Scottish Ministers were made aware on 14 March 2025 that CMAL had selected Remontowa Shipbuilding SA in Poland as the lead bidder for the Small Vessel Replacement Programme phase one vessels contract.

CMAL informed all bidders of the outcome of the procurement process on 17 March 2025. Ministers were then notified on 28 March 2025 that no challenges to the procurement outcome had been made during the required ten day standstill period, and that CMAL would be signing the contract with Remontowa later the same day.

The Fracture Liaison Services (FLS) audit was commissioned by Scottish Government in July 2024. Whilst there was an initial delay regarding recruitment, this has now been completed, and progress now continues at pace.

Public Health Scotland are responsible for the delivery of the FLS audit and Scottish Government officials remain close to its development.

In line with all newly commissioned audits, we expect the audit to take several years to create high-quality, standardised data and consistency across NHS Boards in order to drive improvements and support clinical decision making.

Whilst all questions about Strategic Investment Model (SIM) proposals should be directed towards the SIM Project Management team in the first instance (simpm@offshorewindscotland.org.uk), the Scottish Government is happy to encourage collaboration between the SIM crew transfer and service operation projects and the analysis being taken forward by Offshore Renewable Energy Catapult and others.

The name change was made in early 2024 during the development of the Aberdeen Route Upgrade business case, to reflect the planned project output of service improvements. There was no change to project scope. This was a project level decision, as such no consultation was undertaken nor was required.

The Memorandum of Understanding is a jointly drafted and agreed document between the Parole Board for Scotland (PBS) and Scottish Ministers. The MOU defines the relationship and interaction between Parole Board for Scotland and the Scottish Government.

The MoU is set to be rebranded as a Memorandum of Agreement (MoA).

Both the Parole Board for Scotland and the Scottish Government have reached agreement on the MoA document and are now finalising sign-off prior to publication.

The Scottish Government is committed to improving care for people with chronic pain, by delivering the actions in the Pain Management Service Delivery Framework Implementation Plan at pace.

The Implementation Plan outlines actions to expand skills and knowledge on chronic pain across local services and scaling-up new ways of working to improve the consistency and resilience of local pain services.

The Scottish Government’s budget for the coming year has now been passed by Parliament and will invest a record £21.7 billion in Scotland’s health and social care services, including £200 million to reduce waiting lists and improve capacity.

By March 2026, we expect no-one to wait longer than 12 months for a new outpatient appointment, inpatient treatment or day case treatment with more than 150,000 extra patients seen as a result.

The information requested is not held centrally. Headteachers know their learners best and they decide how to invest their Pupil Equity Funding, based on their local context. Pupil Equity Funding must enable schools to deliver activities, approaches or resources which are clearly additional to universal local improvement plans.

Scottish Attainment Challenge funding, which includes annual Pupil Equity Funding of £130 million to 97% of schools, supports up to 3,000 additional staff, including up to 700 FTE teachers.

Spending on additional support for learning by local authorities reached a record high of over £1 billion in 2023-24 – the latest figure available – an increase from £540m in 2012-13. The 2025/26 budget sets out that a further £29m of additional investment will enhance support for children with additional support needs in our schools. This will include an allocation for local and national programmes to support the recruitment and retention of the Additional Support Needs workforce and enable us to build on the work being delivered through our Additional Support for Learning Action Plan. Details of the national programme of work will be set out in due course.

The South of Scotland Business Panel survey interviews over 600 South-based companies and social enterprises each year. It provides an important temperature check of business confidence and helps to identify challenges and opportunities.

In line with similar surveys across Scotland, this year’s results show that business confidence has understandably been affected by the current challenging economic environment.

However, in this context it was good to see positive change in Net Zero planning and in businesses supporting their employees, with three-quarters of businesses taking action to help their workforce through, for example, investment in training or offering more flexible working and the number of businesses with a formal plan in place to reduce emissions more than doubling since 2023.

Scottish Government recognises the challenges highlighted by the survey and we remain committed to working closely with SOSE and other partners to provide as much support as we can. Last year, for example, SOSE provided £6.9 million of funding to SMEs in the south. By providing investment, expertise and mentoring to businesses, SOSE will continue to develop the economic potential of the region.
