by Patrick Harvie on 31 August 2023, how many properties have installed
one or more renewable systems measures with funding from the Private Rented
Sector Landlord Loan scheme, broken down by the measures installed at each
property, since the scheme was established.
Answer
Energy Savings Trust, who administer the Private Rented Sector (PRS) Landlord Loan Scheme on behalf of the Scottish Government, do not hold this information in the format you have requested.
However, the Scottish Government has provided funding for 26 properties for renewables systems through the PRS Landlord Loan Scheme since the scheme was established in April 2020.

Answer
The number of family members who overrode their relative’s express authorisation for organ donation after that relative’s death, in each of the last 10 years, is set out in the following table. Express authorisation is where someone, in life, has documented their donation decision either on the NHS Organ Donor Register or in some other form of writing.

The Human Tissue (Authorisation) (Scotland) Act 2019, which set up the legal framework for deemed authorisation, came into effect in March 2021. To ask the Scottish Government whether it will commit to implementing the recommendation in the recent Audit Scotland report, Adult mental health, for it to publish its guidance on measuring and evaluating outcomes from mental health and wellbeing services in primary care before the end of 2023.

The Scottish Government thanks Audit Scotland for a thorough, clear and wide-ranging report on Adult Mental Health Services in Scotland. Ministers recognise how closely some of the content of the report mirrors our vision, outcomes and priorities that we set out in our Mental Health and Wellbeing Strategy.
While we will take the time to carefully consider other specific recommendations, and the wider substance of the report, we can commit to publishing the outcomes and measures framework to guide evaluation of the local implementation of Mental Health and Wellbeing in Primary Care services by the end of the year. Further details on the framework will be provided in the forthcoming Mental Health and Wellbeing Strategy Delivery Plan.

The Scottish Government delivers support for energy efficiency measures in owner occupied household through a number of schemes.
Information about the number of measures installed by councils as part of our Area Based Schemes is not reported on a monthly basis. Annual returns based upon the information provided by councils are published on the Scottish Government website:

To ask the Scottish Government what its position is on whether the implementation of a four-tiered agricultural payment structure, as consulted on in relation to the Agriculture Bill, would require the appointment of external consultants in order to administrate such a system.

To ask the Scottish Government whether it can provide details of its reported expansion of the Home Energy Scotland advice service.
Answer
In August 2022, the Scottish Government committed funding to increase capacity across a range of advice services to help to address demand as a result of the energy crisis. This funding supported the Home Energy Scotland advice service to increase its capacity by 20% which helped to support over 138,000 unique households in 2022-23, with over 71,000 of those vulnerable to fuel poverty. This was an increase of over 70% of households at risk of fuel poverty receiving support from the service, versus the previous year. Home Energy Scotland's Energycarer service was boosted at the same time, allowing for an increase in visits to extremely vulnerable households who would otherwise struggle to engage with the service via the telephone or online. The expanded level of service has been maintained in 2023-24.

To ask the Scottish Government how many instances of dry-spilling of sewage recorded by Scottish Water were considered (a) legal and (b) illegal, for each year since 2016.
Answer
While it has published historic data for reported overflows for 2018-22 at Overflow Spill Data - Scottish Water , the reasons for spills is not available for historic events reported to SEPA, and this information is not correlated to rainfall data. However, Scottish Water publishes all reportable pollution events each year to SEPA and this information can be found at: Annual Reports - Scottish Water .

To ask the Scottish Government what assessment it has made of the Scottish Pantry Network model, including its (a) role in tackling food insecurity and (b) contribution to Scotland's Good Food Nation policy.
Answer
Our recently published Cash-First Plan recognises the role of the community food sector, including pantries, in helping people to access cash and wider support in a crisis to reduce the need for emergency food parcels.
That is why we are providing The Scottish Pantry Network with £16,000 in 2023-24 to support the development and evaluation of cash-first models to tackle food insecurity within the context of pantry-type organisations. This funding will support them to work with their membership of around 20 pantry initiatives to increase access to cash-first support alongside access to dignified food services, and to develop learning and resources that can be shared with pantries beyond their network.
Pantries and the wider community food sector can also contribute to Scotland being a Good Food Nation by promoting healthier diets, increasing access to local and sustainably sourced foods and supporting our climate ambitions.

To ask the Scottish Government whether it can confirm Scottish Water’s current policy for (a) identifying and (b) resolving instances of dry-spilling of sewage.
Answer
The 14 Combined Sewer Overflows identified by Scottish Water catchment studies since 2015 as being at risk of spilling during dry weather are a high priority under Scottish Water’s Improving Urban Waters Route Map. Any reports of dry weather spills are also investigated for potential operational reasons, such as blockages, and Scottish Water follows established reporting requirements for pollution incidents and provides this information in their annual reports: Annual Reports - Scottish Water . New technology is being trialled with a view to identifying and solving problems before customers and the environment are affected.
