To ask the Scottish Government when its cross-policy working group on transitions for disabled young people last met, and what was discussed.

The cross-policy working group last met on 11 October 2023.

Members were provided with an update on the National Transitions to Adulthood Strategy, including the engagement on the Statement of Intent, and the work of the Disabled Children and Young People’s Advisory Group Engagement Sub-Group.

The Group also discussed Getting It Right For Everyone (GIRFE), a multi-agency approach of support and services from young adulthood to end of life care currently being co-designed. This included an update on pathfinders’ co-design work with people with lived experience, including young people in transition.

In addition, members were informed of the publication of the Education, Children and Young People Committee’s Stage 1 report on the Disabled Children and Young People (Transitions to Adulthood) (Scotland) Bill.

To ask the Scottish Government what action it is taking to develop a longer-term funding model for the voluntary sector across all of its directorates.

We recognise that the third sector needs clarity and stability to secure its resilience and to grow its capacity. That is why we have committed to develop a Fairer Funding approach for the sector as a means to embed systemic change and to create conditions for third sector organisations to thrive as part of a mixed economy.

Our initial focus has been on improving grant-making arrangements, including increasing multi-year funding. Officials are working with grant managers across the organisation to ensure that they are aware of, and operating within, the terms of the commitment.

To ask the Scottish Government how many (a) injury and (b) non-injury road accidents on the A90 north of Aberdeen have been reported in each quarter since 1 April 2021.

There have been 28 personal injury accidents on the A90 north of Aberdeen from where the A944 intersects with the A90 to where the A90 meets the A98 in Fraserburgh since 1 April 2021 .

To ask the Scottish Government how many people have been killed in road accidents on the A90 between Dundee and Stonehaven in each quarter since 1 April 2021.

There has been 1 fatality as a result of road accidents on the A90 between Dundee (Emmock Roundabout) to Stonehaven, where Slug Road crosses the A90 since 1 April 2021.

To ask the Scottish Government when it last held a cross-portfolio meeting to discuss matters related to public health; what matters were discussed, and when it plans to hold its next such meeting.

The Scottish Government regularly holds cross-portfolio meetings to discuss matters related to public health. The overall governance for cross-portfolio engagement on population health and its drivers is the Care and Wellbeing Portfolio. The most recent cross portfolio meeting under this governance was the Place and Wellbeing Programme Board (which sits within the Care and Wellbeing Portfolio) which last met on 7 December. Matters discussed included progress on how health and social care bodies can operate as effective anchor institutions and contribute to improved public health, as part of the wider community wealth building agenda.

The Care and Wellbeing Portfolio Board, which provides oversight of a portfolio of work to improve population health; address inequalities and improve system sustainability, last met on 26 July 2023.

At that meeting the Board considered joint work across Economy/Health and Social Care Portfolios and Public Health Scotland on economic inactivity and the impact it has on Scotland’s economy and population health. The Board also discussed the Verity House Agreement and the shared priorities of tackling poverty, transforming our economy through a just transition to deliver net zero and, delivering sustainable, person-centred public services.

The Board next meets on the 24 January 2024 and is scheduled to consider long term planning around population health.

Additionally, the Scottish Government has regular cross-portfolio meetings about wider determinants that contribute to improving public health - including the Tackling Child Poverty Programme Board, the Fair Work Oversight Group and the Ministerial Population Taskforce.

To ask the Scottish Government what its response is to the findings of the Nurofen report, Gender Pain Gap: Index Report: Year 2, published in November 2023, including the finding that the gender pain gap has widened since the previous report, from 7% to 11%.

The Scottish Government is committed to ensuring that anyone living with pain is able to access the best possible care and support. Through our commitment to implementing our Pain Management Service Delivery Framework we are seeking to amplify the voices of people who may face inequality on the basis of their sex. We will work collaboratively with other partners to ensure there are appropriate pathways for women with pain and painful conditions.

To ask the Scottish Government whether it defines multi-year funding for voluntary sector organisations as a three-year minimum commitment.

In line with our Fairer Funding commitment to embed a multi-year grant approach on all third sector grants by 2026, the First Minister has committed to increasing the number of two-year grants in the forthcoming budget, and longer where possible.

It must be recognised that whilst we would wish to go further we face significant economic uncertainty and it would be wrong to make commitments we cannot sustain.
