The Scottish Government welcomes His Majesty’s Inspectorate of Constabulary for Scotland (HMICS) highlighting the issue of journey-cam footage in its recent report, the thematic inspection of road policing in Scotland.

The Digital Evidence Sharing Capability (DESC) Programme, which is rolling out nationally, will help to enable the ability of a member of the public to submit digital evidence including CCTV, mobile device and computer footage as part of an investigation following a report to the police.

DESC represents an investment by the Scottish Government of £33 million over 10 years, and will deliver significant savings of time and cost in the way that evidence is managed and used.

How Police Scotland use and process the evidence submitted is a matter for the Chief Constable, but I fully expect swifter access to justice and the faster resolution of cases to result from the rollout which will take place across 2025.

The additional mobile endoscopy units have supported patients to be clinically prioritised for endoscopy, ensuring that a range of conditions, including Inflammatory Bowel Disease, are diagnosed and managed timeously.

To provide further support for timeous diagnosis, the Scottish Government commissioned Centre for Sustainable Delivery (CfSD) will shortly publish a newly developed Inflammatory Bowel Disease pathway to support earlier identification and management of the disease.

This is all part of our programme to drive up productivity and tackle waiting lists, supported by the CfSD. Together, our actions will further enable NHS Scotland to maximise capacity, build greater resilience, reduce variation and deliver reductions in the number of patients who have waited too long for diagnosis and treatment.

The total invested to 9th November 2024 (Railway Period 8 – 2024) on projects to reduce journey times between Aberdeen and the Central Belt is £23.1m. Of this figure, £16.3m has been spent on the Aberdeen – Central Belt Service Improvement project, and £6.8m has been spent on the project to improve rail line speeds in the Barnhill area between Perth and Dundee. The investment at Barnhill remodelled a junction between the Tay Viaduct at Perth and Barnhill to increase line speeds over it from 20mph to 50mph. It is a direct enabler for the plan to reduce rail journey times between the Central Belt and the North-East, improving connectivity and enhancing capacity for both passenger and freight trains on the route.

The total cost, to date of chartering the MV Alfred amounts to £21.4m broken down as follows: April 2023 - February 2024 totalled £9.1m and March 2024 – March 2025 amounts to £12.3m.

The cost includes the charter of the vessel but also variable elements around fuel, harbour dues and other costs that are dependent on the actual deployment of the vessel. Furthermore, the time on charter will be adjusted accordingly, to account for any period the vessel is out of service, and therefore not available

The Scottish Government has maintained its commitment to No Compulsory Redundancy since 2007 and there is no change to the commitment set out in the multi-year 2024-25 Public Sector pay Policy published on 30 May 2024.

The 2025-26 Draft Budget has also set out a 10-year programme of Public Service Reform to Parliament, with a strong focus on the data, levers and workforce that will drive efficiency. To enable this work, we will deliver an Invest to Save fund in 2025-26, backed by up to £30 million of funding recognising the need to catalyse efficiency, effectiveness and productivity projects as part of the PSR programme.

The Scottish Industrial Energy Transformation Fund (SIETF) has offered: £3.1 million during 2021; £6.8 million during 2022; and £7.5 million across 2023 and 2024 combined.

Many projects are implemented in the subsequent year, or years. Therefore, the funding spent per financial year (FY) has been: £2 million in FY 2022-23; £5 million in FY 2023-24; and a forecast of £9 million in FY 2024-25.

I welcome the recent Thematic inspection of road policing in Scotland report by His Majesty’s Inspectorate of Constabulary for Scotland. The recommendations contained within the report are for Police Scotland to consider and respond, and how they do so is a matter for the Chief Constable.

I note Police Scotland’s statement on the report which highlights that the Service is already taking steps to address the issues raised, including the identification and implementation of a sustainable model for road policing. The Chief Constable has been clear policing must evolve to meet demand, with a focus on enabling frontline officers and staff to deliver for communities.

The Greening Scheme was introduced in 2015 with the intent to improve the environmental performance of farming. The Scheme delivers thirty per cent of Scotland’s Direct Payment budget as a top up to the Basic Payment Scheme (BPS). Farmers and crofters must comply with the Greening requirements to receive their BPS and Greening payments. For those that meet the eligibility requirements this also includes carrying out Ecological Focus areas (EFA’s) that are beneficial for the climate, environment and biodiversity.

Several of the EFA options encourage land stability and prohibit the use of artificial fertilisers/ chemicals, which create benefits for restoration of natural processes but there is no direct funding link that can be quantified for the “restoration of natural Processes”.
