A public consultation on the UK Dolphin and Porpoise Conservation Strategy took place in 2021 and we are working on amendments to the strategy, in partnership with the other UK administrations and the working group, ahead of implementation in early 2025.

These amendments include the addition of a number of species of whale and dolphin that are regularly sighted in UK waters and updates to the evidence base and the areas identified where further action can be taken. In the meantime, the Scottish Government continues to take action to improve the conservation of UK cetaceans.

We recognise that bycatch and entanglement in fishing gear can pose a risk to our iconic marine life and remain committed to tackling this issue in our waters.

We are working in partnership with the UK Government and other administrations on implementing the bycatch mitigation initiative.

Through the Future Catching Policy, Scottish Ministers will be delivering on their obligations to minimise and, where possible, eliminate bycatch of sensitive species as part of wider efforts to ensure the sustainability of our fishing fleet.

As our first priority, we will take firm measures to increase selectivity by introducing additional technical measures to reduce unwanted catch and bycatch of sensitive marine species, working with stakeholders to explore and deliver solutions.

Putting in place the remaining fisheries management measures remains a top government priority. We want to achieve this as soon as possible, however developing the evidence based and effective fisheries management measures for over 180 sites is a complex and challenging process.

We are not actively considering the establishment of a non-departmental public body and there are no plans to consider this prior to publishing the Programme for Government. A Scottish Government public consultation has been published today on a proposal to change the release process for long-term prisoners. This is further to my statement to Parliament of 16 May 2024 about actions required to address the rising prison population.

The consultation seeks views on amending the point at which most long-term prisoners are released under supervision in the community ahead of the end of their sentence. The consultation includes a specific proposal for this point of release to be following two thirds of sentence.

This would mean that the affected prisoners spend less time in custody and more time in the community. In the community, they would be subject to licence conditions, supervision, and recall. Public and victim safety would remain an absolute priority, with specific support and supervision in place reflecting the outcomes of individualised risk assessment.

In addition to helping reduce the pressures on the prison estate, this proposal is also intended to better support the reintegration of long-term prisoners by providing those leaving prison with a more managed return to their communities, with access to the community supports and rehabilitation they need for a longer period of time.

This proposal forms part of a range of measures designed to respond to the rising prison population and responses will inform legislation to be introduced later in 2024.

Recruitment and training of registered mental health professionals is a matter for employers such as NHS boards and Local Authorities. These bodies make informed decisions about recruiting counsellors and psychotherapists or training new mental health practitioners, according to the needs of local service providers and working with relevant professional bodies. The Scottish Government expects employers to apply standards and frameworks which are appropriate to the specialism being recruited for.

In September 2023, we published Mental Health Core Standards , initially applying to adult secondary mental health services. These outline national expectations to boards regarding staffing levels and appropriate skills.

The Scottish Government has always recognised the importance of Scotland’s international connectivity and we are committed to working with all Scotland’s airports to help grow international connectivity.

Our International Strategy, published earlier this year, makes reference to that commitment and our overall ambition is for Scotland to be at least as well connected as peer nations.

Transport Scotland, along with VisitScotland and Scottish Development International, works to help Scotland’s airports grow international connectivity and secure new routes that are essential for inbound tourism, business connectivity and the economy as a whole. This includes work to grow our connectivity to the US and Canada given the importance of these links for business, exports and tourism. That role is a complementary one with each airport competing on their own merits for new routes and capacity.

Representatives from the Scottish Government recently took part in the route development forum Routes Europe 2024, meeting with a number of airlines to discuss future opportunities and promote Scotland as a market that can sustain more direct connectivity. We also have regular engagement with airlines to discuss future opportunities to further develop Scotland’s connectivity to North America. These discussions are commercially sensitive and I am unable to share specific details.

The Scottish Government published the annual Cleaner Air for Scotland 2 progress report on 17 June 2024, providing an update on progress on delivering the actions.

Of the twenty medium term actions, the timeframe for completing three of these actions has been extended beyond 2024. The reasons for this are as follows.

The Scottish Government is committed to ensuring that all people living with kidney disease in Scotland are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

We expect all NHS Boards in Scotland to adhere to current guidelines and follow best practice when providing psychosocial care for people with kidney disease.

Our Mental Health and Wellbeing Strategy published in 2023, sets out a long-term vision, and a set of outcomes, for the mental health and wellbeing of the population.

In September 2023, we published the National Specification for Psychological Therapies and Interventions , and Mental Health Core Standards to ensure effective, equitable, efficient and high-quality person-centred care is delivered consistently across Scotland. The Specification and Standards set out what we expect in terms of care in Psychological Therapies and Adult Secondary Services, including appropriate staffing.

Section 10 notices can be issued to a land occupier by SEPA and local authorities. SEPA advises that it has issued multiple Section 59 notices to 26 individuals between 2005 and 2023 (earlier data is not available due to the cyber attack on SEPA in 2020). It is not possible to identify when a notice has been issued to a land occupier who is also the land owner. Data on Section 10 notices issued by local authorities is not held centrally.
