The Home Energy Scotland (HES) Grant and Loan Scheme is available to homeowners in Scotland and provides a grant, interest free loan or a combination of both to support the installation of energy efficiency measures and clean heating systems.

The scheme provides up to £7,500 of grant funding for heat pumps as well as £7,500 for energy efficiency measures. In addition, the scheme offers optional interest free loan funding of up to £7,500 and a remote rural uplift of £1,500 to supplement both of these grants.

In addition, the HES advice service also acts as the gateway to a number of other Scottish Government funding schemes and provides free, bespoke, impartial advice on energy efficiency, renewable heating and fuel poverty support available. The Scottish government recognises the importance of a UK wide partnership approach to plant health. The establishment of the UK Plant Health Alliance, in collaboration with industry, and publication of a best practice biosecurity standard, the Plant Health Management Standard and associated assurance schemes was an important step to strengthen biosecure procurement. The UKISG is just one of a number of assurance schemes that are in place to help promote responsible sourcing in the plant supply chain.

Under the Scottish Plant Health Strategy 2024 -29 there is a commitment to explore opportunities for biosecure procurement. If and how this can be integrated into Scottish government grant options for woodland creation, including assurance schemes, will be considered as part of work on future grant support for forestry.

Taking a partnership approach, Scottish Government, at both a ministerial and official level, engaged with a broad range of stakeholders during the development of the Addressing Depopulation Action Plan (ADAP). This engagement was led by the-then Minister for Equalities, Migration and Refugees, who was the lead Minister for the development of the ADAP.

The Cabinet Secretary for Rural Affairs, Land Reform and Islands has portfolio responsibility for the Scottish Rural & Islands Youth Parliament (SRIYP), of which the Young Islanders Network are a key member. Ms. Gougeon attended the inaugural SRIYP in November 2023, where delegates worked together to agree a series of priority statements or asks of Scottish Government. These 10 priorities (including housing, transport and skills, education and employment) strongly align with the delivery priorities outlined within the (ADAP).

Ms. Gougeon has met with the SRIYP network twice since November 2023 and remains in close contact with the Network. This includes a parliamentary event in January 2024, where SRIYP delegates were supported to attend with £20k of Scottish Government funding. The group met with relevant Ministers to present their 10 priorities, which were later discussed at a parliamentary debate hosted by Ms. Gougeon and the Deputy First Minister. Following this, an online meeting in November 2024 was hosted, where Ms. Gougeon provided an update to attendees on what action Scottish Government has taken across their 10 priorities.

The Scottish Shape of Training Transition Group undertakes an annual review of medical training establishments (the number of established training places in each specialty) and makes subsequent recommendations to Scottish Ministers around the need to expand in order to meet increased service demand and future anticipated consultant need. This annual review process has led to year on year increases in additional training places being created across multiple different specialties since 2014, including 47 new specialty training places that will be created in 2025.

The Scottish Government is fully committed to the decarbonisation of its vehicle fleet. To support this, a replacement strategy has been in operation since 2015 to replace end of life vehicles with zero or ultra-low emissions vehicles where possible.

Registers of Scotland is a non-Ministerial Public Body answerable to the Scottish Parliament.

The work of the Registers of Scotland is demand led, depending on the volume of activity in the housing market. RoS is continuously working to improve its efficiency and thereby keep its running costs as low as possible. The costs of running RoS are largely covered by the fees charged for its services, and that is expected to remain the position.

The Scottish Government is committed to working collaboratively with other governments where it can accelerate progress towards Scotland’s economic and net zero targets. On 20 October 2024, the UK, Scottish and Welsh governments jointly commissioned the National Energy System Operator (NESO) to produce a Strategic Spatial Energy Plan (SSEP) for the energy system, land and sea, across Great Britain (GB).

NESO has since consulted on a draft methodology for the SSEP, which closed on 17 January 2025. As co-commissioners of the SSEP, the Scottish Government welcomes the consultation and continued engagement with stakeholders on the plan as it develops. Key to the plan’s success will be ensuring that developer and investor confidence is maintained throughout.

The Scottish Government and its officials will continue to work closely with NESO, the UK and Welsh Governments on the plan as it develops, to ensure that it considers devolved powers and ambitions, delivers real benefits for the people and communities of Scotland and supports our ongoing efforts for a just transition.
