Information on the proportion of P1, P4, P7 and S3 children achieving the expected Curriculum for Excellence (CfE) Levels in literacy and numeracy is available from 2016-17 from Table 1 of the Achievement of Curriculum for Excellence Levels (ACEL) publication which can be found on the Scottish Government website: www.gov.scot/publications/achievement-curriculum-excellence-cfe-levels-2021-22/

Between 2011 and 2016 the Scottish Survey of Literacy and Numeracy (SSLN) was used to monitor national performance of school children at P4, P7 and S2 in literacy and numeracy in alternate years. The SSLN provided information on reading, writing and listening & talking individually but not for literacy as a whole. Reading, Writing and Listening & Talking data for 2014 and 2016 can be found in table 1 and Numeracy data for 2013 and 2015 is in table 2.

The data collected via the SSLN differed from that collected via ACEL. The SSLN reported on the proportion of pupils "performing well or very well" at the relevant CfE level. Data was collected through a sample survey rather than for all pupils and was based on the results of assessments completed by participating students as opposed to being based on teacher professional judgements, as is the case for ACEL. As a result SSLN results are not directly comparable with ACEL results.

Although the Scottish Funding Council (SFC) collates data on students who declare a Mental Health condition, neither it or the Scottish Government gather information on the number of students accessing mental health services in colleges and universities.

The Scottish Budget provides additional funding of £730 million for frontline NHS Boards in 2023-24 and continues to ensure that no Board is further than 0.6% from its target funding allocation.

In 2023-24, NHS Grampian will receive additional investment of £57.7 million, and this will take the Board’s overall funding in excess of £1.1 billion for the fourth consecutive year. Since 2015-16, NHS Grampian has received additional funding of £56.2 million specifically to support the Board's movement towards NRAC parity.

Over the last three years (2021-24), £51 million has been provided through the Communities Mental Health and Wellbeing Fund for adults. The following amounts have been provided in each year:

• 2021-22 (Year 1) – £21 million.
• 2022-23 (Year 2) – £15 million.
• 2023-24 (Year 3) – £15 million.

This is in addition to the £45 million allocated to local authorities since 2021 to provide community-based mental health and wellbeing support for children, young people and their families.

Future funding will be subject to the annual budget process and approval by the Scottish Parliament.

The Abortion Services (Safe Access Zones) (Scotland) Bill was introduced to Parliament on 5 October 2023 by Ms Gillian Mackay MSP. The Scottish Government has been working with Ms Mackay to draft and develop the Bill for the past 12 months, and I would like to congratulate her on reaching this important milestone.

The latest data available on admissions and length of stay for people in Mental Health Hospitals is collected as part of the Mental Health & Learning Disability Inpatient Census and Out of Scotland NHS Placements Census, 2022.

At the census point 11th April 2022, 166 adults with a diagnosis of a learning disability were inpatient within an NHS Scotland hospital. In addition, there were fewer than 5 patient(s) under 18. There were a further 33 adults with a diagnosis of a learning disability inpatient outwith an NHS Scotland hospital. These individuals also may or may not have a co-occurring autism diagnosis.

Data on the numbers of people with a diagnosis of a learning disability who have been admitted to hospital for treatment following offending is not collected.

There were 44 patients with a diagnosis of a learning disability who have been in an NHS Scotland hospital more than a decade, with an average length of stay of 19 years and 2 months. There are a further 8 patients with a learning disability who have been treated outwith NHS Scotland for more than a decade with an average length of stay of 19 years and 5 months. These individuals also may or may not have a co-occurring autism diagnosis.

The latest publication of the Mental Welfare Commissions Mental Health Act Monitoring Report covers the period 2021-22 and provides some information on compulsory treatment under criminal proceedings and you may wish to ask if they have further information.

The Scottish Government has regular meetings with both College Employers Scotland and the representative campus trade unions, where a number of broad workforce issues are discussed.

Given there is no timeframe set out in your question, I have provided a note of all meetings for the 2023 calendar year where pay and industrial relations within the sector was discussed since I have taken up office as Minister for Higher Education and Further Education.

The Scottish Government recognises that a diverse and successful ports and shipping sector contributes significantly to the national, regional and local economies in which they operate. Ports and harbours are crucial gateways to Scotland and Scottish Ministers continue to support a market-driven approach to ports policy, and recognise the contributions of port and shipping operators to the economy of Scotland.

The Green Freeports model in Scotland has been carefully designed by Scottish and UK Government Ministers to build on the existing strengths of local areas, minimise displacement of local economic activity, and create new opportunities for disadvantaged areas within Scotland.

To track the impact of the Scottish Green Freeports against these aims, we are developing a monitoring and evaluation framework in partnership with the UK Government and a consortium of external evaluation experts. This framework will also monitor and evaluate the impacts of the wider English and Welsh Freeports within the context of the UK. Once the framework has been established fully, Scottish Government and UK Government will publish findings from data collected.

In the meantime, we will continue to work closely with the Scottish ports sector and trade associations going forward, to understand any issues affecting the sector, including – where relevant – any concerns around the impact of Green Freeports or Freeports.

Scottish Ministers accept that the documentation published to date falls short of the requirements of Section 94A of the Climate Change (Scotland) Act 2009. Scottish Ministers are committed to complying fully with these requirements and are engaging with Environmental Standards Scotland on this matter through the informal resolution process. To this end, the Scottish Ministers intend to publish an assessment of the extent to which investment in accordance with the Infrastructure Investment Plan is expected to contribute to the meeting of the emissions reduction targets in Part 1 of the 2009 Act. In the context of the informal resolution process, it is the Scottish Ministers’ intention to share with ESS the proposed assessment prior to publication. This will be done as soon as possible and before the end of the calendar year, with publication anticipated in early course thereafter.
