scottish Local Authority Remuneration Committee (SLARC). SLARC is an independent committee appointed by Ministers to review Councillor pay. The Committee started its work in April this year and, has been gathering evidence in preparation to provide its advice to Ministers. Ministers anticipate the Committee’s final report to be submitted later this year.

Where an application to the Home Energy Scotland (HES) Grant and Loan scheme is unsuccessful, the applicant will be informed why they have been unsuccessful. Applicants have the right to appeal and can provide further information to help progress their application.

If an application has been unsuccessful, the HES Advice Service can provide further information and support. Unsuccessful applicants are not precluded from applying to the scheme again in the future.

The Tax Advisory Group has been set up to look across a broad spectrum of views to ensure we continue to offer a fair and progressive but sustainable system. Tax policy for 2024-25 will be set out at the Budget later this year.

The group will be a long-term feature of how we engage on tax, and I will chair a quarterly meeting of the group. The minutes of their meetings will be posted on the Scottish Government website.

Guidance relating to digital communications infrastructure is currently being developed to replace Planning Advice Note 62. We intend to publish this updated guidance before the end of 2023.

The Scottish Government unequivocally condemns any form of racism, hatred or prejudice. We must all play our part in challenging such behaviour and attitudes.

We are currently developing detailed proposals for the Anti-Racism Observatory for Scotland (AROS). A formal remit will be drawn up (and published) in due course.

The work of the Observatory will align closely with our obligations under the Equality Act (2010) Convention on the Elimination of All Forms of Racial Discrimination, and will inform and support implementation of the Convention in Scotland.

Officials have met with the International Association for the Evaluation of Education Achievement, who direct PIRLS and TIMSS, to begin the process of rejoining the studies.

The next cycles of PIRLS and TIMSS will be in 2026 and 2027 respectively.

The issue of passports is a matter for the UK Government. In relation to reducing activity in Scotland, Police Scotland act on intelligence to reduce the impact of the use of counterfeit and forged documents and will act wherever suspicion exists regarding whether a passport is genuine or not. Police Scotland work closely with their partners in other key border enforcement agencies and rely on Border Force for their expertise in determining whether a passport is genuine or altered and Border Force staff are used as expert witnesses in cases referred to COPFS.
