The First Minister announced on 7 February that around £14 million will be allocated to delivering the Future Farming Investment Scheme (FFIS). The proposals for the scheme are currently being finalised and the full details about the scheme and application process are expected to be announced shortly.

Work is ongoing to determine how the additional £4.5 million announced in the 2025-26 budget to deliver new specialist support will be allocated to NHS boards, what conditions it will cover and the services it will prioritise. It is expected that NHS boards will develop support based on their understanding of local population need and synergies with existing local service provision.

The Scottish Government will publish its Health & Social Care Service Renewal Framework by the end of June, which sets out our medium and long-term intentions for transformative change. We are committed to publishing annual reports on progress against the actions set out within the Framework.

The Scottish Government is exploring the potential role of methane suppressing feed products (MSFPs) in reducing agricultural emissions, including how appropriate uptake could be recognised in future. Any future support would be and aligned with wider agricultural reform and climate policy objectives. There is currently no financial support available to farmers adopting MSFPs.

In relation to improved manure management practices, over £13 million of capital budget has been allocated in recent years to fund low emission spreading equipment, slurry store covers, slurry stores and irrigation lagoons in order to improve water quality and manure management. Directing support specifically at the slurry options was intended to help the sector comply with the new regulatory requirements introduced by the ‘The Water Environment (Controlled Activities) (Scotland) Amendment Regulations 2021’. As these regulations will come into effect from 1 January 2026, it is no longer appropriate to offer further support for slurry storage options or to prioritise other manure management support.

The Scottish Government recognises the vital cultural, social, and economic role that livestock farming plays in Scotland’s rural and island communities which is why we remain fully committed to supporting livestock production and rural communities through our vision for sustainable and regenerative farming. While livestock numbers have declined over time, this reflects long-standing structural and economic challenges—such as profitability, labour shortages, and confidence—rather than any policy to reduce numbers. We are aware of recent reports highlighting the unique role that agriculture plays in sustaining rural life, including its contribution to community identity, cultural heritage, and local economies. These findings reinforce the importance of maintaining active farming across all parts of Scotland.

The Network and Information Systems (NIS) regulatory requirements for the NHS require that each Health Board provides evidence on their improvements to resilience and capabilities through the Scottish Health Competent Authority regulatory audits, which are against the Public Sector Cyber Resilience Framework.

The Scottish Government published the Cyber Resilience Public Sector Action Plan for all organisations in Scotland’s public sector, including Health and Local Authorities. This plan, alongside a number of other actions, sets out the minimum standards for cyber security that public sector organisations are expected to meet. Controls within the Public Sector Cyber Resilience Framework require that disaster recovery and resilience policies and procedures be in place.

As noted in my answer to S6W-37468 the Scottish Government are taking forward work as part of our Tobacco and Vapes Framework to review the impact and potential implementation of further place based restrictions alongside a review of the implementation of restrictions on hospital grounds.

ASH Scotland are carrying out that review, with engagement having been undertaken with a broad range of stakeholders across Scotland including academics, trading standards, environmental health and NHS facilities managers.

The report will be published later this year and I look forward to receiving it. I will consider the recommendations on next steps, alongside other evidence as part of identifying options for consultation.

Following the fire at the WEEE Solutions site in Linwood in June 2024, I asked my officials to consider the safety of these sites and battery energy storage (BESS) sites. In particular, this was to examine whether existing safety provisions and regulations are sufficiently robust, whilst also considering compliance and enforcement aspects.

This concluded that the current legislative and regulatory framework is sufficiently robust, recognising however that it is complex and requires inter-agency cooperation to be effective. Moreover, responsibility also lies with the operators of waste, recycling and BESS sites to ensure that they have effective and robust arrangements in place to minimise the fire risk involved with the disposal and storage of batteries.

Also, on 4 April Siobhian Brown MSP, Minister for Victims and Community Safety, wrote to all MSPs and MPs to highlight the recent work that the Scottish Fire and Rescue Service (SFRS) has undertaken recently concerning public safety awareness on the use of lithium-ion batteries.

Moving forward, Scottish Government officials are working with sector partners to host a workshop in the near future in order to further explore these issues and to identify if any potential changes can be made to reduce the risk of fire at recycling centres.

From May 2021 to date, £9,419,808 has been spent on the provision, maintenance and servicing of free bikes. This figure includes the cost of accessories such as locks, lights and helmets, and includes the total cost of the project associated with free bike provision. This includes bikes distributed under the Free Bikes for School Children pilot programme between August 2021 and March 2023, the Free Bikes Partnership in financial year 2023-24, and under the Regional Transport Partnership-led People and Place programme in financial year 2024-25.

Due to reporting schedules, the final evaluation of the People and Place programme for financial year 2024-25 has not been completed at the time of writing. The free bikes data for 2024-25 may therefore be subject to change.

Given the nature of operating a refinery, significant regular operational expenditure would be required, alongside frequent capital expenditure, to enable the asset to continue operating - and we continue to urge the UK Government to leave no stone unturned when it comes to securing the future and the workforce of the site.

The public and business community should be confident that the Scottish Government is committed to attracting and securing investment in Grangemouth’s future, underpinned by our £25 million Grangemouth Just Transition Fund which will be utilised to support near term low carbon opportunities identified by the Grangemouth Investment Taskforce and Project Willow.
