We are committed to engaging with stakeholders to help inform the specification of the Single Building Assessment (SBA).

As part of this we established a Technical sub group, the SBA Task and Finish Group, which has met over the period November 2023 – March 2024 and has included developers, technical experts, building standards officials and fire engineers.

Additionally, we have contracted with external consultant fire engineers, The Joule Group, who have been reviewing from an independent perspective the use of PAS 9980 as the basis for the SBA within the Scottish Context.

Table 1 presents the estimated gross savings to ratepayers, after General Revaluation Transitional Relief is applied, for properties with a rateable value of up to and including £51,000, resulting from the Scottish Government freezing the Basic Property Rate at 49.8p in 2024-2025, compared to uprating in line with September 2023’s measure of CPI, which would have resulted in a Basic Property Rate of 53.1p. The figures are not adjusted for any other relief. This is broken down by property class, as the Scottish Government does not hold property-level data on industry sectors. Property class is a classification used by Scottish Assessors to describe the type of property, and does not necessarily accurately reflect the use of a property.

This table is based on the valuation roll as at 30 March 2023, 1 April 2023, and 1 January 2024.

As set out in our Hydrogen Action Plan, hydrogen in the transport sector could act as a complementary energy source alongside electrification, providing an option to parts of the transport sector such as parts of the rail network, when full electrification is challenging.

Transport Scotland has encouraged the use of hydrogen-powered trains in Scotland by continuing to engage with train fleet owners on the subject, with sector working groups developing the understanding of the safe and economically viable means to deploy hydrogen trains, and with other parts of Scottish Government and agencies including Scottish Enterprise, in developing understanding of potential demand and possible transition scenarios.

This is a matter for NHS Boards. The information requested is not held centrally by the Scottish Government.

The Scottish Government has not made a referral to the Subsidy Advice Unit at the Competition and Markets Authority. Any future proposal for Air Departure Tax or a proposal relating to the Highlands and Islands exemption will be assessed for compliance with the Subsidy Control Act and will be referred to the Subsidy Advice Unit if they meet the mandatory referral requirements of a Subsidy of Particular Interest .

Scottish Government officials are due to hold further discussions in the coming weeks with the UK Government Department for Environment, Food and Rural Affairs (DEFRA) to establish their current position with regards to microchip databases, and plans to progress work in this area.

On 11 August 2023, Ministers launched the Wild Bird HPAI Response Plan that sets out how the Scottish Government and its partners will respond to any further outbreaks of HPAI in wild birds in Scotland, and this plan remains a live one, with the aim of incorporating evolving science and advice from epidemiologists, virologists and wildlife experts.

Instances of highly pathogenic avian influenza (HPAI) H5N1 amongst captive birds and wild birds have reduced significantly in Scotland. Since the beginning of the current HPAI outbreak season on 1 October 2023, there have two infected premises in Scotland (both in November 2023) and seven positive findings of the virus in wild birds (with only one finding in 2024).

However, we are aware of the virus continuing to circulate in other parts of Great Britain and Europe, and the risk level for the virus associated with wild birds remains at medium across Great Britain, whereas it is low for kept birds. The Scottish Government continues to promote best practice biosecurity measures to all involved in the game industry, through various forms of media, including regular biosecurity and industry stakeholder meetings.

There are 20 ScotWind projects with seabed option agreements. The first 17 successful projects were announced by Crown Estate Scotland in April 2022. These were joined in October 2022 by three further projects, granted agreements through the Clearing process. To date, one ScotWind project, N1 - West of Orkney Wind Farm, has submitted an application for consent under section 36 of the Electricity Act 1989 and associated marine licences under section 20 of the Marine (Scotland) Act 2010 and section 65 of the Marine and Coastal Access Act 2009. All other ScotWind projects are at the pre-application stage, with 6 environmental impact assessment scoping opinions issued by Scottish Ministers to date.

Crown Estate Scotland currently expects to see rental income of £4Million per Gigawatt per annum, based on 2024 prices. Rent is indexed against the Consumer Prices Index so this figure could change. The rent will go to Crown Estate Scotland once projects are operational. While it is too early to know when that will happen, it is generally 10 years from option award. The nature of project development means Crown Estate Scotland cannot be certain at this time what total capacity will ultimately get built.
