To ask the Scottish Government what action it is taking to progress towards the World Health Organization (WHO) target to eliminate cervical cancer by 2030.

I can today announce that the Scottish Government will establish an Expert Group to lead on scoping work to consider and provide recommendations on how Scotland will work towards reaching the targets set by the World Health Organisation (WHO) to eliminate Cervical Cancer.

The WHO advises that to eliminate Cervical Cancer, all countries must reach and maintain an incidence rate of below four per 100 000 women. Achieving that goal rests on three key pillars and their corresponding targets:

vaccination: 90% of girls fully vaccinated with the HPV vaccine by the age of 15;
screening: 70% of women screened using a high-performance test by the age of 35, and again by the age of 45;
treatment: 90% of women with pre-cancer treated and 90% of women with invasive cancer managed.

Each country should meet the 90–70–90 targets by 2030 to get on the path to eliminate cervical cancer within the next century.

Scotland has already observed many successes in tackling Cervical Cancer and is close to, or has met many of the targets to work towards achieving elimination status.

The Expert Group, due to meet soon will comprise Scottish Government policy officials, clinicians, Public Health Scotland (PHS), National Services Division, Third Sector organisations such as Jo’s Trust.

We will progress work with key stakeholders and develop actions to address inequalities to ensure that the work to meet the targets does not only focus on overall population levels, but addresses the inequalities gap.

Once the Expert Group have considered and provided their recommendations on when Scotland is likely to meet the WHO targets, I will provide a further update to Parliament.

To ask the Scottish Government what steps it is taking to support renewables manufacturing that is not within sites designated as Greenports.

Our commitment of up to £500 million strategic investment over the next five years, with investment of £67 million in the next financial year, will allow the Scottish Government to capitalise on offshore wind supply chain opportunities across the country.

This commercial and grant investment will help stimulate and support private investment in the infrastructure and manufacturing facilities critical to the growth of our world-leading offshore wind sector, underlining our absolute determination to truly maximise the economic opportunities and benefits from our offshore wind potential.

The Scottish Government continues to work closely with the UK Government on the planned delivery for their Advanced Manufacturing Plan which outlines £960 million for a Green Industries Growth Accelerator focused on expanding manufacturing capacity across the country.

Our National Strategy for Economic Transformation (NSET) also sets out our ambition for Scotland to continue to take global leadership in the design, development and operationalisation within the renewables sector.

Our Making Scotland’s Future (MSF) programme helps ensure a coherent and focused approach to the provision of support to the manufacturing sector.

Centred within the MSF lies the National Manufacturing Institute Scotland which represents investment of £75 million from the Scottish Government and its agencies to which drives an industry-led research and development group with the mission to make Scotland a global leader in advanced, sustainable manufacturing.

To ask the Scottish Government what improvements have been made to fish health and mortality monitoring in the salmon farming industry since January 2018.

In 2019 the Scottish Government strengthened its regulation of sea lice on fish farms by reducing the levels of sea lice per fish at which the Fish Health Inspectorate (FHI) increases monitoring of sea lice on a farm, or takes enforcement action. The Fish Farming Businesses (Reporting) (Scotland) Order 2020 introduced, for the first time, mandatory obligations on production businesses to report average sea lice numbers per fish on a weekly basis. This better supports the Fish Health Inspectorate’s assessment of whether satisfactory measures for the prevention, control or reduction of sea lice are in place. The data is published one week in arrears to promote transparency.

Mortality reporting was introduced in 2015 and I refer the member to the answer to question S6W-24419 on 22 January 2024. From 2020 the FHI have altered their operational practice in relation to risk based surveillance and fish farm inspections, whereby inspectors will review documentation remotely in advance of onsite inspections, enabling inspectors to spend more time inspecting fish and farm operation.

To ask the Scottish Government whether it will support the principles of the Welfare of Dogs (Scotland) Bill to introduce a code of practice specifically aimed at prospective owners of dogs, which would place various duties on them to increase responsible ownership by educating and requiring them to sign a certificate that they and the breeder have understood and complied with the code.

To ask the Scottish Government, further to the answer to question S6W-23874 by Jenny Gilruth on 8 January 2024, whether it plans to uprate, by inflation in future years, the ringfenced funding that it provides to local authorities annually for the provision of additional support assistants.

As outlined in my previous answer, the Scottish Government has continued to invest an additional £15m per year since 2019-20 to help local authorities respond to the individual needs of children and young people. This investment is monitored via information collected through the annual school staff census. The latest figures show that this funding has helped contribute to the highest recorded number of support staff in schools, 16,606 in 2022.

We are also providing local authorities with £145.5m in this year's budget to protect teacher numbers and support staff.

Any financial decisions regarding these investments are subject to future budgetary processes.

To ask the Scottish Government, further to the answer to question S6W-19193 by Siobhian Brown on 27 June 2023, regarding the Hate Crime and Public Order (Scotland) Act 2021, when it plans to introduce the relevant commencement regulations.

The Scottish Government continues to work closely with justice partners for the effective implementation of the Hate Crime and Public Order (Scotland) Act 2021 (‘the Act') and to ensure a 1 April 2024 commencement date. This is to provide enough time to allow justice partners to complete a number of key IT change programmes and for the delivery of a robust package of training and guidance for police officers prior to commencement.

In November 2023, we published the Hate Crime Strategy Delivery Plan which sets out our immediate actions to implement Scotland’s Hate Crime Strategy. Activity includes improved support for victims, improving data and evidence on hate crime and developing effective approaches to preventing hate crime and promoting community cohesion. It will also support the implementation of the Act.
