The majority of data held by PHS on Olaparib (Lynparza®) is on the quantity issued within hospital settings rather than on the number of prescriptions, only a very small number of prescriptions for Olaparib (Lynparza®) are held within their primary care prescribing dataset.

The budget of £9m for 2024-25 has been set on the basis of up to 1,000 disabled people receiving awards of up to £330 per week. The budget takes account of awards for new recipients phasing in over the course of the year, and makes allowance for the additional operational costs to Independent Living Fund Scotland for processing and assessing applications and supporting new recipients.

The Independent Living Fund reopened to new applications at the start of April 2024. Following a period of systems and process testing with initial applications, ILF Scotland expect to open to online applications by late April. ILF Scotland expect to start making their first payments to new recipients from May.

The Scottish Government laid legislation seeking the agreement of the Scottish Parliament to continue Minimum Unit Pricing (MUP), and set the price per unit at 65 pence on 19 February 2024. Members of the Health, Social Care and Sport Committee voted to approve those orders on 26 March 2024 and I am pleased that there is cross party support for this policy.

The Scottish Government undertook an awareness raising campaign in 2018 before the original implementation of MUP, and we will take learning from that approach.

We are currently considering different options regarding public information campaigns and direct communications with businesses around the proposed changes to the minimum unit price of alcohol. These will be finalised after the sunset clause vote by the Scottish Parliament, which must take place before 30 April 2024.

We expect children and young people who need inpatient mental health care to be looked after in age-appropriate facilities. Following recommendations from the Mental Welfare Commission, the Scottish Government commissioned a national review of existing provision for young people under 18 years who had needs and risks that required intensive psychiatric care. This review published its findings in June 2021 and recommended purpose-built regional units adjacent to existing inpatient services.

Since then, the Scottish Government has provided funding to NHS Boards to support the development of regional Intensive Psychiatric Care Units for young people. Work is currently ongoing to support NHS Boards to establish these facilities, including engagement with regional planning and recruitment to develop this work.

In addition, in June 2020, the Scottish Government published a protocol for admissions of young people to adult wards, in response to action 19 of the Mental Health Strategy 2017-27. This protocol is a best practice guidance to aid implementation of Section 23 of the Mental Health (Care & Treatment) (Scotland) Act 2003 which places a duty on health boards to provide sufficient services and accommodation to meet the needs of young people under 18 when they are admitted to hospital for treatment of a mental disorder.

To support general practice services, we have significantly expanded the primary care multi-disciplinary team workforce, with over 4,700 staff working in services including physiotherapy, pharmacy and phlebotomy at March 2023.

We are supporting development of these teams through an annual investment of £190 million in the Primary Care Improvement Fund which is distributed on an NRAC basis.

While we have made significant progress, we know that implementation gaps remain. That is why we have introduced the Phased Investment Programme, working with a small number of areas to demonstrate what a model multidisciplinary team can look like in practice. This programme will strengthen the evidence base on the national context for the implementation of multidisciplinary teams and inform future long term Scottish Government investment.

In addition, we have submitted our annual evidence to the DDRB for its recommendations on a pay uplift for GPs and will consider them carefully.

Children and young people are only admitted to an inpatient unit for assessment and treatment when there is a clear clinical need and rationale. This would not be inappropriate within the context of current practice, and only becomes inappropriate at the point of becoming a delayed discharge.

Data on the number of delayed discharges for children and young people with learning disabilities is not held centrally. The current work referred to is directed at people aged 18 and above.

Our Autism, Learning Disabilities and Neurodivergence Bill is currently out for consultation within which are proposals on legislative options for Dynamic Support Registers.

The Scottish Government will introduce legislation to implement the recommendations of the Working Group on Misogyny and the Criminal Law later this year, informed by responses to last year's consultation on draft legislative provisions to give effect to those recommendations.

The following five grant schemes listed will have Fair Work conditionality added to the existing grant conditions

• Agri – Environment Climate Scheme (AECS),

• Crofting Agricultural Grants Scheme (CAGS),

• Food Processing, Marketing and Co-operation (FPMC),

• Forestry Grant Scheme (FGS), and

• Sustainable Agriculture Capital Grant Scheme (SACGS).

For CAGS and FGS Fair Work Conditionality will apply from 1 April 2024, for the three other schemes Fair Work Conditionality will be applied from the opening of the next application window for each scheme.

Fair Work conditionality applies to all employees irrespective of contractual length who are working on activity that relies on one of the grants listed above.
