The Office for National Statistics (ONS) produces Claimant Count estimates at Local Authority and Ward level, and model-based unemployment at Local Authority level based on the Annual Population Survey and Claimant Count.

The claimant count rate for Dundee City local authority and 2021 electoral wards within Dundee City are shown in Table 1 for June 2021 to June 2024.

The model based unemployment rate for Dundee City local authority are shown in Table 2 for July 2021 to June 2022 through to July 2023 to June 2024. The ONS model based estimates of unemployment are the official source for unemployment rates by local authority. Unemployment rates by electoral ward are not available from this source.

ScotRail will partner with Clarus in a project taken forward on behalf of Scottish Government digital, Scottish Futures Trust, Highlands and Islands Enterprise, which will use ScotRail trains to test satellite connectivity in rural areas where existing 4/5G mobile connectivity is poor or does not exist. The trial will last 6 months and, amongst other benefits, offers an opportunity to provide reliable connection to passengers where digital gaps currently exist.

Separately from that, ScotRail currently utilises Starlink to fill in any gaps where internet connection is not strong enough to support its day to day activities, including maintaining safety and security. This is an operational matter for ScotRail.

The level of information requested in relation to participation in PE is not held centrally. The draft 2025-26 Budget, which is subject to Parliamentary approval, provides indicative funding for a Bus Infrastructure Fund. Work is underway to assess allocations and this will be dependent on business cases, assessments of value for money/impact of spending and deliverability.

Any further ongoing funding for future years will be considered as part of the annual budget setting processes and prioritisation exercises.

The Scottish Government recognises the important role that grandparents have in many families bringing up children, particularly following parental separation.

When the Children (Scotland) Bill (now the Children (Scotland) Act 2020 (the 2020 Act)) was introduced, the Scottish Government considered whether to include a presumption or right for grandchildren to have contact with their grandparents.

However, no such provision was included.A presumption in favour of a particular group of adults could cut across the driving principle of the legislation that the welfare of the child must be the paramount consideration in any contact or residence case.

We have no plans to change the law in this area at the present time.It remains possible for any person with an interest in a child, including a grandparent, to apply to the court to seek an order under section 11 of the Children (Scotland) Act 1995 (the 1995 Act), which is the key provision in relation to contact and residence.

Section 16 of the 2020 Act sets out additional factors that the court must consider when deciding whether or not to make an order under section 11 of the 1995 Act.It provides that the court must consider the effect the order might have on the child’s important relationships with other people.This could include the child’s grandparents. Section 16 is not yet in force but the Scottish Government will consider in 2025 which further sections of the 2020 Act could be commenced.

The Scottish Government has produced the Charter for Grandchildren as part of the Your Parenting Plan. The Charter sets out that grandchildren can expect to maintain contact with their wider family except in very exceptional circumstances.

Work to scope out what the fund will deliver and how it will be managed is underway. Transport Scotland is engaging with key stakeholders on this and will confirm details in due course. However, the fund will look to build on the work undertaken through both the Bus Partnership Fund and Community Bus Fund with renewed focus on bus priority infrastructure to help address the negative impacts of congestion on bus services, and support local public transport improvements.

The awards made through the Bus Partnership Fund to date were the first step towards delivering long term investment in bus priority infrastructure, beyond the course of the parliament. To date £20.5 million has been spent through the Bus Partnership and with a Bus Infrastructure Fund announced for 2025-26 this will enable the delivery of further bus priority and other supporting measures.

We have allocated over £66 million of funding to Sustrans this financial year. This includes funding and support to Local Authorities and others to deliver infrastructure to help people walk, wheel or cycle, as well as support to upgrade and expand the National Cycle Network throughout Scotland. This is delivered by Sustrans’ Scotland based staff from their office in Edinburgh.

As part of our transformation of active travel delivery, the funding of the main Transport Scotland infrastructure programme, Places for Everyone, managed by Sustrans, winds down to December 2025.

The new Active Travel Infrastructure Fund which will see Transport Scotland directly award funding to Local Authorities, Regional Transport Partnerships and National Park Authorities.

The Scottish Government is committed to ensuring all children and young people receive high quality relationships, sexual health and parenthood (RSHP) education, which is an integral part of the health and wellbeing area of the curriculum. The curriculum is not statutory and it is for schools to decide the development and implementation of the curriculum within the overall framework. The Scottish Government expects children and young people to gain knowledge appropriate to their age and stage of education.

Education Scotland has produced Experiences and Outcomes | Curriculum for Excellence documents | Curriculum for Excellence | Education Scotland on RSHP education to provide a set of clear and concise statements about pupil’s learning and progression. This includes specific learning outcomes on respect, boundaries, which behaviours are right and wrong, what constitutes a healthy relationship. They also include learning outcomes on consent, gender stereotypes, power dynamics in relationships and where to access support if required.

To support learning and teaching of these experiences and outcomes, RSHP lesson plans are available, from Education Scotland's website, that include learning at first level (P2-P4), encouraging children to be whatever person they want to be, free from stereotypes and gender biased expectations. At second level (P5-P7), on a fair and equal life for boys and girls; on consent, where children learn abuse is wrong; and, on protecting me and abuse and relationships. And at third/fourth level (S1-S3), on sexual harassment as well as an activity on equalities and feminism.

The Scottish Government is revising the statutory teaching guidance on RSHP education following recommendations that the guidance should be updated to include, for example, appropriate guidance to ensure that consent education is age and stage appropriate and reflects the issues that are facing children and young people, especially from online influences.

The Scottish Government has also published a resource for professionals to help them support young people aged 11-18 in their understanding of healthy relationships and consent. The Healthy relationships and consent: key messages for young people - gov.scot sets out that relationships should be mutually respectful, consensual, positive, healthy and enjoyable.
