The Office for National Statistics, Broad Industry Group Region by broad industry group (Standard Industrial Classification) – Business Register and Employment Survey (BRES): Table 4 - Office for National Statistics (ons.gov.uk) , provides annual data for employee and employment estimates working in construction areas in Scotland including insulation work (water, heat, sound). The most recent data was published on 25 October 2023.

The Additional Support for Learning Act 2004 sets out clear timescales for post school transition planning. In the accompanying statutory guidance , schools are encouraged to plan for transitions well ahead of the statutory timescales, which apply from the date a young person is expected to leave school.

We recognise that not all young people are currently getting the transitions support they need. We are working closely with local government partners to improve the experience of children and young people with additional support needs at school, through the implementation of the recommendations set out in the 2020 review of additional support for learning. This includes work to encourage best practice in this area and improve the implementation of existing transition duties. A further update on this work is due to be published in May 2024.

Through the development of the National Transitions to Adulthood Strategy, we are also considering what additional support disabled young people may need. As set out in the published Statement of Intent for the strategy, one of the proposed overarching ambitions is to further embed the Association for Real Change Scotland’s widely-endorsed seven Principles of Good Transitions , and the similar characteristics of good transitions outlined in our published literature review , in the policy, planning and practice of organisations that provide support for disabled young people.

The Scottish Government’s leadership in support for rail freight is outlined in our rail freight strategy and put into practice with significant investment and our first of a kind innovative regulatory growth targets. Benefits for rail freight are included in our rail pipeline projects and our mode shift capital and revenue support grants. We have also flexed passenger services on the Highland Mainline to accommodate a longer freight service and the Scottish Government will continue to maximise benefits for freight in its future investment in the rail network. The details Mr Cameron has requested from 2016 are as follows.

Dedicated rail freight projects:-

2012 – 2019 Investment of £13 million to deliver electrification to the Grangemouth freight terminals.

2018 – 2019 Investment of £11.3 million to provide a new rail freight connection at Blackford and improvements to Inverness Needlefield Yard. This also included investment on the Waterloo branch to improve the link with Aberdeen Terminals and the capability of the line to accept more traffic.

2019 – 2020 Investment of £4.2 million for a new crossover at Craiginches (between Aberdeen and Stonehaven), continued work at Inverness Needlefield Yard and trials on the Highland Mainline (between Perth and Inverness) to support longer trains.

2020 – 2021 Investment of £2.5 million including further work on Craiginches crossover and Needlefield yard and a trial to support moving timber by rail.

2022 – 2023 Investment of £3.2 million to provide a new freight connection at Dalcross and a linespeed improvement at Garriongill (near Wishaw), benefiting freight capacity.

2016 to date Investment of £6m inFreight Facilities Grants to support new and updated rail freight facilities.

2016 to date Investment of £4 million in Mode Shift Revenue Support.

Rail pipeline projects with benefits for freight:-

2012 – 2019 Investment of £160 million to deliver electrification and gauge clearance on the Shotts line along with signalling improvements benefiting freight capacity and improving access to Mossend Freight Terminal.

2019 - 2020 Investment of £13.5 million to provide increased capacity between Newtonhill (between Aberdeen and Stonehaven) and Craiginches.

2022 - 2023 Investment of £160 million to renew and modernise Carstairs Junction including the longest freight loop in Scotland, capable of accommodating 775-metre-long freight trains. An additional £6.8 million was invested to remodel Barnhill Junction to increase the speed of trains and provide capacity improvements over the constrained Tay Viaduct, enabling additional freight services. A further investment of £63 million was provided to electrify the route to Barrhead which is the first step in electrifying the Glasgow & South Western route from Glasgow to Carlisle.

NatureScot undertakes a rolling programme of monitoring of the natural features for which our protected areas have been designated. This programme of Site Condition Monitoring looks at around 5,500 such features on nearly 1,900 protected areas across Scotland on a 10-year cycle. This includes all National Nature Reserves (NNRs). The assessment includes recording negative impacts on these natural features, which includes ‘recreational’ pressures where they occur.

The published Official Statistics for 2023 ( https://www.nature.scot/doc/proportion-scotlands-protected-sites-favourable-condition-2023 ) indicated that a total of 308 Sites of Special Scientific Interest features are impacted negatively by a ‘recreational’ pressure. 47 of these features were on NNRs. There are 35 reported instances of recreational activities impacting bird features on NNRs and two impacting otters. Overall, 118 instances of negative recreational impact on birds occur on Sites of Special Scientific Interest, and four in relation to otters. Recreational disturbance is the fourth most common negative pressure recorded on protected areas after invasive species, over-grazing and water-management.

Where there are potentially significant pressures that have been highlighted or suspected, NatureScot may put in place targeted monitoring to assess likely impacts and inform interventions. On NatureScot managed NNRs examples include monitoring access around breeding terns and seal haul-outs on Forvie NNR, bird numbers and incidents of waterborne access at Muir of Dinnet and Loch Leven NNR and breeding success of black-throated divers at Beinn Eighe NNR. This has informed the development of Local Access Guidance for these sites to manage pressures, for instance by restricting access to certain areas/zones at the most sensitive periods. At present, no specific access measures are considered necessary for otters.

The effectiveness of these measures are reviewed each year with changes made as required in accordance with the recently revised guidance prepared by the National Access Forum on “Managing public access in areas of wildlife sensitivity in Scotland” : https://www.outdooraccess-scotland.scot/doc/guidance-managing-public-access-areas-wildlife-sensitivity-scotland .

This proposal is contained within the current public consultation Delivering net zero for Scotland's buildings - Heat in Buildings Bill: consultation - gov.scot (www.gov.scot) . This draft impact assessment and a range of other relevant impact assessments will be developed and then finalised based on the outcome of the consultation. Further development of proposals will then occur and will be the subject of detailed final impact assessments.

The First National Assessment of Potential Heat Network Zones (2022) found that up to 340,000 homes may be located in areas suitable for heat networks in future. Local authorities finalising their Local Heat and Energy Efficiency Strategies (LHEES), which will identify heat network opportunities across Scotland.

Our Heat in Buildings Supply Chains Delivery Plan sets out practical steps that we will take to support the growth of the green heat sector. We continue to work in partnership with the sector to ensure that the appropriate support and training provision are aligned at a local level with business needs and future local demands.

The figures quoted in these questions are both correct. The first figure of sites sampled from 2013-14 to 2019-20 is from a published assessment, and the second figure is from the number of sites visited within the raw data that has been published to date (2013-14 to 2021-22).

The Scottish Government microplastics monitoring programme began in the winter of 2013, and has undertaken annual surveys since that time. The sample sites are distributed throughout the 11 Scottish Marine Regions and the Offshore Marine Regions. Not all Regions were sampled in every year and the number of sampling sites visited also varied between years.

In reference to question S6W-23231, the microplastics in surface water assessment in Scotland’s Marine Assessment 2020 used data from 2013-14 to 2019-20. The raw data from the monitoring programme is publicly available but not all of this data is yet included in published assessments. In reference to question S6W-23887, the number of sites sampled up to and including 2021-22 is 479. Data for 2022-23, and the current sampling year of 2023-24 have not yet been published. Once raw data has been collected it needs to undergo quality control and processing before it can be used and published. The 2022-23 data is currently undergoing this process. The 2023-24 data collection season has not yet concluded, and the processing will commence when the data for the whole year is complete.
