OpenSignal and Which? Report on the Digital Divide

That the Parliament notes with concern the findings of a report, State of Mobile Networks: UK, which has been published by OpenSignal and the consumers rights organisation, Which?; understands that the report suggests that mobile phone users in Scotland can only access a 4G signal 50.4% of the time and have average download speeds of 21.1Mbps, placing the country eighth out of 12 UK areas reviewed; understands that London topped the 4G list with 69.7% accessibility and that, at 23.3Mbps, Northern Ireland had the quickest download speed; believes that access to good, reliable coverage is increasingly an essential part of everyday life and that the lack of such service has consequences, not least in terms of the ability to attract people to live, work and invest in communities across Scotland, and urges the UK and Scottish governments to ensure that mobile operators step up to the plate to help close the digital divide, which it believes the report has exposed.
