As an amendment to motion S5M-24206 in the name of Annie Wells (Fair Funding for Local Government), leave out from "automatically" to end and insert "provide local government with both clarity about funding from national government and significantly increased fiscal autonomy; recognises that lack of political consensus has been the principal barrier to reform of local government finance, and notes that the Scottish Conservative & Unionist Party has consistently refused to engage with cross-party dialogue on the issue."
