As set out in answer to Parliamentary Question S6W-34995 on 27 February 2025, the implementation phase of the Nursing and Midwifery Taskforce has now begun, and two Implementation Delivery Groups are being established to oversee swift delivery of all 44 recommended actions. One group, chaired by the Interim Chief Nursing Officer, will meet at the end of February and then recurrently every 6 - 8 weeks. A further Implementation Delivery Group will be chaired by the Cabinet Secretary for Health and Social Care and will meet in Spring and then every six months. These two Groups will ensure that priorities are clearly defined, progress is measurable, and key milestones are met. A detailed work plan and timeline to guide the delivery of the recommended actions will be agreed in Spring.

The Budget 2025-26 freezes the Basic Property Rate for properties with a rateable value up to and including £51,000, delivering the lowest such rate in the UK for the seventh year in a row. It also provides a package of non-domestic rates reliefs worth an estimated £731 million, including the most generous small business rates relief in the UK, a 40% relief for hospitality premises liable for the Basic Property Rate, capped at £110,000 per business, and a continuation of 100% relief for hospitality premises located on islands as defined by the Islands (Scotland) Act 2018, and in prescribed remote areas (Cape Wrath, Knoydart, and Scoraig), capped at £110,000 per business.

Based on Scottish Government analysis, using the non-domestic rates valuation roll and a snapshot of councils’ billing systems, Hospitality Reliefs in Scotland could benefit up to 13,000 properties, including up to 5,000 hotels, public houses and restaurants. Of these, we estimate that this relief, in combination with existing reliefs, could allow up to 300 hotels, public houses and restaurants to pay no rates at all in 2025-26 with up to 300 more benefiting from the 100% relief for hospitality premises in island and specified remote areas.

The precise number of premises that will benefit from these measures will depend on take-up of the relief and the ways in which businesses with more than one eligible property choose to claim relief in cases where the value of their relief is limited by the £110,000 per-business cap.

There are a number of factors which make it challenging to estimate the full economic impact of non-domestic rates relief. These include:

?where a relief is available nationwide comparisons with a control group of similar non-domestic properties would be limited by important differences, such as being a different property type or being outside of Scotland, allowing few meaningful comparisons;

• differences in the characteristics of businesses and organisations eligible for a particular relief;
• the unpredictability of the behavioural response to any changes in tax liabilities;
• the effects of a relief on businesses or organisations that have multiple properties, not all of which qualify for a given relief, or may be subject to the cap on the overall value of relief;
• difficulties in matching non-domestic rates valuation roll data to business level datasets to understand the effects of a relief on businesses economic outcomes and behaviour makes a business-based analysis resource intensive.

The Scottish Government does not hold this information. However, I have contacted the Keeper of the Registers of Scotland (the Keeper) and they have been able to provide some of the information. The breakdown by each year the rural housing burden was applied is not available. The property registers maintained by the Keeper do not include council tax band. Transport Scotland completed the second Strategic Transport Projects Review which sets-out the Scottish Government’s priorities for future capital investment, including new investment in the trunk road network.

Alongside the design development process of any major transport capital project there is a need to develop the appropriate level business case. These project specific business cases are developed in line with the Guidance on the Development of Business Cases in Transport Scotland, the latest transport scheme assessment and evaluation criteria and the Scottish Public Finance Manual. These cover the 5 Scottish Transport Appraisal Guidance criteria of Economy, Climate Change, Environment, Health, Safety and Wellbeing and Equality and Accessibility as well as any Transport Planning Objectives and the process checks that projects remain in line with the initial assessment on which decisions were made.

A pre-publication version of the report of the Independent Working Group on Antisocial Behaviour was submitted to myself, COSLA and Police Scotland just before Christmas. The report has since been finalised and was published on Tuesday 25th February 2025. It is available at Report of the Independent Working Group on Antisocial Behaviour. Along with our lead partners, COSLA and Police Scotland, we are considering the recommendations and support for local community safety and multi-agency prevention work. We plan to provide a comprehensive response in the Summer with a progress update by Easter. I am grateful to the Group for their work and to all who contributed.

The Scottish Government's ambition is for everyone to have a safe, good quality and affordable home that meets their needs in the place where they want to be. Housing to 2040 remains our key overarching long-term strategy that sets out a vision and roadmap to ensuring everyone in Scotland has a safe, good quality and affordable home by 2040, and as part of that we remain focused on delivering 110,000 affordable homes by 2032, with at least 70% of these for social rent and 10% in rural and island areas.

Between 23 March 2022 and end of September 2024, we have delivered 24,382 affordable homes towards the 110,000 target, of which over 18,000 (76%) have been homes for social rent. Based on management figures, we have delivered over 12,000 affordable homes in rural and island communities, between April 2016 and March 2024.

No applications for a Freight Facilities Grant have been rejected between 2021 and January 2025.

Food Standards Scotland has a Food and Health Research Programme, which has a limited budget for procuring research across our entire food safety and dietary health remit; therefore our ability to fully explore the potential of AI in the delivery of our work has been restricted as a result of other priorities and lack of funding. However, through our Strategy and Corporate Plan we have committed to the delivery of a dedicated digital and data strategy, and plans for transforming food law delivery through our Scottish Authorities Food Enforcement Re-build (SAFER) programme, which intends to leverage data and intelligence to provide a greater focus on the enforcement of higher risk establishments. As part of the SAFER programme, we are currently in the process of building digital platforms that will strengthen the robustness of food law inspection data that we collect from the 32 Local Authorities in Scotland, with the aim of using this to develop AI tools that help us to design inspection regimes that are targeted to risk and optimise resources.

Alongside this work, our scientists engage with UK Research and Innovation, across Scottish and UK Governments, with international food regulators and the scientific community to keep abreast of developments in AI, and its potential applications in food law enforcement. We also collaborate with our counterparts in the Food Standards Agency (FSA) on the development of surveillance systems which help us to identify and prioritise risks at UK level (see: Horizon Scanning | Food Standards Scotland and Strategic surveillance and data | Food Standards Agency) and digital tools which support the detection and investigation of outbreaks of foodborne illness (Pathogen Surveillance in Agriculture, Food and Environment (PATH-SAFE) Programme | Food Standards Agency). To support our own work through SAFER, we are also keeping a watching brief on proof of concept work that FSA has been taking forward to explore the use of AI in the inspection of food businesses (FSA: Developing an AI-based Proof of Concept that prioritises businesses for food hygiene inspections while ensuring the ethical and responsible use of AI - GOV.UK), although these applications are still at the development stage.
