Local authorities are responsible for the recruitment and deployment of teaching staff. We are providing £186.5 million to local authorities this year as part of an agreement with COSLA to restore teacher numbers to 2023 levels and will continue to support them to maximise the number of jobs available in certain subjects, including Computing Science / STEM.

Our Teaching Bursary Scheme provides a £20,000 bursary to career changers wishing to undertake a one year Postgraduate Diploma in Education (PGDE) in the hardest to fill teaching subjects, including Computing Science / STEM.

We are working with Scottish Teachers Advancing Computing Science (STACS) to consider wider initiatives to promote teaching as a valued career choice for computing students, and support a pilot programme with Aberdeen University to enable students with relevant HND qualifications, including in computing fields, to convert to teaching.

We have also asked Strategic Board for Teacher Education to develop advice on how to encourage more people into teaching, particularly in subjects that are challenging to fill.

We recognise the importance of schools and families working together to promote positive relationships and behaviour in schools. A strong partnership between home and school helps create a consistent, supportive environment where children feel safe, respected, and are better able to learn and thrive.

The Behaviour in Scottish Schools Research published in 2023, highlighted a desire from some staff for greater engagement with parents, as not all parents were perceived as being supportive of schools’ efforts to address behaviour.

In response, the relationships and behaviour in schools action plan 2024-27 emphasises the vital role of parents and carers in supporting positive behaviour. As part of the action plan, we are currently developing guidance on responding to behaviour in schools. The guidance will be available later this year and will include advice for schools on working with parents to support positive relationships and behaviour.

The Scottish Police Authority Budget has not decreased. We have increased police funding year-on-year since 2016-17, investing more than £14.6 billion since the creation of Police Scotland in 2013. This includes a record £1.64 billion investment in policing in 2025-26, an increase of £90 million compared to 2024-25.

In addition, £3 million has been made available to Police Scotland to enable it to work in partnership with the Retail Industry Leadership Group, to help tackle retail crime. We recognise that this issue costs businesses millions of pounds each year, and has a knock-on effect on the prices we pay in the shops.

As set out in their Beaver Management Report it is NatureScot policy to consider authorised populations and catchments where licensed release has already taken place are considered to form beaver’s natural range in Scotland.

Therefore, in considering the definition of ‘within range’ are essentially talking about catchments where there have been licensed translocations or reinforcements, or as in the case of Tayside and Knapdale the population has been officially permitted to remain, i.e. rather than a definition based on current distribution.

In 2025/26, an additional £28m will be invested in additional support for learning, to support the recruitment and retention of the ASN workforce at a local level, to help enhance professional learning on inclusion for all teachers at all stages of their careers and to support teacher specialism in inclusion. A further £1 million will be provided to support national initiatives, which will enable us to build on the work being delivered through our Additional Support for Learning Action Plan.

sportscotland, our national agency for sport, continues to engage strategically with local authorities and island communities to identify opportunities to deliver improved local facility provision for sport and physical activity.

The Scottish Government recognises the commitment required from young athletes to develop and pursue their sporting ambitions, appreciating that this can place additional demands on athletes and families, such as time and money. Sportscotland’s Athlete Travel Award Scheme (ATAS), run in partnership with Shetland, Orkney, Western Isles and Highland local authorities, is a key programme that helps to support athletes with those specific challenges. Successful applicants to the ATAS scheme benefit from up to £1,500 to support travel and accommodation costs, gaining better access to competitive and developmental opportunities.

The Scottish Government has also made significant investment to ensure that ferry fares are affordable, including the introduction of Road Equivalent Tariff (RET), a 50% discount on school bus fares, and, from 23 June 2025, an extension to the existing 4 free journeys per year scheme to include 16 to 21 year olds.

The Scottish Government is working with COSLA to explore possible options for removing non-residential social care charges within the current budget settlement as part of ongoing social care improvement and reform activity.

Since 2009, the Scottish Government has provided almost £3.3 million to support the Holocaust Educational Trust’s Lessons from Auschwitz programme.

The programme promotes and embeds learning about and remembrance of the Holocaust. Since 2009, 5,595 Scottish students have participated in the project as well as 660 Scottish teachers.

395 schools or 76% of all eligible schools from across Scotland’s 32 local authorities have participated.
