To ask the Scottish Government whether it will consider reviewing the definition of the statutory walking distance to school, which is currently defined by section 42(4) of the Education (Scotland) Act 1980 as being two miles for children aged under eight, and three miles for children aged eight or over, with a view to creating a two-mile limit for all age groups.
Answer
The statutory minimum walking distances set out in legislation are a long-standing feature of our education system and there are no plans to change them. The Scottish Government published guidance for local authorities regarding home to school transport in 2021. The provision of home to school transport is responsibility of local authorities and decisions about changes to eligibility for free school transport are for local authorities to make, subject to the applicable statutory requirements.

To ask the Scottish Government what steps it is taking to ensure that there will be no further delay to the replacement for University Hospital Monklands.
Answer
The UK Government did not inflation-proof its capital budget which has resulted in nearly a 10% real-terms cut in the Scottish Government’s capital funding over the medium-term between 2023-24 and 2027-28.
The result of this cut is that new health capital projects have currently been paused. Our emphasis for the immediate future will be on addressing backlog maintenance and essential equipment replacement. However we are in active discussions with NHS Lanarkshire on the impact of this budget settlement on the proposal to replace University Hospital Monklands.

To ask the Scottish Government how the bathing water site designation process will be revised.
Answer
Scotland now has the highest number of designated Bathing Water sites ever, with the vast majority classified as good or excellent and 98% overall achieving the bathing water quality standards. Under the Bathing Water (Scotland) Regulations 2008, Scottish Ministers are required to designate an area of surface water (coastal or inland) as a bathing water where they expect a large number of people to bathe, having regard to past trends and infrastructure and facilities provided, or other measures taken to promote bathing.
The Scottish Government is not currently planning on revising the bathing water site designation process and continues to work with Environmental Standards Scotland in line with the Summary Report on Designation of Bathing Water Sites published by Environmental Standards Scotland published on 4 December 2023.

To ask the Scottish Government how many oil and gas workers have been on reskilling courses supported by the Scottish Government in each financial year from 2020-21 to date.
Answer
The Scottish Government does not hold or compile figures relating to the occupations of people who have taken up reskilling courses provided through programmes receiving our funding support.
Examples of such supported programmes, which have provided reskilling to a range of workers over recent years, include the National Energy Skills Accelerator's Pilot Energy Skills Project and the Offshore Recertification training scheme delivered by the Energy Transition Zone as part of a local and regional partnership for the North East Economic Recovery and Skills Fund.

To ask the Scottish Government whether it is aware of any products currently manufactured in Scotland that are exported to Israel and subject to open general export licences (OGELs) issued by the Export Control Joint Unit (ECJU), which is part of the UK Government Department for Business and Trade.
Answer
Open general export licences (OGELs) are reserved to the UK Government. The Scottish Government does not hold data or information on OGELs.
In a wider context, the First Minister has recently asked the Prime Minister for a ban on licencing of arms exports from the UK to Israel, which would also extend to any relevant products currently manufactured in Scotland.
The UK Government publishes statistics on strategic export licences at: Strategic export controls: licensing data annual reports - GOV.UK (www.gov.uk) However, these data sets do not identify where the licenced items are produced.
